The National Institute of Standards and Technology (NIST), Office of Acquisition and Agreements Management, on behalf of the Office of Facility and Property Management (OFPM), intends to enter into a sole source purchase order with eQuorum Corporation, under the authority of 41 USC 253(c)(1) – only one responsible source – for document retrieval software.
NIST requires IT Consulting Services to develop a competitive solicitation package for NIST’s Facilities Management Information Technology System to support Facilities and Construction Management operations on the NIST Gaithersburg and Boulder campuses.
Basis for sole source:
The NIST CAD department utilizes eQuorum/ImageSite software for document management of drawings and other documents. Purchasing a different software and migrating the data contained therein to another system would incur great cost to the Government. It would place an unreasonable and costly burden to the taxpayer to abandon the tens of thousands of drawings electronically available through the usage of the eQuorum software.
The North American Industry Classification System (NAICS) code for this acquisition is 511210 – Software Publishers; the Small Business Size Standard is $38.5M.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00 p.m. Eastern Time on December 31, 2017, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
