Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 21, Network Contracting Office 21, Fresno Office located at 855 M St. Suite 1020, Fresno, CA 93721 Requisition Number: 570-19-4-463-0035
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
To provide valet parking services at the VA Central California Healthcare System in Fresno, CA. The valet parking services will be provided Monday – Friday between the hours of 8:00am – 5:00pm. This service is needed to alleviate the parking dilemma within our facility. Valet parking will give our patients an opportunity to access our facility without having to worry about parking their vehicles; they will be able to take advantage of courtesy parking while concentrating on their health needs.
Estimated Amount: $75,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The vendor currently provides valet services at the station. As services need to be extended expeditiously, it is recommended that the current vendor be reutilized.
4. Description of market research conducted and results or statement why it was not conducted:
Database queries and phone conversations with vendors. Quote for services. The vendor currently provides valet services at the station. As services need to be extended expeditiously, it is recommended that the current vendor be reutilized.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
