INTRODUCTION
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; and (2) whether they are Native-owned businesses; small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses. The North American Industry Classification System (NAICS) code for the proposed acquisition is 541512 (Computer Systems Design Services) with size standard of $27.5M. Your responses to the information requested will assist the Government with its acquisition set-aside determination.
BACKGROUND
The Indian Health Service (IHS) is the principal Federal health care provider and health advocate for American Indian/Alaska Native people and provides a comprehensive health services delivery system for American Indians and Alaska Natives. The range of services includes traditional inpatient care, ambulatory care, preventive care, and population health delivered through a network of hospitals and clinics, and distributed through 35 states. The IHS has an ever-expanding web presence that spans across the official IHS.gov domain. IHS.gov domain includes several primary internal and external sites with several hundred topic level pages and collaborative environments as well as dozens of web applications and their respective databases. The public IHS website, www.ihs.gov, is the primary communication tool for the Indian Health Service to the public of the United States. Information disseminated through this website includes but is not limited to agency information, health information for clinical providers and public consumption, research, best practices, training, blogs, cross agency links, and news. Information accuracy, accessibility and usability are important to successfully fulfilling the mission of the Indian Health Service. The IHS Office of Information Technology (OIT) is required to support and maintain the availability, integrity, and confidentiality of the IT systems that support the IHS mission.
RESPONSE INFORMATION
THE CAPABILITLY STATEMENT PRESENTED MUST CLEARLY DEMONSTRATE THE CONTRACTOR'S EXPERTISE AND EXPERIENCE IN web development, web design, project management, system administration, web content, and SharePoint environment development.
Responses SHALL ADDRESS EACH OF THE FOLLOWING INFORMATION to be considered a complete and compliant response.
1. Contractor’s technical knowledge, understanding, and competence related to the requirements.
2. Contractor’s recommended approach to perform the work.
3. Contractor’s past performance and experience.
4. Contractor’s management approach, specifically in relation to quality control and quality assurance
INSTRUCTIONS TO INDUSTRY
All interested parties are encouraged to respond. Responses must directly demonstrate the contractor's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above. Generic capability statements are not sufficient and will not be considered compliant with the requirements of this notice.
The Government requests interested parties submit a written response to this notice which includes the following information:
a. Company Name
b. Company point of contact, mailing address, and telephone number(s), and website address
c. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives
d. Company GSA Schedule number or other available procurement vehicle (if applicable)
e. Company's System for Award Management (SAM) registration status. All eligible respondents to the upcoming Request for Proposal (RFP) must be registered on System for Award Management (SAM), http://www.sam.gov/.
Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses are received, a pre-solicitation synopsis and solicitation may be published on the Government Point of Entry (www.fbo.gov). However, responses to this notice will not be considered adequate responses to a solicitation.
Confidentiality. No proprietary, classified, confidential, or sensitive information shall be included in your response. The Government reserves the right to use any non-proprietary technical information provided by the contractor in any resultant solicitation(s). Questions must be submitted via e-mail as directed below, no later than 4:00 p.m. (EST) on November 1723, 2016. Reponses to this sources sought notice are due at 2on 4:00 p.m. (EST) on NovDecember 830, 2016.
Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for this submission is fifteen (15) pages. Interested parties shall submit their response to this notice via email to: wendy.mcnorial@ihs.gov.
