(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The requisition number is OIG194035. This solicitation is issued as a Request for Quote (RFQ).
(iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83.
(iv) The corresponding NAICS code is 334220 and the small business size standard in number of employees is 1,250. This is a total small business set-aside.

(vii) Services (i.e. licenses) will be located in Washington, DC. This is an ALL OR NONE. Evaluation will be based on lowest price technically acceptable.
(viii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.
(ix) The provision at FAR 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible Quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(x) Quoters are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with its offer or acknowledge its listing in the System of Award Management (SAM).
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition.

(xiv) Brand Name Justification:
The Department of Health and Human Services (HHS), Program Support Center, Strategic Acquisition Services, on behalf of the Office of the Inspector General (OIG) intends to negotiate and award a purchase order on a brand name basis for the Universal Forensic Extraction Devices (UFED) Touch Ultimate upgrade and renewal. The Logical/Physical License is needed to allow for the continuity of operations for the Forensic Computer Examiners (FCE) in the performance of OIG duties relating to forensic analysis of electronic data digital evidence as part of ongoing criminal investigations. In addition, the Digital Investigations Unit (DIU) personnel have been trained in the use and application of this forensic software tool in conducting forensic examinations that Cellebrite currently provides. The Universal Forensic Extraction Devices (UFED) Touch Ultimate upgrade and renewal is required to support OIG’s mission with the necessary hardware and software maintenance.
