14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to provide answers to the questions submitted during the question/answer period of the RFQ.
The due date for quotes has been extended to January 17, 2017 by 3 PM EST.
There is also a change being made in section 7.6 Government Furnished Equipment.
Section 7.6 previously stated that "The contractor shall be provided access to the GAM, as well as access to Excel spreadsheets, folders used to track previous delegation and reorganization requests, and related materials. No Government furnished equipment shall be provided to the contractor".

1. Question- If a vendor is WOSB certified by the SBA and their dollar value is under $6 million, would the vendor qualify as an EDWOSB to bid on the RFQ?
Answer- This solicitation is an EDWOSB set aside. Only certified EDWOSB vendors meet the requirements to bid on this solicitation.
2. Question- Is this a new requirement? Is there an incumbent contractor?
Answer- Yes, this is a new requirement. There is no incumbent contractor.
3. Question- Is Business Support experience at HHS absolutely desired?
Answer- Yes, Business Support experience is absolutely desired at HHS, and critically important to the success of this project.
4. Question- The vendor has experience providing support to Government contractors, but not as a listed subcontractor. Will past performance coming from references for our services provided to these
Government contractors be acceptable?
Answer- References specifically for which the vendor performed work similar in scope to the work required by this solicitation will be considered, provided they can be substantiated by HHS.
5. Question- The vendor has experience within the industry as a project manager as well as a certified project management professional but they do not have past performance on Government contracts. If a quote is submitted by the vendor, will they automatically receive a score of zero for past performance?
Will the vendor be disqualified due to not having any past performance referenced?
Answer- References specifically for which the vendor performed work similar in scope to the work required by this solicitation will be considered, provided they can be substantiated by HHS.
6. Question- What is the budgeted number of consultants required to perform on the contract?
Answer- The number of consultants is to be determined by each offeror, as part of its quotation.
7. Question- What is the approximate budgeted amount for this project?
Answer- The Government cannot disclose this information.
8. Question- What is the approximate minimum required number of hours to be performed on this project each month?
Answer- That is to be determined by each offeror, as part of its quotation.
9. Question- Are there any specific project management software requirements that must be used? If so, what are they?
Answer- No specific project management software must be used.
10. Question- In what format should the quote be submitted? Word document or PDF file?
Answer- A Word document is acceptable.
11. Question- Section 3.1 states that all information and deliverables shall be delivered to the address shown in Section 5.3 entitled - Place of Delivery”. However, there is no address listed in Section 5.3.
Answer- Any deliverables that need to be provided to the program office (that are not provided electronically) would go to 200 Independence Avenue, SW, Suite 624D, Washington, DC, 20201.
12. Question- Is it safe to assume that the due date for the deliverable associated with "Suggested updates to GAM chapter 8-100 and other related materials as necessary” is "10 working days after materials are provided to the Contractor for review or update”?
Answer- Yes, it is 10 working days after materials are provided to the Contractor for review or update.
13. Question- The RFQ states that "contractor shall be provided access to the GAM, as well as access to
Excel spreadsheets, folders used to track previous delegation and reorganization requests, and related materials.” but “no government furnished equipment shall be provided to the contractor.” Is this accurate?
Answer- No. In order to access the HHS network, an HHS laptop will be provided.
14. Question- Can the Government confirm that the following information should be in the proposal and that nothing else will be required.
-Cover letter
- SF1449 form with blocks 12, 17, 23, 24 and 30 completed
- Volume I - Technical quote
- Volume II - Business quote
- Class deviation attachment (pg 42)
- Representation, certifications and other statements of Offerors (pg 24)
- Disclosure of organizational conflict of interest (pg 39)
- Volume III - Past performance quote
Answer- All of above should be included in the proposal as well as all attachments such as transcripts, resumes and letters of commitment as well. Everything stated in section 10 of the RFQ should be submitted with your proposal.
15. Question- Can the response propose additional, optional services that would add further value to the delegations/reorganizations process?
Answer- No. Please only propose what is requested in the solicitation.
16. Question- Are there any key personnel requirements that the Offerors should be aware of?
Answer- The lead individual proposed by each offeror would be considered key personnel.
17. Question- Are there any labor category requirements that Offerors should be aware of?
Answer- Not specifically, but resumes of proposed individuals need to be included as part of the quotation.
18. Question- What are the average numbers of hours required to process one (1) reorganization or delegation from request to resolution?
Answer- That should be determined by each offeror, based on its experience performing similar work.
19. Question- How will the contractor receive the requests, inquiries, packages, etc. to track?
Answer- Electronically, in a format to be determined.
20. Question- Does OBMT have a Sharepoint site/license that they could/would grant the contractor access to for the purpose of receiving tracking requests, organizing email, uploading Excel spreadsheets, etc?
Answer- We do have a Sharepoint site and the plan would be to give the contractor access to that or another collaboration site, to be determined by the government.
