2. DESCRIPTION OF SERVICES:

BACKGROUND:

PBGC requires access to detailed historical financial data for publicly traded companies in the

U.S. This data will be used for the annual update of the Pension Insurance Modeling System

(PIMS) plan sponsors database for Single-employer plans and for other researches performed by

PRAD and/or PBGC. Historically, this data has been accessed through S&P's Research Insight database management program and S&P's Compustat database of financial and pension information on publicly traded companies from the SEC Form-10K.

OBJECTIVES:

The contractor shall provide the Policy, Research and Analysis Department (PRAD) with access to the key financial variables for Single-employer plan sponsors for the annual update of the plan sponsors database and for other PRAD analysis (e.g. Sponsor Bankruptcy analysis). Specifically, PRAD needs common key financial variables historically for a minimum of 25 years (or since company existence). These variables are primarily from companies’ Form 10K and/or 10Q filings. This information is mission critical to PBGC and PRAD, and is being used for 1) updating PBGC's Pension Insurance Modeling System (PIMS) databases, and 2) research and analysis.

The data variables need to be easily accessible and allow for mass download for hundreds of companies. Data should be accessible via a web browser or with an easy to use user interface.

Currently PIMS contains 400 plan sponsoring firm data. Data is automatically extracted for the entire list of companies via a batch process. In addition, PRAD periodically requires data for additional companies and/or other financial variables for research purpose.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor`s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 1 day prior to the expiration of the period of performance.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. PBGC 52.201-7000 CONTRACTING OFFICER'S REPRESENTATIVE (JAN 2012)

The Contracting Officer's Representative (COR) is TBD who may be reached atTBD .

The COR is authorized to assist in monitoring the work under this contract. The COR is responsible for the technical administration of the contract and technical liaison with the contractor.

The COR IS NOT authorized to change the scope of work or specifications as stated in the contract, to make any commitments or otherwise obligate the Government or authorize any changes which affect the contract price, delivery schedule, period of performance or other terms or conditions.

The Contracting Officer is the only individual who can legally commit or obligate the Government for the expenditure of public funds. The technical administration of this contract shall not be construed to authorize the revision of the terms and conditions of this contract. Any such revision shall be authorized in writing by the Contracting Officer.

The COR is authorized to review and recommend approval of:

PBGC 52.232-7006 SUBMISSION OF INVOICES/VOUCHERS - IPP (OCT 2018)

(a) The contractor shall prepare and submit invoice summary pages for supplies and/or services provided under this contract using the Government's Invoice Processing Platform (IPP) Web-based service application. The IPP application is available at https://ipp.gov. This web site includes IPP instructions and training materials. (b) Individuals in the contractor's organization requiring a logon to access the company's IPP account, should contract their company's Collector Administrator. EVALUATION CRITERIA

METHOD OF AWARD

The award will be made on the basis of the lowest price technically acceptable. The Government will make an award to the contractor who conforms to the requirements outlined in this request for quotation and is determined to be the lowest price, technically acceptable quotation. The Offeror’s response will be evaluated to determine if the quote meets all technical requirements as defined in the RFQ.

The quote will be evaluated based on the following criteria:

• Technical Capability - The Offeror must provide a comprehensive statement addressing its capability to perform all the required services as described in the solicitation. In this statement, the contractor shall specifically address the following items:

- Capability to provide key plan sponsors’ financial information (both current and historical) for a minimum of 25 years (or since company existence).

- Capability to provide the requested financial information as one mass download for hundreds of companies at one time. (For example, PBGC needs to extract data for 1,000 companies for the past 20 years in one single mass extract.)
