LABORATORY OPERATIONS

I. INTRODUCTION

The Department of Labor, Occupational Safety and Health Administration, Directorate of Technical Support and Emergency Management, Salt Lake Technical Center, is located at 8660 South Sandy Parkway, Sandy, Utah, 84070. The POC for this action, Lecia A. McCollum, phone number 801-233-4903, email: mccollum.lecia@dol.gov, is requesting a service contract for a laboratory clerk/technician.

The Occupational Safety & Health Administration (OSHA), Directorate of Technical Support and Emergency Management (DTSEM), Salt Lake Technical Center (SLTC) requires skilled laboratory services. The laboratory clerk/technician is primarily responsible for receiving, processing, and recording (for chain of custody purposes), laboratory samples sent to SLTC from various field locations throughout the nation. The incumbent will also reach out by phone and e-mail, effectively communicate with Compliance Safety and Health Officers (CSHO) and other field staff, to answer questions and correct and clarify data entry. The incumbent must efficiently maintain inventories and overall organization of the sample room.

II.

BACKGROUND

The Department of Labor (DOL), OSHA, SLTC, Industrial Hygiene Chemistry (IHC) Division maintains capacity to analyze 20,000 samples supporting the Agency mission. These samples are collected and submitted by CSHOs evaluating worker exposure to regulated chemicals in workplaces all over the United States and the territories of Puerto Rico, Virgin Islands, and Guam. Analytical results provided by SLTC to CSHOs are used as the basis for citations and these results require a high degree of accuracy, precision, and ultimately be defendable in court proceedings.

To provide consistent and timely analytical results for thousands of individual samples submitted by the field, SLTC analysts perform hundreds of different sophisticated laboratory analysis using various analytical instruments, pieces of equipment, analytical methods, and routine and non-routine procedures. Salt Lake Technical center requires the service contractor to accurately and efficiently process the receiving and logging of samples into electronic software applications. This allows scientific personnel to efficiently use their time in the analysis of samples. It has been determined that a skilled Sample Room clerk/technician should be employed to support the laboratory operation.

III. TECHNICAL SERVICES REQUIRED

A. STATEMENT OF WORK

This position will provide skilled laboratory technician assistance to the OSHA Salt Lake Technical Center as defined in the delivery order. The sample room clerk will work approximately 30 hours a week. There will be no work in the building on government holidays.

Services will be coordinated with Chemist Supervisors and include:

· Receive and process analytical samples and related information.

· Open mail, inspect submissions for completeness, including attached paperwork, and contact submitter to obtain missing information, if applicable.

· Sort submissions by analytical priority.

· Enter pertinent information about samples into the Laboratory Information System (LISA), interpreting the requests for analysis and perform a “pre-sort” into pre-determined analytical categories.

· Store samples according to pre-sort requirement including heat and light sensitivity.

· Maintain sample room in efficient and well-organized manner

· Timely filing of sample results.

· Request supplies, etc. as needed to assure and uninterrupted sample room operation.

· Work safely in a laboratory environment.

IV.

DELIVERABLES AND SCHEDULE

The laboratory technician position provides support to SLTC laboratory operations as needed. Priorities of work may change based factors such as the number of samples, type of samples submitted (e.g., new special emphasis programs, disaster assistance, etc.), demand for new methods development (responding to regulations), etc. The laboratory technician will function primarily in the area of the sample room, logging, processing in samples, and maintaining paperwork. Working safely in a laboratory environment is essential in the position and employee must be aware of safety concerns and comply with safe behavior when working in the laboratory area. The Laboratory technician will monitor sample room supplies and coordinate in a timely manner with procurement personnel when additional supplies are needed..

GOVERNMENT PROVIDED MATERIALS AND EQUIPMENT

The government will provide any software, tools, access, and DOL documentation necessary to complete tasks under this task order.
