STATEMENT OF WORK

I.
INTRODUCTION

Phone 801-233-4903 Salt Lake Technical center performs a wide variety of Chemical Analysis using Perkin Elmer equipment. The work is performed on samples sent to the Salt Lake Technical Center from various field locations. The Perkin Elmer equipment is used in the Plasma Spectroscopy process and the specific equipment to be repaired under this contract is listed below under item #III. Plasma Spectroscopy involves super heating a matrix of metal containing acids until the matrix emits light (glows). Spectrometers are able to distinguish wavelengths of light emitted to within fractions of a nanometer in wavelength thus determining the types of metal contaminates present in compliance sample. The intensity of the light emitted is also recorded and can be correlated with the concentration of a given metal in a sample matrix. In this way Perkin Elmer equipment is used to determine workplace exposure to a variety of toxic metals including Beryllium, Arsenic, Lead, Cadmium, and Chromium.
II.
BACKGROUND
The Department of Labor (DOL), OSHA, SLTC, Industrial Hygiene Chemistry (IHC) Division annually analyzes tens of thousands of samples submitted by Compliance Safety and Health Officers (CSHOs) evaluating worker exposure to regulated chemicals in workplaces all over the United States and the territories of Puerto Rico, Virgin Islands, and Guam. Analytical results provided by SLTC to CSHOs are often used as the basis for citations and these results must be accurate, precise, and defendable in court proceedings.
To provide the required analytical support the scientific personnel use highly scientific technical instruments. These instruments must be maintain and serviced properly to insure all the results to be credible when used in legal proceedings. When these instruments are not working the one time repairs are very expensive and when scheduling for them without a maintenance agreement it will often take several weeks during which time the analysis cannot be run and samples that are sent to the lab will sit until they have expired in reliability. If there is a lapse in the service contracts on these instruments then SLTC often needs to request a service call prior to obtaining a new maintenance agreement to ensure the instruments is in good working order. These service calls are expensive. The best cost value for the government is to continue with the maintenance agreements on the scientific instrumentation used for analysis. SLTC has several instruments that are from Perkin Elmer and would like to have these instruments covered by this contract. Perkin Elmer has been good to work with on the repairs of their instruments.
III.
TECHNICAL SERVICES REQUIRED
A.
Scope of Work
Vendor will provide maintenance, and repairs to the Perkin Elmer equipment located at the Salt Lake Technical Center. This maintenance will include both technical telephone support and on site visits.
Vendor will provide the service described below on the following:
Perkinelmer Optima 7300DV, SN/ 077C1052702, including auto-samplers, and chillers Perkinelmer Optima 4300DV, including auto-samplers, and chillers
Perkinelmer Elan 6100, including auto-samplers, and chillers
This service contract will cover the following on the equipment listed above:
Unlimited demand on-site service visits with a maximum 72 hours response
Engineer labor and travel
One (1) Scheduled Preventative Maintenance visit
Priority technical support, response within 2 hours
Factory-certified replacement parts
Software updates and notifications
B. Deliverables and Schedule Deliverables are included in Section A. Technical support will be provided by a trained and certified Technician with knowledge and ability to repair the maintained Perkin Elmer Instruments located at the Salt Lake Technical Center, and identified in paragraph III above.
IV. SPECIAL INSTRUCTIONS
Work shall be arranged and coordinated with government employees so that the point of Contract is on site to work with Perkin Elmer Technician. No work will be done during authorized government holidays. Government Holidays for the period of performance are as follows:
