Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 08, 573 Medical Center
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Bertec Treadmill Services will cover preventative maintenance of the Bertec Instrumented treadmill which is located in the Human Motor Performance Laboratory, a part of the Brain Rehabilitation Research Center at the Malcolm Randall Medical Center in Gainesville, FL. The contractor will be responsible for preventative maintenance services restoring the treadmill to normal operating condition if it fails during clinical/research use. The estimated amount of the contract (base and four one year options) is $52,500.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a unique system with hardware and software that are proprietary to Bertec. The Government can only get the necessary maintenance and support from the original equipment manufacturer.
The Human Motor Performance Laboratory (HMPL) at the Brain Rehabilitation Research Center (BRRC) has used a BERTEC fully Instrumented Treadmill System since 2009 to measure ground reaction forces of a human as they walk on the treadmill belts. This is a regularly used tool in multiple grant-funded research studies related to gait. These studies could not be proposed, funded or completed without a maintained and fully functional BERTEC fully Instrumented Treadmill. This contract will enable the Government to use the equipment and ensure that we can consistently collect data without interruption due to malfunction, outdated software, etc. This treadmill has been integrated with our Vicon Motion Capture System, as well as an Innoventor Therastride Body Weight Support System. These are setups unique to the experiments in our lab, and often require conversations with the engineers at BERTEC, when addressing issues or designing new experiments.
Being able to keep the equipment the same and the software functioning will keep the lab functions seamless in regard to the data collection and analysis.
4. Description of market research conducted and results or statement why it was not conducted:
According to Market Research this Government requirement is considered a sole-source acquisition for proprietary maintenance services. Bertec is the only company that provides maintenance services for this equipment. There are no third-party servicers.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
