Statement of Work (SOW) Department of Labor, Wirtz Labor Library Government Documents Research Database

1.0 BACKGROUND

The Wirtz Labor Library requires online access to a collection of federal, congressional, and legal publications with historical through present-day coverage. Department of Labor (DOL) staff, particularly those in the Solicitor’s Office, rely on access to an extensive collection of these materials to conduct legal research. These materials are most frequently utilized for legislative histories, to answer legal reference questions, and to conduct federal regulatory research. These documents are also frequently referred to and cited by DOL staff to justify opinion letters, case work, and regulations.

The collection should include complete historical through present-day coverage of publications such as the Congressional Record, the Federal Register, and the U.S. Code. Materials should be indexed, full-text searchable, and downloadable in PDF format. Department-wide online access through IP authentication is required to service DOL staff in the National Headquarters and satellite offices.

2.0 OBJECTIVES

This contract should provide electronic access to a diverse collection of historical and present-day government documents to DOL employees. Generally, this goal will be fulfilled through the following objectives:

3.1 Access to a database of government documents via a centralized vendor-provided platform: All collections should be indexed, full-text searchable, and downloadable in PDF format through a centralized platform. Access should be via IP authentication to provide users with instantaneous access to the resources as long as staff are logged into the DOL network.

3.2 Access to specific collections of government documents: DOL staff require access to the complete collections of the Code of Federal Regulations (CFR), Federal Register (FR), U.S. Code, U.S. Statutes at Large, Congressional Record (Bound and Daily), Annals of Congress, Register of Debates, and Congressional Globe.

3.3 Access to a collection of federal legislative histories: DOL staff require access to a collection of federal legislative histories. The collection must cover a diverse range of significant legislation including the Fair Labor Standards Act and amendments.

3.4 Access to a collection of congressional hearings: DOL staff require access to a diverse collection of congressional hearings documents.

3.5 Access to an administrator account: Library staff needs to have the ability to review resource use level, to customize the appearance of the platform, and to access title lists.

3.0 SCOPE

DOL employees require access to a collection of historical and present-day government documents and other legal research resources accessible through DOL’s intranet via IP authentication. Employees currently have access to such a collection through the HeinOnline platform and expect to maintain this or similar coverage.

4.0. TASKS

4.1 The vendor must provide access to a database of historical and present-day government documents via a centralized vendor-provided platform.

4.1.a. Staff should have access to basic and advanced full-text search options across document collections.

4.1.b. Staff should be able to browse by type of government document.

4.1.c. Staff should be able to email, print, or save retrieved documents.

4.1.d. Staff should be able to access content via IP authentication with no sign-ins required.

4.1.e. The database must be available 24/7 from a secure web site.

4.2 The vendor must provide access to the below collections of government documents.

4.2.a. Full-text of the Code of Federal Regulations (CFR), 1938-Present 4.2.b. Full-text of the Federal Register (FR), 1936-Present 4.2.c. Full-text of the U.S. Code, 1925-Present 4.2.d. Full-text of the U.S. Statutes at Large, 1789-Present 4.2.e. Full-text of the Congressional Record, Complete Bound and Daily 1980-

Present 4.2.f. Full-text of the Annals of Congress, Register of Debates, and Congressional

Globe

4.3 The vendor must provide access to a collection of federal legislative histories.

4.3.a. At a minimum, legislative histories of the Fair Labor Standards Act and its amendments are required.

4.3.b. A diverse and broad collection of legislative histories is expected.

4.4 The vendor must provide access to a collection of congressional hearings.

4.4.a. A diverse and broad collection of congressional hearings is expected.

4.5 The vendor must provide an administrator account to library staff.

4.5.a. Library staff must have access to usage reports, title lists, and platform customization tools.

5.0 DELIVERY

7.0 SECURITY CONSIDERATIONS

All data required is unclassified. There are no special security requirements.

8.0 TRAVEL

No travel is required.

9.0 PLACE OF PERFORMANCE

Any DOL user connected to the DOL network shall have access to these resources via IP authentication.

10.0 PERIOD OF PERFORMANCE

The base period of performance shall be for 12 months with four (4) 12 month option periods, as follows:

Base Year: September 15, 2018 through September 14, 2019 Option Year 1: September 15, 2019 through September 14, 2020 Option Year 2: September 15, 2020 through September 14, 2021 Option Year 3: September 15, 2021 through September 14, 2022 Option Year 4: September 15, 2022 through September 14, 2023

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 Option to Extend Services. (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within five (5) days.

52.217-9 Option to Extend the Term of the Contract. (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within five (5) days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least five (5) days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

DOL 2015-03 Internet Protocol Version 6 (IPv6) Clause (May 2015)

"In accordance with FAR Parts 11.002(g), 12.202(e), and 39.101(d), the contracting officer shall insert the following clause in all solicitations/awards when acquiring information technology products or services that are expected to exceed the micro-purchase threshold.

INTERNET PROTOCOL VERSION 6 (IPv6) Clause

(May 2015)

(a) Any system or product that includes: hardware, software, firmware, and/or networked components including but not limited to voice, video, or data that is developed, procured, or acquired in support and/or performance of this requirement shall be capable of transmitting, receiving, processing, or forwarding digital information across system boundaries that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program.

(b) This IPv6 capable system or product shall maintain interoperability with IPv4 systems and provide the same level of performance and reliability capabilities of IPv4 systems.

(c) This IPv6 capable system or product shall have available IPv4 and IPv6 technical support for development, implementation, and troubleshooting of the system.

(d) This IPv6 capable system or product can be upgraded, or the vendor will provide an appropriate migration path for industry-required changes to IPv6 as the technology evolves, at no additional cost to the Government.

(e) This IPv6 capable system or product must be able to operate on networks supporting IPv4 & IPv6, as well as networks that support both.

(f) Any system or product whose IPv6 non-compliance is discovered and made known to the vendor/contractor within 12 months of the start of performance shall be upgraded, modified, replaced, or brought in to compliance at no additional cost to the Federal Government.
