Section 1 Statement of Work (SOW)
Department of Labor, Wirtz Labor Library
1.0 BACKGROUND
The Wirtz Labor Library requires online access to a set of research databases, including a general business research database, a general sociology research database, and the EconLit with Full Text database. These databases should include up-to-date access to collections of several thousand high quality full text and indexed resources. Specific titles among these collections are required to ensure that Department of Labor (DOL) staff have access to the materials upon which they have traditionally relied.
A business database provides access to a wide variety of business resources, including journals, company profiles, and news resources, related to employment, working conditions, and industry information. A sociology database provides access to a wide variety of sociological information resources related to gender studies, social work, and international studies. The EconLit with Full Text database provides access to some of the highest quality economics research resources.
The library currently subscribes to a similar database package with EBSCO through an interagency agreement with FEDLINK and wishes to maintain its coverage of the requested databases.
2.0 OBJECTIVES
This contract aims to secure access to a set of research databases, including a general business research database, a general sociology research database, and the EconLit with Full text database.
Generally, this goal will be fulfilled through the following objectives:
2.1 Access to databases for a user group of approximately 150 users: All three databases should provide access to a wide range of full text and indexed resources relevant to their respective disciplines.
2.2 Access to up-to-date full text versions of specific periodicals: Department staff currently have, and expect to maintain, access to Harvard Business Review, Journal of Financial Service Professionals, Bloomberg Businessweek, and Time under the current business database; Social and Economic Studies, Journal of World-Systems Research, American Journal of Public Health, and Addiction under the current sociology database;
and The American Economic Review, Journal of Economic Perspectives, and Review of Economics and Statistics under the EconLit with Full Text database.
2.3 Access to the general business research database and its contents via IP authentication: IP authenticated-based access allows for ease-of-use among patrons (Department staff) by allowing them instantaneous access to the resources as long as the staff is logged into the DOL network.
2.4 Access to all databases via a centralized vendor-provided platform: DOL employees shall access and utilize a system that allows users to conduct full-text searches across all databases, to navigate through and manipulate search results, and to read/view/email electronic resources directly through the system.
2.5 Access to an administrator account: Library staff needs to have the ability to review resource use level, to customize the appearance of the platform, and to access title lists.
3.0 SCOPE
DOL employees who require access to research resources for their work typically start their research by searching through a collection of databases accessible through DOL’s intranet via IP authentication. Employees currently have access to a set of business, sociology, and economics databases through the EBSCO platform, which allows users to search across all of the databases and their resources simultaneously. Providing users with a centralized platform through which they may conduct research streamlines the research process and saves users from conducting the same search across multiple platforms.
4.0. TASKS
4.1 The vendor must provide access to a set of research databases, including a general business research database, a general sociology research database, and the EconLit with Full text database.
4.1.a. The database must be available 24/7 from a secure web site.
4.2 The vendor must provide access to specific up-to-date, where available, full text periodicals.
4.2.a. The business database should provide coverage of Harvard Business Review, Journal of Financial Service Professionals, Bloomberg Businessweek, and Time
4.2.b. The sociology database should provide coverage of Social and Economic Studies, Journal of World-Systems Research, American Journal of Public Health, and Addiction
4.2.c. The EconLit with Full Text database should provide coverage of The American Economic Review, Journal of Economic Perspectives, and Review of Economics and Statistics
4.3 The vendor must make the databases accessible to Department of Labor employees via IP authentication.
4.3.a. Staff should be able to access content via IP authentication with no sign-ins required.
4.4 The vendor must provide access through a centralized vendor-provided online platform.
4.4.a. Staff should have access to basic and advanced full-text search options.
4.5.b. Staff should be able to browse by publication.
4.6.c. Staff should be able to email, print, or save retrieved articles.
4.7.d. All subscribed databases must be accessible through the centralized platform.
4.5 The vendor must provide an administrator account to library staff.
4.5.a. Library staff must have access to usage reports, title lists, and platform customization tools.

The government shall not furnish any property for the contractor. All work shall be performed at the vendor’s site.
7.0 SECURITY CONSIDERATIONS
All data required is unclassified. There are no special security requirements.
8.0 TRAVEL
No travel is required.
9.0 PLACE OF PERFORMANCE
Any DOL user connected to the DOL network shall have access to these resources via IP authentication.
10.0 PERIOD OF PERFORMANCE
The base period of performance shall be for 12 months with four (4) 12 month option periods:
Base Year: July 1, 2018 through June 30, 2019 Option Year 1: July 1, 2019 through June 30, 2020 Option Year 2: July 1, 2020 through June 30, 2021 Option Year 3: July 1, 2021 through June 30, 2022 Option Year 4: July 1, 2022 through June 30, 2023
11.0 PROPOSAL/QUOTE SUBMISSION
Submission of Proposals Offerors shall submit quote with the Offeror’s name and address on the face of this SF1449. There is only one acceptable method of delivery and that is via email to the below listed individual.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records - Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract.
If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days.

In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the Contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer.
The Contractor is hereby put on notice that in the event a Government employee, other than the Contracting Officer, directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor’s responsibility to make inquiry of the Contracting Officer before making the deviation.

ELECTRONIC INVOICING PROCEDURES
An original invoice shall be prepared and submitted to the Department of Labor (DOL) by email to:

1. Electronic PDF/TIFF Invoice Submittal - In an effort to support the eCommerce initiative and expedite vendor payment processing, the DOL requires invoices to be submitted electronically.
The contractor shall:
(a) Address the invoice to the appropriate email address specified above.
(b) Submit the invoice via attachment in PDF or TIF format.
(c) Submit only one invoice per electronic submittal.
(d) Enter specific information in the subject line of the email in the following format:
<Contractor Name>, DOL Agency, <Contract Number, BPA Call or Order Number>, Invoice Number, <Invoice Amount>
Example: ABC Co, OASAM, DOL00-00-X0000/X0000, Invoice Number AB-1298433, $15,000.00.
(e) Submit a copy of the email with the attached invoice to the contracting officer's representative (COR) at the COR email address specified in the contract.
(f) Wait for either a success or failure email response, regarding the invoice email, before sending in another email with the same invoice attachment.
The contractor MUST NOT:
(a) Submit an invoice that exceeds the size limit of 16 megabytes (approximately 400-500 pages).
However, if the invoice exceeds this limit, a summary invoice attachment of less than 16 megabytes should be emailed to the payment email address above; while the detailed invoice, including any supplemental information, shall be sent to the COR or other representative at the address (specified in paragraph 2 below).
(b) Submit an invoice that is heavy in shading or color.
(i) An emailed PDF image cannot have any text that has a background with any color other than white. If the image has a shaded background, it will be converted to black, and the text will be illegible.
(ii) An emailed TIF image must be black and white.
(c) Submit more than one attachment, as subsequent attachments will not be recognized.
(d) Submit more than one invoice in a single attachment.
(e) Attempt to use the “Recall or Resend” email message feature.
General Information:
Payment due dates will be calculated only from the date that invoices are received in the electronic invoicing email box and determined to be proper invoices.
