1. Is there an incumbent? If so, who? Vodium/MediaPlatform, LLC
2. Is there a budget for this contract? Yes, however the Government will not provide our IGCE.
3. Has money been obligated for this contract? Funds cannot be obligated until the contract is awarded.
4. Can EBSA please clarify what is meant by “the option of allowing each user to register only once.” Does this mean a feature that allows them to register for all 10 webcasts at once instead of one at a time?
Not for all 10 webcasts at once. It is referring to where we do a series of 3-4 webcasts and allowing users to register for the series at once.
5. Is there a requirement that phone lines for speakers be provided toll-free/free of charge to the speaker?
No – we do not allow users to call in – they must listen through their computers.
6. On Page 41, can EBSA clarify what the following means: “The offeror may submit provider documentation as a separate volume(s) as an addendum but must be clearly identified as such.” Is there a page limit to this separate volume/addendum? What is meant by “provider documentation”? This statement has been removed from the solicitation
7. On Page 42, E.5 Format: It appears that Offerors are to use an Excel spreadsheet provided by EBSA to calculate price. The Excel spreadsheet currently attached to the RFQ is only a summary with no detail. Is EBSA going to provide a spreadsheet with detail of should the Offeror use their own format spreadsheet? Offerors can use their own format however please ensure that all rates and quantities are rounded to a whole dollar/cent.
8. Page 43 – What are W/D exceptions? Wage Determinations in accordance with the Service Contract Act of 1965
9. Page 43 – E.6 Volume III Past Performance Instructions: We request that the requirement that contracts and orders be at least six months old be retracted. This requirement remains and will not be retracted.
10. In the Solicitation is says to submit questions “Clarifying questions regarding this RFQ must be submitted (in writing only) using the Microsoft Excel Questions can be submitted in MS Word
11. Spreadsheet attached to the RFQ Notice”. I can’t seem to find the spreadsheet attached to the RFQ Notice. Am I missing something? No, it was not attached, Questions can be submitted in MS WordIs this a new requirement or is there a current contract in place? No this is a recompete

14. How much lead-time/notice will the contractor for each live webcast?
Typically at least 3-4 weeks lead time – but there may be an emergency (for example when ARRA was enacted and went into effect very quickly) where we would need a webcast in a week or two
15. In the “Package #3” PDF – Solicitation 1605DC-17-R-00036, on page 41 Section C Page Count. It says page count for volume III – Past Performance NTE three (3) pages, but on page 43 Section E.6 Volume III Past Performance it says “No more than ten (10) pages” . Is this in conflict? The correct page limitation is not to exceed three (3) pages.
