I. Contracting Activity.

II. Nature and/or description of the action being processed.
To award a sole source firm-fixed price contract to SmartWatch Security & Sound LLC, 742 S. Rossiter St., Mount Dora, FL 32757 to a Women Owned Small Business (WOSB) under the WOSB Program.
III. Description of supplies/services required to meet agency needs.
This requirement is to provide all material, labor & clean-up, and licensing to install closed circuit Television (CCTV) camera surveillance systems at buildings located at Patrick AFB (PAFB) & Cape Canaveral AFS (CCAFS).
Systems shall include live feed to Base Defense Operations Center (BDOC).
IV. Statutory authority permitting Other than Full and Open Competition.
In accordance with (IAW) FAR 6.302-5(b)(7)- sole source awards under WOSB Program - 15 U.S.C.637(m) and FAR 19.1506(b)--sole sourced WOSB.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
SmartWatch Security & Sound LLC, submitted a letter from OnSSI®, the software manufacturer, stating that licensing for this software is controlled and limited to a single source per end user. By limiting licensing in this way, any unauthorized access to restricted and confidential content is eliminated. OnSSI® does not have an alternative agency or distributor authorized to provide the clandestine programming and licensing required for expansion of the existing Enterprise Video Management System (EVMS). The use of a different system, due to the awarding to any other contractor/vendor,would void any warranty that 45 SFS has for these systems by introducing foreign software/products. By awarding this contract to Smart Watch, 45 SFS ensures the connectivity of the additional cameras to the existing system.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market Research was conducted to determine that the CCTV camera surveillance systems being acquired could be procured by other vendors however, the software that is used in conjunction with the hardware (cameras) can only be provided by SmartWatch Security & Sound.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated cost will be considered fair and reasonable and provide for the basis for this determination. The prior contract Security Cameras was a requirement for products similar to the products that we are acquiring now. We will use this recent purchase history from the previous contract as well as any paid invoices from other customers to determine if the price(s) submitted are fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
This requirement is an addition to the existing EVMS. 45 SFS's system consists of a Dell® Iomnis server, Axis® cameras, and OnSSI® (Windows based) software. These components are not proprietary and, are commercially available to anyone.
However, to uphold the security integrity of each customer, OnSSI limits licensing to one company for each customer. As such, SmartWatch is the only company authorized by OnSSI to provide maintenance and/or service to the 45 SW EVMS.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of sources, if any, that expressed interest in the acquisition.
None
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Once the existing systems are out of warranty another source can be solicited for future projects.
