I. INTRODUCTIONS:

Round table introduction of all attendees.

II. PURPOSE OF MEETING:

Indicate the purpose of this meeting is to familiarize the contractor with the unique circumstances and requirements surrounding a correctional setting. This meeting is also to explain the solicitation, as issued, and not to furnish additional information.

State - nothing said here shall be interpreted as a change to the solicitation without the issuance of a formal amendment through the FAO Contracting Officer, Joshua Cortez.

III. MINUTES:

STANDARD FORM 1442 Pages 1, 2, 4, and 51 thru 60: Please include UEI number and Tax ID# and e-mail address where indicated in block 10 and complete blocks 14-20c. If your company has a “doing business as” name reflected in you SAM registration, include this name as well in Block 14. Ensure the address typed in block 14 matches the address in your SAM registration.

PAST PERFORMANCE SUBMISSION: Please ensure the cover letter is reviewed and complied with its entirety. References and banking submissions must be submitted in advance to the bid opening directly to j2xcortez@bop.gov via email. CPARS entries are also acceptable.

COMMODITY OR SERVICES SCHEDULE (PAGE 4): Complete the Unit Price (JB = job) and

Amount blocks (these amounts will be the same). Note: The amounts listed in this section should be the same as the amount listed in block 17 of the SF-1442.

BID GUARANTEE: See Page 5 of the solicitation. A bid bond must be submitted in original (ink signatures) with your solicitation. The penal sum of the bond must be at least 20% of the bid price, not to exceed $3 million, whichever is less. A blank bid bond was included in the solicitation. 2. Other general items to be addressed:

DAVIS BACON ACT: This contract is subject to the Davis Bacon Act. Wage Decision

PA20250069 Mod 3 is applicable for this area. All applicable workers must be paid according to the terms of the wage decision.

LICENSING AND PERMITS: All required licensing and permits are required to be obtained by the contractor who receives contract award.

MAGNITUDE: The magnitude of the project is between $500,000 and $1,000,000.

WORK HOURS: Work hours within the secure perimeter shall be between 7:00 a.m. to 3:30 p.m. Monday through Friday excluding weekends and federal holidays.

COR: The Contracting Officer’s Representative (COR) is Randy Bastian, Engineering Technician at USP Lewisburg

PERIOD OF PERFORMANCE: The completion period is 364 calendar days after issuance of notice to proceed.

TIME EXTENSIONS: Time extensions for inclement weather will not be granted unless the

4 | P a g e weather is unusually severe and abnormal in comparison to prior years.

LIQUIDATED DAMAGES: Liquidated damages for this project are in the amount of $937.79 per calendar day of delay after scheduled completion.

PRE-CONSTRUCTION CONFERENCE: A Pre-Construction conference is required after the contract is awarded and will be scheduled accordingly.

PROGRESS SCHEDULE: A copy of the progress schedule is to be provided to the Contracting

Officer and COR as soon as possible. Each time the progress schedule is changed, it must be provided to both the Contracting Officer and COR. It is suggested an updated document be provided by the Prime Contractor at the mandatory monthly progress meeting.

PROGRESS MEETINGS: Progress meetings are mandatory and will be scheduled monthly.

PAYMENT REQUESTS: Application for payments are to be submitted on AIA G702(Continuation) or the contractors own form as long as the information is similar to the G702. Contactors can get these forms from the following website www.aiabookstore.com

QUESTIONS: Oral questions asked at Site Visit of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. All questions shall be sent in WORD FORMAT to Joshua Cortez, FAO Contracting Officer, via email at j2xcortez@bop.gov. In order to provide sufficient response time prior to the bid due date, the Government has establishing that questions be submitted no later than May 1, 2025 @ 10:00 A.M. PST.

ACCESS TO SITE/PARKING OF VEHICLES: Parking will be provided for employee vehicles and contractor work vehicles.

STORAGE OF MATERIALS: Storage of materials will be coordinated with the COR.

CONTRACTOR TEMPORARY OFFICE: No temporary office space will be provided.

INSPECTIONS: "Punch List" items generated by inspections will be corrected and discrepancy items re-inspected and approved before contract closure takes place. Should any work be covered without proper notification, the contractor shall uncover that work for inspection at his own expense.

SAFETY MANAGER:

3. SAFETY POINTS:

The contractor is responsible for providing required protective gear to all contractor workers, should it be required. Contractor will ensure that all workers have proper safety gear at all times.

Contractor is responsible for the prevention of accidents on the project site and has spill kit onsite and containment procedures. OSHA requirements will be adhered to.

The Contractor will have a Safety Representative on site at all times during the completion of this project.

Proper storage of any chemicals in lay down yard with SDS present.

CAPTAIN:

4. SECURITY

ADVERSE WEATHER: Whenever adverse weather conditions or other institution emergency contingencies are in effect, contract workers will not be permitted passage into the secure institution. Should emergency conditions be implemented while contract workers are inside the secure perimeter, they will be required to secure their tools, remove vehicles and equipment, and leave the institution grounds until the emergency situation has been resolved.

Depending upon the nature of the emergency, this normally will not affect any construction outside of the secure perimeter. Contractor is reminded that fog days will be treated like rain days. The performance period of 364 days will allow adequate time to complete the job, and no consideration will be allowed for normal rain days and normal fog days. The normal rain, snow or fog days will be based on the average over the last ten (10) years for the local community.

SECURITY CLEARANCES: Contract workers are subject to security investigative procedures.

Please refer to the contract for details. Please refer to Page 8 of the solicitation.

EMPLOYEE IDENTIFICATION: Contractor personnel working on project site must bring valid photo identification to the institution each day. The identification will be surrendered upon entry to, and returned upon exit from institution property.

TOOL ACCOUNTABILITY: Strict accountability and control of all contractor tools and hazardous materials must be maintained at all times. All contractor tools to be used inside the secure perimeter must be inventoried and accounted for at the conclusion of the work day Contractor tools may not be stored on-site overnight. The contractor should provide for enough time at the conclusion of the work day for the return and accounting of all tools issued during the work day. Lost or missing tools must be reported to the COR the Captain immediately.

ILLEGAL ITEMS ON FEDERAL PROPERTY: Firearms, ammunition, knives, other weapons, drugs, narcotics, and alcoholic beverages are not permitted inside/outside the secure perimeter or anywhere else on Federal property at any time. This includes the private vehicles of contract workers. Violators will be subject to criminal prosecution. All persons, vehicles, and equipment are subject to search by institution authorities at any time.

NO CONTACT WITH INMATES: Contract workers are not to have any contact with inmates at any time. No photographs may be taken of inmates.

CONTRACTOR EMPLOYEE WORK DRESS: Green or khaki-colored clothing is not allowed, as

PHOTOGRAPHS: The institution’s Facilities Department maintains a digital camera that will be utilized by FBOP staff to document the project work. The Contractor may request copies of these photos, and may request that photos be taken for specific conditions. Cellular telephones equipped with photographic capabilities are prohibited on the project construction site.

VIII. ADDITIONAL DISCUSSION:

Contractors requested photos. Photos were taken during the site walk and will be posted via www.sam.gov.

SUBMITTED BY MCKENZIE CONSTRUCTION:

1. RFI 001, SOW, Page: 1, Section: B.1.. The SOW states to “Disconnect all high voltage electrical from the chillers that can be used to reconnect to the new chillers,” but does not specify which components are to be reused. Please confirm which components (e.g., breakers, wiring, conduits) are to be salvaged for reuse. Clarification: All components that can be reused are allowed; it will be the contractor’s responsibility to ensure the chiller is operational upon completion of this work.

2. RFI 002, SOW, Page: 1–2, Section: B.2.. The SOW specifies that flow sensors are to be “factory mounted and wired,” and mentions “refrigerant isolation valves” as unit options, but does not specify how many of each are required. Are these per chiller, or total for the system? Clarification: Per chiller.

Isolation valves are for routine maintenance and emergency situations.

3. RFI 003, SOW, Page: 2, Section: B.3.. The SOW states that chilled water piping must be insulated but does not define the length or size of piping to be insulated. Please provide approximate piping lengths and diameters to be included for bid purposes. Clarification: Any insulation that is removed to install the chillers must be reinstalled to the point that it was removed.

4. RFI 004, SOW, Page: 2, Section: C.. The SOW states, “All seismic zone requirements… will be considered during all phases of this project,” but does not provide the specific seismic design category or anchorage requirements applicable to USP Lewisburg. For accurate bidding and compliance with seismic codes, please confirm the applicable seismic classification and any associated structural design criteria for anchoring the chillers. Clarification: We are in Lewisburg Pa. Refer to seismic codes for this area.

5. RFI 005, SOW, Page: 2, Section: D.. The SOW states the FBOP will provide “minimal electricity service (120V) for small hand power tools including battery chargers,” but does not indicate if there are any on-site power sources available for temporary lighting, welding, or testing operations. Please confirm whether additional temporary power (e.g., 240V, 480V) will be provided by the government or must be furnished by the contractor. Clarification: Additional temporary power can be provided as needed at no additional cost.

6. RFI 006, SOW, Page: 2, Section: E.. The SOW requires submission of “a complete plan detailing test procedures” for final system testing but does not specify what performance parameters must be demonstrated (e.g., flow rate, temperature delta, capacity). Please confirm the specific functional performance criteria and test conditions required for acceptance of the new chiller systems.

Clarification: The flow rate is unknown. We supply 45-degree water to the system.

7. RFI 007, SOW, Page: 2, Section: F.. The SOW requires the contractor to “conduct all structural repairs, patch walls, paint, repair ceiling etc., associated with the Chiller Installation,” but does not define the extent or quantity of these tasks. For bidding purposes, please provide details on the expected scope and quantities for these repair activities. Clarification: Any areas disturbed to remove or install new chillers must be returned to original condition.

8. RFI 008, SOW, Page: 3, Section: G.. The SOW requires the contractor to “provide operation/maintenance manuals for each piece of equipment/system installed,” but does not specify the expected format, quantity, or whether digital versions are acceptable. Please clarify the number of manual sets required and any format or delivery method specifications. Clarification: 1 hard copy and 1 PDF version will be required.

9. RFI 009, SOW, Page: 3, Section: II.A.. The SOW notes that work hours are 7:00 AM – 4:00 PM, Monday – Friday, but also states that institutional routines may reduce the workday and that access may be limited during emergencies. For scheduling and labor cost planning, please confirm the expected number of workable hours per day and how frequently restricted access occurs under normal conditions. Clarification: The work area is outside the secure perimeter and work hours are from 7:00 am to 4:00 PM.

10. RFI 010, SOW, Page: 3, Section: II.B.. The SOW states that the contractor is responsible for coordinating all deliveries and that the BOP will not sign for any shipments. However, it does not specify if there is a designated delivery staging area or any limits on delivery vehicle sizes. Please clarify if a loading/unloading zone will be available and whether there are any vehicle access restrictions for material deliveries. Clarification: There is a large laydown area next to the powerhouse and it will be confirmed at the Preconstruction meeting. There is no size restriction on delivery vehicles.

11. RFI 011, SOW, Page: 4, Section: II.C.. The SOW requires the contractor to provide a “securable, single point access storage container,” but does not specify the maximum allowable size or proximity to the work area. For planning and cost estimation, please confirm the size limitations and proposed location for the contractor’s storage container. Clarification: Contractor can provide the size of container necessary, and accommodations can be made at the job site.

12. RFI 012, SOW, Page: 4, Section: II.D.. The SOW requires the contractor to submit security clearance documentation for all personnel within 14 days of receiving the Notice to Proceed. However, it does not indicate the typical processing time for clearance approval. For scheduling and labor mobilization purposes, please confirm the average duration for security clearance processing once documents are submitted.

Clarification: See “FAO-0009(a) Construction Contract Security” located on page 8 of solicitation document 15BFA025B0000007.

13. RFI 013, SOW, Page: 5, Section: II.E.. The SOW requires all extension cords to be removed from the institution daily and classifies them as “Double A” high-risk tools but does not indicate the number or type of cords anticipated for acceptable use. For bid and tool planning purposes, please clarify the number of extension cords typically permitted on site at one time and any specific approved types.

Clarification: This area is located outside the secure perimeter. There is no restriction on the length of cords in this area.

14. RFI 014, SOW, Page: 5, Section: II.F.. The SOW prohibits the use of cell phones, cameras, and two-way pagers within the institution, but does not address whether the contractor will have access to any form of on-site communication for coordination or emergency purposes. Please confirm what communication methods are allowed or provided for use within the secure area during work hours.

Clarification: Staff are always present in the work area and access to communication will always be present.

15. RFI 015, SOW, Logistics – Equipment Access. The SOW does not specify the size or location of the building opening(s) available for removing the existing chillers and bringing in the new units. Please confirm whether there is an existing access point large enough to accommodate the dimensions of the new 400-ton chillers, and provide the verified clear dimensions of that opening. Clarification: There is a large 12’ x 12’ overhead door located in the work area (See attached photos).

16. RFI 016, SOW, Logistics – Crane Setup Area. The SOW does not indicate whether a staging area is available immediately outside the powerhouse for crane placement to lift the chillers in and out. Please confirm whether there is sufficient space adjacent to the building for crane operation, and whether any ground preparation or permitting is required for crane setup. Clarification: There is a large open parking area next to the powerhouse, that can be utilized.

17. RFI 017, SOW, Logistics – Structural Load Limits. There is no mention in the SOW of the structural load limits for interior floors or access paths that the new chillers must be transported across. Please confirm whether the route for moving the new chillers has been assessed for weight-bearing capacity, and provide any structural load limits or restrictions for wheeled equipment inside the building.

Clarification: There is a ten-ton overhead crane that can be used to set new chillers. There is no information on the load limits for the interior floors on the access path.
