FCC LOMPOC – FIRE DETECTION AND ALARM SYSTEM

PROJECT 23Z6AJ9 QUESTIONS & ANSWERS

SOLICITATION 15BFA023B00000033

SUBMITTED BY PRECISION CONSTRUCTION SERVICES:

1. Specification Section 01 10 00 SUMMARY: Summary states that hazardous materials, including lead-based paints and asbestos, will be present. Where does this occur? If it’s unknown where this occurs, who is responsible for finding these locations?

CLARIFICATION: Refer to 011000 1.4A.2.t.

2. Does the fire alarm system need to remain operational at the end of each day?

If not, how long can the system’s down-time be? Are we responsible for any kind of fire watch?

CLARIFICATION: Refer to FA0.01A note#3. FCC Lompoc’s Comtech’s recommends that fire alarm system must remain operational at the end of the day. All work performed must be in conjunction to system downtime. If there is a time the alarm system has to remain down then FCC Lompoc will provide fire watch. Downtime schedule will need to be provided to COR during monthly meeting for approval.

3. Drawings 4b, Sheet FA0.02B: New Work Keynote #6 states that excavation and backfill will need to be arranged “after office hours” to avoid traffic disruption. Are “office hours” the working hours of 7:30AM-3:45PM? With this work being after-hours, will this need to be requested in advance?

CLARIFICATION: Yes.

4. How many observing officers will there be while work is being performed? Will the number and/or necessity of observing officers change depending on what facility we’re working in (medium security, low security, outside areas/unfenced)?

CLARIFICATION: The number of observing officers will depend on task being performed and it will be at the discretion of the Captain and / or COR.

FCC Lompoc will provide two (2) escorts during On-Site Work Hours. With two escort work is permitted to occur in two areas simultaneously. Special (unscheduled) trips in and out of the institution to retrieve contractor personnel, materials or tools requires one (1) of the above allotted escorts. If additional escorts are required for exigent circumstances coordinate with the COR, no less than 7 days in advance for approval. Also, If required to work at multiple locations work will have to be coordinated with COR, no less than 7 days in advance so that additional escorts are scheduled.

5. Specification Section 01 10 00 SUMMARY, Drawings 4a FA0.02, Drawings 4b FA0.02B, FA2.01A-FA2.03F: There are multiple references of general sawcut & restore (E) surfaces. Some of these (E) areas are clearly shown as concrete paving (Example: 2/FA2.01B). Other instances are drawn as an unknown (E) surface (Example: 1/FA2.01B). Can you clarify on the Overall Site Plan (FA0.02) where asphalt paving occurs, where traffic-rated concrete occurs, where concrete walkway paving occurs, where dirt occurs, and where turf occurs?

CLARIFICATION: For Medium Facility where underground conduit occurs the paving is asphalt.

For Low Facility where named as sidewalk and layout that represent as walkway without name use concrete paving as shown on details.

For FCC Site Wide the plans are showing the concrete walkway. Where pavement layers are not shown, it is concrete pavement.

6. Drawings 4c, FA0.03A: Fire Alarm Sequence of Operation note #2 states that “contractor is recommended to hire the service company that maintain the existing elevator for recall interconnection.” Who is the service company?

CLARIFICATION: At the moment FCC Lompoc has no actual contract with a specific Elevator Contractor. FCC Lompoc to recommend a contractor when required. FCC LOMPOC recommends Temple Technology Incorporated since they are the last service company that performed annual elevator inspection.

7. Drawings 4a, 4/FA0.04B: Detail 4/FA0.04B depicts a general roof penetration.

Where roof penetrations occur, please clarify roof system type on plans.

CLARIFICATION: This is I-3 occupancy, consider a 3-hr Roof penetration.

8. Spec Book:

a. Is Honeywell an acceptable alternate to the proposed Edwards EST 4 platform?

CLARIFICATION: See solicitation provision 52.211-6 Brand Name or Equal.

b. Can the BOP extend the RFI deadline to 8.30?

CLARIFICATION: No.

c. Can the BOP extend the bid deadline to 9.20 to give suppliers additional time to price?

CLARIFICATION: No.

9. Spec Book: There is significant time each workday to get through security and inventory tools which leaves 4-5 hours of productivity. There are also units that are not vacant and will require significant coordination to free up any sort of productive workflow. The project requirement of finishing in 365 calendar days is unrealistic. Please confirm the project can be extended beyond 365 calendar days pending mutually accepted construction schedule. Currently we see this project at a 24-month duration minimum.

CLARIFICATION: See amended performance period of 560 calendar days.

10. Spec Book:

a. Will the 3 site run in series or parallel for phasing?

CLARIFICATION: The 3 sites run in parallel (Class A circuit).

b. What is the duration of the total project and duration for each site?

CLARIFICATION: The total duration for project will be 560 calendar days. The USP will have the longest duration with the FCI and FPC’s following it. At the end the duration of each site will depend on the progress of the contractor. See amended performance period of 560 calendar days.

c. Is it allowed to install EMT throughout the facilities?

CLARIFICATION: No, refer to Section 260533.

d. What is the approximate duration delays for entering and exiting the facilities?

CLARIFICATION: There is an approximate average of 35-45 min to enter. Same time applies to exit the institution.

e. Will FBOP be providing all necessary escorts throughout the sites?

CLARIFICATION: Yes

f. Is Gamewell FCI E3 Fire alarm system or Notifier system an acceptable equal?

CLARIFICATION: See solicitation provision 52.211-6 Brand Name or Equal.

SUBMITTED BY PRECISION CONSTRUCTION SERVICES:

11. Section 1.4, A. 3 paragraph r. refers to hazardous materials. Can asbestos and lead paint survey be provided prior to bid as the number of areas will affect the timeline.

CLARIFICATION: Refer Number 1 response above.

12. Will work crews need escorts and if so, please identify the number of escorts available.

CLARIFICATION: Yes, Refer to Number 4 response above.

13. Does the existing system need to remain operational until the new system has had final testing?

CLARIFICATION: Refer to Number 2 response above.

14. Can existing conduit be reused?

CLARIFICATION: Yes, as allowed by code.

15. If the existing system can be removed prior to installation of new system is Fire Watch required and if so will it be provided by BOP or contractor?

CLARIFICATION: Refer to Number 2 response above. FCC Lompoc’s Comtech’s recommends that fire alarm system must remain operational at the end of the day.

All work performed must be in conjunction to system downtime. If there is a time the alarm system has to remain down then FCC Lompoc will provide fire watch.

16. We discussed with our subs and vendors, and our team would like to request a bid date extension beyond the official RFP due date of 9/13/2023. We believe a 2 week extension would be sufficient to allow for the proper examination and coordination of the bid documents.
