FCC LOMPOC – FIRE SUPPRESSION SYSTEM UPGRADE
PROJECT 23Z6AK1 QUESTIONS & ANSWERS
SOLICITATION 15BFA023B00000003
SUBMITTED BY PRECISION CONSTRUCTION SERVICES:
1. 011000-1.5.A: Specification states there shall be an allowance for furnish and installing of devices; however, none are listed. Is the general contractor to hold an allowance of any kind?
CLARIFICATION:
Tamper Switches and Control Wiring for Backflow Preventers
2. There is significant time each workday to get through security and inventory tools which leaves 4-5 hours of productivity. There are also units that are not vacant and will require significant coordination to free up any sort of productive workflow. The project requirement of finishing in 365 calendar days is unrealistic. Please confirm the project can be extended beyond 365 calendar days pending mutually accepted construction schedule. Currently we see this project at an 18-month duration minimum.
CHANGE: See amended performance period of 540 calendar days from NTP (Notice To Proceed).
Reference specification 011000–3 and 011000–4 regarding On-Site Work Hours and Occupancy.
Owner will vacate inmates from work area during specified On-Site Work Hours with the exception of unforeseen emergencies.
3. Currently there appears to be only two units that are unoccupied. Please clarify expectations for access to areas and productivity to be expected but the contractor? Will inmates be moved completely from an entire unit to allow for productive workflow? How much contact will subcontractors have with inmates?
CLARIFICATION:
Reference specification 011000–3 and 011000–4 regarding On-Site Work Hours and Occupancy.
Owner will vacate inmates from work area during specified On-Site Work Hours with the exception of unforeseen emergencies.
Per page 011002-3 of specifications interactions with inmates are prohibited.
Contact with inmates is limited.
4. Are there any as-builts the FBOP can share with the bidders for the facility and work in question?
CLARIFICATION:
Owner does not possess as-builts outside of drawings and general provisions of the contract.
5. The only painting scope appears to be painting new fire sprinkler pipe red.
Please confirm?
CLARIFICATION:
Paint Hydrants yellow per drawing C13.1.
Paint PIV red per drawing C13.1.
Contractors may use paint for pipe and conduit identification per specifications.
Contractors shall touch up paint where they are damaged per specifications.
6. Spec 284621.11 is for Addressable Fire Alarm Systems; however, there doesn’t appear to be any fire alarm work other than monitoring and control devices on existing standpipes. Please confirm replacement of these devices alone are the only fire alarm work in the scope? Additionally, please confirm the reuse of conduit and conductors for these devices?
CLARIFICATION:
Fire-Alarm devices and wiring required for PIVs and Backflow Preventers (pull for future) per drawing C13.1.
Demolition of existing fire sprinkler riser devices per drawing FP1.X.
New Fire Alarm devices required for new fire sprinkler risers and reprogramming per drawing FP2.X
Per specifications 284621.11 - 6 Verify that the existing fire-alarm system is in operation before making changes or connections.
Per specifications 284621.11 – 8 System Testing: Comply with “Test Methods”.
Existing conduit may be reused.
7. Project requires 24-hour fire watch if any fire suppression systems are down.
Recognizing the productivity of this project, most likely there will be periods where systems are deenergized and taken offline. Who will be providing 24-hour fire watch during these periods?
CLARIFICATION:
Reference specification 011000-3, “Notify Owner not less than 72 hours in advance of activities that will affect Owner's operations.”
When notified, owner to provide fire watch when fire suppression systems are down.
8. Replacement of heads in high areas such as the library and gymnasium will require scissor lifts for access. Please confirm how use and nightly storage of such equipment will be handled? Where will the equipment be stored? What access can contractors use to get the equipment in? Will there be any special procedures for checking-in or inspection of equipment?
CLARIFICATION:
Secure storage of contractor scissor lift will be provided by owner during hours outside of On-Site Work Hours.
Secure storage location will be inside the secure confines of the institution.
Contractor to account for escort time to retrieve and return scissor lift to secure staging area.
Contractor access for personnel and equipment will be through the rear sally-port near T-building and Mechanical Services.
All tools and equipment will require prior approval, POC is the COR.
Government owned scissor lift not available for contractor use.
9. Is the fire suppression system on each unit contain an isolation valve so that only the unit can be drained before performing work?
CLARIFICATION:
Reference civil sheets for shut off valve’s locations.
10. Recognizing the age of the facility, has a hazardous material classification report been conducted on any of the work being disturbed in this scope of work?
CLARIFICATION:
Reference page 024119-2 of specifications, Hazardous Materials.
11. On sheet FP3.06 on the south wall next to the fire riser, there is a red floor box with a pad lock. What is in this box and what effect does it have on the scope of this work?
CLARIFICATION:
Owner has verified that the “red floor box” is a storage box for annual inspection documents and poses no effect on the scope of this work.
12. In the Food Service Administrator’s Office, it seemed like there should be sprinkler drops through the ACT, but none exist as observed on the site walk.
Please confirm if drops are supposed to be made through the ACT ceiling?
Owner to remove ACT exposing existing fire sprinklers.
13. Reference sheet C1.1 demo plan. During the site walk, it was observed there being an electrical service box right where the trench is shown to connect units N, M, and L together. Please clarify what this box is for and where the trench should be located?
CLARIFICATION:
Reference specification 024119, Contractor shall utility locate mechanical/electrical systems prior to demolition/exaction.

14. At the site visit it was indicated that the Site Superintendent could also be the Site Safety Health Officer. Will a separate Quality Control Manager (QCM) be required? Or can the Site Superintendent also be the QCM? One person wearing all three (3) hats.
CLARIFICATION:
Reference specifications 014000 – 3: Project quality-control manager may not serve as Project superintendent.
15. It was stated at the site visit that the contractor will be permitted to use all elevators. Please confirm.
CLARIFICATION:
Contractors are permitted to use all elevators in operation with priority given to emergencies and staff on site.
Contractors should make plans to utilize stairs in the event that elevators are out of order.
16. Are there any known hazardous materials such as lead based paint or asbestos?
Is there a hazardous materials survey report? If so, please provide.
CLARIFICATION:
Reference specifications 024119 – 2: Project Conditions
17. At the site visit it was indicated that all security escorts would be furnished by the Federal Bureau of Prisons. How many escorts will the Government furnish at one time? Will the Contractor be permitted to work in multiple areas at the same time? Pending the answer to these questions has a significant impact to the period of performance.
CLARIFICATION:
Owner will provide two (2) escorts during On-Site Work Hours.
With two escort work is permitted to occur in two areas simultaneously.
Special (unscheduled) trips in and out of the institution to retrieve contractor personnel, materials or tools requires one (1) of the above allotted escorts.
If additional escorts are required for exigent circumstances coordinate with the COR, no less than 7 days in advance for approval.
18. Will the contractors be permitted to use the restrooms within the prison?
CLARIFICATION:
If work is being performed in an area with immediate access to owner’s restroom facilities, they may be utilized.
If the area does not allow immediate access to owner’s restroom facilities, i.e., outside, contractor shall provide temporary restroom facilities.
Temporary restroom facilities may remain inside the secure facility and be secured with contractor’s lock and chain at location to be specified by owner.
19. Block 11 of the SF1442 indicates that the period of performance is mandatory and that it is 365 calendar days after receiving the Notice to Proceed (NTP).
Due to the current supply chain issues, the construction industry is experiencing very long lead times on materials. Manufactures are not holding their prices or committing to any schedules until the products are approved and released for production. Can the NTP and period of performance begin after the approved submittal process? Can the period of performance be adjusted once the lead time is established?
CHANGE: See amended performance period of 540 calendar days. Lead times are included within the performance period. The NTP will be issued in conjunction with the scheduled Pre-Construction Conference. See FAR 52.249-10(b)(1)(xi) and FAO-0005 Submittals.
20. Will the Government allow any Economic Price Adjustment for inflation or the long lead times affecting the construction industry?
CLARIFICATION:
Reference specification 012600 – 2 & 3 for details on Change Order (Modifications).
21. Are there any current CAD drawings available?
CLARIFICATION:
Owner does not possess CAD drawings outside of drawings and general provisions of the contract.
22. It was indicated at the site visit that the Bureau of Prisons would provide information on the lifting equipment, man lift, or articulating boom lift currently being used at the prison. This will give the contractor an idea of what size equipment fits through the doorways and reach the high ceilings.
Please provide.
Owner utilities the following equipment for access; Manufacture: Genie, Model:
GS-3232.
Government owned scissor lift not available for contractor use.
23. Will the project need to be phased? If so, please provide information on how each unit will be vacated and made accessible to the contractor.
CLARIFICATION:
Project will not need to be phased.
Reference specification 011000–3 and 011000–4 regarding On-Site Work Hours and Occupancy.
24. Is there a special procedure in documenting and counting demolished materials, as well as installed materials going in and out of the prison?
CLARIFICATION:
Reference specification 024119-4 and 024119-5 for information regarding demolished materials.
Reference specification 013200-2, Material Location Reports: Submit at weekly intervals.
25. At the site visit it was indicated that there may be a revision to the standard work hours. Please clarify.
CLARIFICATION:
Reference specification 011000–3 and 011000–4 regarding On-Site Work Hours and Occupancy.
26. Are all bolts, nuts, and anchors required to be tamper-proof?
CLARIFICATION:
All occupied and accessible areas.
