FCI PEKIN – REPLACE BOILERS AND CONTROLS
PROJECT 22Z4AD6 QUESTIONS & ANSWERS
SOLICITATION 15BFA022B00000015
1. Can you please provide the contact information for the current piping chemical company the facility is using?
CLARIFICATION: CORRSHIELD
2. Can you send a picture or pictures of a typical existing boiler and expansion tank to be replaced?
CLARIFICATION: Refer to Photos.
3. Please confirm the total scope of the controls aspect of this project, is it just disconnect/reconnect with no programming?
CLARIFICATION: Per the SOW 1.1, startup and testing to include the assurance of communication with the current Siemens systems are accurate and functioning.
4. Will a spill kit as required by the RFQ be centrally located or will we need 1 at each individual location?
CLARIFICATION: Centrally located.
5. Please provide specs and locations for pumps that are needing replaced.
CLARIFICATION: Versaflo TP are the current pumps, refer to photos.
6. Can the government clarify the Siemens controls program being utilized, ie:
APOGEE, BAC Net etc.
CLARIFICATION: Insight.
7. It is the contractors understanding that there are 4 locations(buildings) that are getting replacement boilers and only 1 boiler per location can be worked on at any one time. Can multiple job locations be performed concurrently and will final inspection/ run-off / chemical testing be required of each individual boiler prior to demolition of the next.
CLARIFICATION: One location at a time and testing to be completed before proceeding to next location.
8. Please confirm that past performance questionnaires alone meet the past performance requirement of the RFQ and no project narratives are required in the bid package that we mail to them.
CLARIFICATION: As stated on Instruction to Bidders, please submit reference forms for projects of a similar nature or as similar as possible. The 3-page document
(pages 7-9) is all that needs to be sent to your references. See Instructions to Bidders, Past Performance Information Required and Questionnaire for additional information.
9. Will the government accept past performance from Key subcontractors.
CLARIFICATION: We are looking for past performance as a prime as the questionnaire addresses multiple areas. As stated on instruction to Bidders, forward this document to at least 5 companies/Government agencies who you have current work or have completed work within the last 24 months.
10. Is PM required in person at weekly progress meetings or is remote viewing IE:
zoom or teams acceptable.
CLARIFICATION: According to the Statement of Work, Page 9, progress meetings will be held at the project site on a monthly basis, or at intervals as determined by the Contracting Officer in the event it shall exceed more than 3 weeks. The Project Manager is expected to attend the meeting. In extenuating circumstances, an alternative arrangement may be discussed with the Contracting Officer/COR.
11. Is there any ACM in the work areas and if there is, is the abatement the responsibility of the contractor or the government.
CLARIFICATION: No ACM.
12. Can the government provide photos from 2 angles at each location that encompass all equipment being replaced.
CLARIFICATION: Refer to Photos.
13. We understand that these model numbers and quantities are specified for use in this project.

Please clarify location and quantity of equipment for each location.
IE: Typical housing unit 1: (QNTY 2)-180 (QNTY 1)-135 (QNTY 1)-XP tank
CLARIFICATION: Typical Housing Unit 1 - Qty 1 each: 135, 180, Expansion Tank Typical Housing Unit 2 - Qty 1 each: 135, 180, Expansion Tank Typical Housing Unit 3 – Qty 1 each: 180, Expansion Tank Typical Housing Unit 4 – Qty 1 each: 180, Expansion Tank Special Housing Unit (SHU) – Qty 1 each: 180, Expansion Tank Food Service – Qty 1 each: 270, Expansion Tank
14. With regard to liquidated damages, if a manufacturers material delay that is out of the control of the contractor were to occur, will the government permit an extension to the period of performance?
CLARIFICATION: See FAR 52.249-10.
15. Can you provide existing Siemens sequence of operation and points list for the boiler controls?
CLARIFICATION: Siemens was contacted and there is currently there is not a documented sequence of operations for the boiler controls.
