A pre-bid meeting and site visit for 15BFA022B00000011 was held on Tuesday, May 31, 2022.

The meeting was called to order by Henrietta Johnson, SCS, at 9:00 a.m. (Local Time). The following individuals participated in the meeting and site visit:

Ms. Johnson thanked everyone for participating in today’s pre-bid conference/site visit and advised that meeting minutes would be prepared and forwarded to Ms. Rios for posting on the sam.gov website.

Ms. Johnson then identified the project as 22Z5AC2 solicitation 15BFA022B00000011, Replace Chiller and Cooling Towers and the building automation system at FDC Houston.

She informed the contractors that this site visit is being held to familiarize the bidders with the Bureau of Prisons policies and procedures to be observed during the performance of the work;

introduce personnel associated with this project, their authority, functions, and responsibilities;

and to see the location where the work will be performed.

Ms. Johnson stated that “Nothing said at this conference shall be interpreted as modifying the provisions or requirements of the solicitation, and that any revisions or changes to the solicitation will be issued as formal amendment by Ms. Rios, Contracting Officer.”

Ms. Johnson also noted that questions will NOT be answered at the site visit. Only written questions will be accepted and answered. Written questions must be submitted in Microsoft Word format to crios@bop.gov. The deadline for receipt of written questions is Friday, June 3, 2022 at 1:00 p.m. central time. Answers will be posted to the sam.gov website.

The Contracting Officer’s Representative (COR) for this project is Mr. Ed Sherwood. The COR is the technical representative for the Federal Bureau of Prisons who has overall responsibility (except for contractual matters) for the administration of operational activities at the project site.

Instructions to Bidders – Ms. Johnson called attention to the Instructions to Bidders which contains the submission procedures. THE DUE DATE FOR RECEIPT OF BIDS IS June

23, 2022, BY 1:00 PM LOCAL CENTRAL TIME.

Ms. Johnson noted that each bidder shall pay particular attention and complete all forms, clauses, and statements with his/her bid. Failure to do so may cause your offer to be considered as non-mailto:crios@bop.gov responsive and ineligible for award. Do NOT include any extraneous information/documentation outside of the solicitation requirements. Please submit all 57 pages with your bid regardless of whether you completed any information on that page or not. It is recommended to use the Instructions to Bidders as a checklist to ensure you submit all required documents.

In absence of Ms. Colon-Kenny, Human Resource Manager, security clearance requirements were presented by Ms. Johnson as stated below:

Security Clearance Requirements – In order for your employees to work on the job site they have to be cleared in accordance with HSPD-12. For access inside of the institution is required, all contractor employees (including subcontractors) will be required to complete a security clearance packet, present picture identification in person, and be fingerprinted before the paperwork can be processed. Contract workers will be fingerprinted and there will be an on-site orientation meeting each applicant will be required to attend. Contractors should allow four (4) hours for this process. The requirement for contractors to access the EQUIP computer system as part of the application process. After all of the required paperwork is properly completed and the BOP has an acceptable package, it will take approximately 2-3 weeks for a determination to be made whether or not the security clearance will be granted. Once the decision has been made the contractor will be immediately notified by the Facility Manager or designee. Any of the contractor’s employees not cleared will not be allowed on the premises.

OSHA – Mr. Lozano, Safety Manager, stated even on Federal sites OSHA regulation are to be followed. Inmates have been known to call OSHA and report unsafe conditions. Any injury on the job will be the responsibility of the contractor. Also, utilize lockout/tagout when needed.

Make sure all your employees obey all applicable laws & rules.

In absence of Captain Gonzales, tool control, institution Code of Code and other security concerns were presented by Mr. Vandiver, as stated below:

Tool Control – A locked tool box (job box) will be allowed on the jobsite. Tools will need to be inventoried at the beginning and end of each work day. An accurate master inventory sheet will be kept inside the job box at all times. The lock box will consist of two locks, one from the BOP and the other will be from the contractor. If a tool is broken on the jobsite please report it to the escort officer. If a tool is lost on the jobsite, report it to the Escort Officer immediately. Also, cell phones are not permitted in the institution.

Institution Code of Conduct – The contractor shall inform his employees that all tobacco products, intoxicating beverages, drugs, weapons, cameras, and cell phones are strictly prohibited on institution grounds. Introduction of contraband shall be subject to the penalties prescribed by Title 18 U.S.C.-1791. There will be no fraternizing with inmates as this is prohibited. If you happen to know one personally, report it immediately to the Escort Officer.

Finally, no green uniforms, khakis, BDU’s or shorts may be worn by the contractors.

Mr. Nathan Vandiver, Facilities Manager, covered the items below:

Access to the site- The project site will be opened to the contractors 5 days per week, Monday through Friday, excluding Federal Holidays. Any workers coming inside the institution will need to be preapproved and cleared for entry. Walk ups will not have guaranteed access to the site.

Covid 19 Protocol – Contractors are to adhere the institution Covid-19 matrix plan which can include mandatory mask wear and temperature screening for admittance into the institution.

Working Hours- The contractor will check in for work at 6:30 am and receive their ID badge prior to commencement of work. In order to accommodate for the daily security clearances process, the contractor should allow a total of 1 hour a day for entering and exiting the institution (30 minutes to enter and 30 minutes to exit). Work hours and workdays may be altered only with a 48 hour advance approval of the Contracting Officer. During an emergency situation, no work will be allowed. During working hours, there will be limited traffic in and out of the institution and contractors shall prepare to remain on the jobsite throughout the duration of the day, besides emergency situations. If is highly recommended for contractors to bring their lunch to the job site.

Inclement Weather and Institution Emergencies- No contract workers will be allowed on site during fog. During an Institution “lock–down”, contractor entry will be at the Warden’s discretion and determined on a case by case basis.

Construction Material Storage - The successful contractor will be familiarized with the storage site at the pre-construction conference. The contractor is responsible for site security and storage of all construction materials and equipment. On the side of the building there is an area which can be utilized and a laydown yard for storage. No materials or equipment will be stored inside the institution. The contractor will be responsible for providing fencing and security of this area.

Provisions for removal of trash and debris – It is the contractor’s responsibility for removal of all trash and debris from the job site on a daily basis.

Outline for Escorting Prospective Contractor's through site –The contractor will be under direct supervision at all times during the completion of the work. If there will be multiple work crews, arrangements will need to be made for additional escorts. The contractor will submit to the Facility Manager a list of employees and types of equipment the contractor will be utilizing on a daily basis.

Work performed outside - While most of the work will be performed inside the institution, should there be extended work outside the contractor will need to provide a portable restroom and make sure it is secured.

Parking Space - Contractor will be responsible for their own parking. There are pay parking lots in the area.

Permits – Contractor will be required to pull all permits through the City of Houston to include lane and sidewalk closure permits.

Before taking the contractors to view the site, Ms. Johnson asked if there were any questions regarding the solicitation packet. There were no other questions asked.

The site visit was conducted and contractors were taken downstairs to see worksite. The site visit lasted approximately 40 minutes.

With nothing further to discuss the contractors departed after the site visit.
