Solicitation 15B61919Q00000003
1. A recent institution we completed ended up requiring us to place all of the EC-BOS-8's on BOPnet and abandon the existing stand-alone network infrastructure. I believe this was due to a new DOJ requirement that came in to play just before the project was bid out. Placing the system on BOPnet did complicate things and took additional configuration time due to the additional stringent network security requirements and required an extensive process for getting our programmers cleared to access the Department of Justice's network. It also required conduit and Ethernet runs from each EC-BOS-8 in the associated mechanical rooms to be run back to the closest Secured Electronics room (that work was performed by the institution previously).
I did not see in the Statement of Work for this current Solicitation as this being a requirement.
Could you confirm whether or not this will be a requirement so we know for the purposes of bidding this project?
If the stand-alone existing network is to be utilized (the system NOT go on BOPnet), who will be responsible for the replacement of any failed network and fiber-optic routers around the institution?
Response: The contractor is correct in that the controller will need to be connected to BOPnet.
Facilities needs to specify whether they are providing the path of connectivity from the secure electronics room to the mechanical room or requiring the contractor to perform this task. Final programming of the work stations connected to the BOPnet will require additional background clearance and can be obtained during the installation period. (Facilities will provide a network port anywhere required for BMS.)
2. Per the Statement of Work section C.10, an AABC certified air balancer is to be used to re-balance. Is the intent to have the air balancer calibrate the air flows on the new VAV boxes ONLY, or is the intent to have them balance each building as a whole, which would include balancing the air flows on the AHU's?
Response: The intent is to have the air balancer calibrate the air flows on the building that the new VAV boxes are installed. all other buildings should be within correct and proper air flow setting.
3. Is the project subject to the Davis Beacon Prevailing Wage act? Wage rates were posted with the project documents but I didn't see it mentioned in the statement of work or instructions.
Response: Yes, this project is subject to the Davis Bacon.
4. Are we to provide a Bid Bond with our Offer? The Bid Bond form was posted with the project documents but not placed on the list of required documentation in the Instructions to Offerors.
Response: Yes, please provide a Bid Bond.
