FCC LOMPOC – PHASE 4 RE-ROOFING

PROJECT 6C4B QUESTIONS & ANSWERS

SOLICITATION 15B61719B00000001

SUBMITTED BY NATIONS ROOF:

1. 075213-Atactic- Polypropylene (APP) Modified Bituminous Membrane Roofing

The spec is calling for a basesheet in cold-app, a ply sheet torched down and the capsheet in cold. Johns Manville, which is one of the manufacturers listed, does not recommend the blending of the two methods of application.

Their technical department suggest that torching the ply sheet could result in a fire; the cold –app is very flammable when introduced to an open flame.

They suggest that the system either be all cold-applied or all torch applied. Nations Roof would opt for the torch applied system but either is recommended.

ARCHITECT’S RESPONSE: CLARIFICATION. FBOP’S REPRESENTATIVE DURING DESIGN

PHASE REQUESTED THE ROOFING ASSEMBLY CLOSELY MATCH THAT OF SPECIFIC PREVIOUS

WORK DONE ELSEWHERE AT THE SITE THAT HAD PERFORMED WELL.

THE SPECIFICATION SHOULD HAVE INDICATED THE RIGID BOARD INSULATION,

COVERBOARD AND BASE SHEET BE APPLIED IN HOT MOPPED ASPHALT, AND THE PLY AND

CAP SHEETS BE APPLIED IN COLD ADHESIVE. THE CORRECTED ORDER OF HOT AND COLD

ADHESIVES REDUCES THE FIRE HAZARD.

2. 075213-Atactic- Polypropylene (APP) Modified Bituminous Membrane Roofing. 3.10 Field Quality Control; A. Testing Agency: Item #1 Electric Field Vector Mapping

Will Vector Mapping be required for this project? This is a very expensive process. EFVM is typically used on Green Roofs and buildings like museums where leak detection is crucial.

ARCHITECT’S RESPONSE: CHANGE. BID SCOPE SHALL OMIT EFVM TESTING. EFVM SHALL

NOT BE USED BECAUSE THE IMMEDIATE MEMBRANE SUBSTRATE AS SPECIFIED IS NON-

CONDUCTIVE AND WILL NOT SUPPORT ELECTRONIC LEAK DETECTION TESTING.

3. Please refer to the following details: 5/A3.0, 9/A3.0, 10/A3.0, 11/A3.0, 12/A3.0, 6/A3.1, 7/A3.1, 10/A3.1 and 11/A3.1

All these locations where a nailer is shown is not required by the roofing manufacturer. These nailers serve no practical purpose because nothing has to mechanically attach to them. If there was a sheet metal flange that required nailing, for example, at the scuppers; then a nailer would be required. I suggest these nailers be omitted from our bid scope, it will save thousands of dollars in lumber cost.

ARCHITECT’S RESPONSE: CHANGE. BID SCOPE SHALL OMIT WOOD NAILERS AT 5/A3.0,

9/A3.0, 10/A3.0, 11/A3.0, 12/A3.0, 1/A3.1, 6/A3.1, 7/A3.1, 9/A3.1, 10/A3.1, 11/A3.1 AND 13/A3.1. OTHER LOCATIONS SHALL INCLUDE NAILERS AS SHOWN.

4. 076200-Sheet Metal Flashing and Trim: Part 2-Products; 2.2 Sheet Metals, B Items 1, 2, 3 and 4

The spec describes pre-finished sheet metal with a finish warranty but does not reference where to use it. The previous roofing phases have used pre-finished at the Conductor Heads and Downspouts. All the copings, reglets, counter-flashings and scuppers are galvanized. Does the architect want to follow the previous sheet metal applications?

ARCHITECT’S RESPONSE: CLARIFICATION. YES, PREFINISHED METAL SHALL BE USED AT

THE CONDUCTOR HEADS AND DOWNSPOUTS. GALVANIZED FINISH SHALL BE USED

ELSEWHERE.

5. 075213-Atactic-Polypropylene (APP) Modified Bituminous Membrane Roofing

The demo roof plan shows the small roof at the north end being torn off and a new roof to be installed. The main roof has an existing single ply roof and does not indicate a new roof system however, there are key notes referring to the installation of new coping, new cross over bridge and the relocation of the gas lines with new supports. Is the main (single-ply) roof to remain? Are all the new items that I listed above to be part of this contract?

ARCHITECT’S RESPONSE: CLARIFICATION. THE LOWER ROOF AT BUILDING N IS NOT

INTENDED TO BE REPLACED. AS INDICATED, THE MISSING COPING CAP SHALL BE

ADDED, AND THE GAS LINE RELOCATION, PIPE SUPPORT AND CROSSOVER ARE REQUIRED

WORK TO ALLOW ACCESS TO THE COPING WORK.

SUBMITTED BY PANACEA GROUP, LLC:

6. Would it be possible for the prison facilities to take a photo of the existing gutter piping in the center of one of the roofs from the underside of the roof in order to see a sample of the plumbing from within the building?

FBOP RESPONSE: CLARIFICATION. Yes, See below.

SUBMITTED BY JG CONTRACTING:

7. Insulation- Spec section 075213-5 2.1 items 2. 3. and 4. Call for 1” thick base layer and subsequent layers to yield an average R value of 15. Spec section 075213-6 section I. items 5. And 6 call for minimum 2” per layer and average R value of 30. Which minimum average R value is required and minimum board thickness?

ARCHITECT’S RESPONSE: CLARIFICATION. MINIMUM AVERAGE INSULATION SHALL BE R-20.

MINIMUM TAPERED BOARD THICKNESS SHALL BE 0.5”

8. Working hours- Is there a maximum set amount of time allocated per day for check in and out? If this time period is exceeded will this be recorded on daily reports and added to the period of performance?

FBOP RESPONSE: CLARIFICATION. Work hours within the secure perimeter shall be between 7:30am and 3:30pm, Monday through Friday excluding holidays. The contractor shall allow for delays getting into the institution for security processing in the morning and leaving at the end of the work day.

9. Will the razor wire that is currently in the way on parapet walls be removed prior to job start?

FBOP RESPONSE: CLARIFICATION. Yes

10. If counter slope crickets as specified exceed the maximum height with assembly to clear the top of the parapet walls can we reduce the counterslope per foot?

ARCHITECT’S RESPONSE: CLARIFICATION. NO, THE COUNTERSLOPE SHALL NOT BE REDUCED

WITHOUT FURTHER INVESTIGATION OF THE ISSUE. IF SAID CONDITIONS ARE FOUND AND NO

DETAIL TO ADDRESS RAISING THE PARAPET IS INDICATED, PLEASE IDENTIFY THE

LOCATION(S) FOR ARCHITECT’S REVIEW.

11. Concrete deck condition-What is the expectation of removal of existing BUR materials from the concrete deck? Will these need to be 100% clean from asphalt residue or is a positive adhesion test result adequate?

ARCHITECT’S RESPONSE: CLARIFICATION. REMOVAL OF THE EXISTING ROOFING MATERIALS

SHALL BE AS COMPLETE AS FEASIBLE TO PROVIDE A PROPER SUBSTRATE FOR NEW ROOFING

ASSEMBLY IN TERMS OF FLATNESS, ADHESION, AND MATERIAL COMPATIBILITY. ASTM D7105

ADHESION TESTING SHALL BE UTILIZED TO VERIFY THAT ANY RESIDUAL MATERIAL(S) MEET

OR EXCEED THE NEGATIVE PRESSURE REQUIREMENTS AS SPECIFIED.

12. Tools- Can we store a locked, secure job box on the roof tops and keep overnight after inventory?

FBOP RESPONSE: CLARIFICATION. Yes, with limitations and the Captains approval.

No tools that can effectuate an escape will be allowed to stay inside the secure perimeter overnight.

13. Specification calls for hot mopped insulation, followed by cold applied base, torch applied interply and cold applied cap sheet. The torch applied interplay over cold adhesive is a major concern for fire hazard. Would a fully mopped and or torched system be acceptable provided it meets all the same performance requirements?

ARCHITECT’S RESPONSE: CLARIFICATION. SEE RESPONSE TO QUESTION 1, WHICH ADDRESSES

THE INTENDED SYSTEM.

14. Would 2 part urethane adhesive for the base layers of insulation be acceptable with torch system to eliminate the need for an asphalt kettle? This will meet or exceed the performance standards in spec and remove the need for hot asphalt kettle and eliminate an additional safety/security hazard especially if paired with a fully torched sheet system.

ARCHITECT’S RESPONSE: CLARIFICATION. SEE RESPONSE TO QUESTION 1, WHICH ADDRESSES

THE INTENDED SYSTEM.
