Dear Quoter:

Accompanying this cover letter is a solicitation package prepared by the Federal Bureau of Prisons, for the acquisition of Subsistence Products for the Federal Correctional Institution, Terminal Island, California. This package contains all necessary information for submitting a quote. Please read all of the information carefully. Failure to comply with instructions may result in the offer being considered non-responsive.

All potential quoters are advised that this solicitation includes the clause at FAR 52.212-4 Contract Terms and Conditions Commercial Items. This clause requires all contractors doing business with the Federal Government after September 30, 2003, registered in the SAM database at http://www.sam.gov. In conjunction with required registration in the SAM database, prospective contractors shall also complete electronic annual representations and certifications at http://orca.bpn.gov. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.

Quoters shall include their Data Universal Numbering System (DUNS) number in Block 17a of the Standard Form 1449, in accordance with FAR 52-212.1(j). The Contracting Officer will verify SAM and ORCA registrations, prior to award, by entering the potential awardee’s DUNS number into the respective database.

Quotes are advised the Government shall award these items by line item to the lowest responsive/responsible small business. Line item quantities are for delivery as required by FCI Terminal Island, CA. Please quote only those items specified. Do not change the item description or the unit of issue.

ANY CHANGES TO THE SOLICITATION CAN RESULT IN THE GOVERNMENT

REJECTING PART OR ALL OF THE BIDS SUBMITTED.

Faith-Based and Community-Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible.

All responsible sources are encouraged to submit a written offer which will be considered for award.

Offers are due in this office no later than June 12, 2018 at 1:00 p.m. local pacific time. Please note NO FAXED OFFERS. The postal mailing address is: Federal Correctional Institution, Attn: Erica Pacheco, Property and Procurement Specialist, 1299 Seaside Avenue, Terminal Island, CA 90731. Hand delivery or express mail to the same address listed above. Emailed submissions are accepted before the date.

Quotes must be received in this office no later than the time specified as the deadline for receipt of quotes. Quotes received after the quote deadline will be handled in accordance with FAR 52.212-1(f). The anticipated date of award is June 15,2018.

Required Delivery Date begins July 2, 2018. *Please note: Award is fill or kill. If not delivered by July 19, 2018, all remaining items shall be terminated for default. No items will be accepted after the delivery date. Extended delivery dates will not be authorized.

NO PARTIAL ORDERS. ALL AWARDED ORDERS SHALL BE DELIVERED TO FCI

TERMINAL ISLAND WAREHOUSE ON THE SAME DAY.

Orders should be delivered to the warehouse Monday -Thursday from 6:00 a.m. to 12:00 p.m.

Prospective offers are also cautioned against discussing the preparation of their quote (or any technical questions) with Government technical personnel. The circumstances of such contact, when verified, may result in non-consideration of the quote. Accordingly, all communications prior to award shall be directed to the Contracting Officer in writing via email at epacheco@bop.gov

All emailed questions received will be considered and responses provided, when possible.
