CLARIFICATION SET NUMBER ONE

SOLICITATION NUMBER 15B50718B00000001

INSTALLATION OF NEW CENTRAL STANDBY GENERATOR PHASE II

FCI EL RENO, OKLAHOMA

1. There does not seem to be a one-line drawing included within the bid documents for the 5KV switchgear. I have attached drawing E102 showing the gear, but there is no one line drawing. This will be needed in order to properly quote.

We are providing a one-line drawing for this gear as reference. Breaker sizes are not marked and could not be verified. Contractor shall field verify. Refer to Amendment #2.

2. General Notes on Drawing P2 M001 include a requirement for General Contractor to provide Auto Cad services. Does the BOP have the background drawings for General Contractor to incorporate changes?

The purpose of this note is to ensure the General Contractor coordinates all trade work. Clearance for contract work is not expected to be a problem, therefore, the government will not require the GC to submit AutoCAD coordination drawings. The GC shall however, measure and assess existing clearances for the 5 kV switchgear prior to final equipment selection. Refer to Amendment #2.

3. What format is it in?

See above. (Clarification)

4. Is BIM required?

5. Will the BOP provide a more detailed description of the work for bidding purposes?

6. What security protocol is required by CAD operator and General Contractor?

7. Drawing P2-M101 states the Architect will provide a 20’ x 20’ Intake Louver.

Drawing P2-M101 states the Architect will provide a 16’ x 20’ Exhaust Louver.

Can we receive a cut sheet ( gauge of steel, weight, construction, shape, anchoring methods) on the louvers for bidding purposes?

The referenced architectural louvers are existing and were installed in Phase I. The Phase II contract requires the contractor to provide motor-actuated intake and gravity exhaust dampers and supporting structure to encompass the full area of each existing louver. Refer to Amendment #2.

8. Sheet P2-E101 First Floor Plan Is the floor of the generator building built with enough reinforcing steel and deep enough concrete to handle the weight and vibration of the new generator?

The existing monolithic slab was thickened and reinforced in the area where the generator will sit. The generator unit shall be provided with spring vibration isolation and shall be anchored to a 6” thick, reinforced housekeeping pad. Refer to

9. Will the existing floor need to be cut out and a monolithic reinforced concrete pad for the generator to be installed?

No, the contractor shall install a 6” thick housekeeping pad, reinforced with #3 each way and doweled into the existing slab with #3 at 12” on center along pad perimeter.

Refer to Amendment #2.

10. There are no seismic restraints or details shown for the generator equipment pad. Will there need to be seismic restraints?

The generator shall be provided with freestanding, steel, open-spring isolators with seismic restraint per manufacturer’s recommendations. Refer to Amendment #2.

11. At the time of site visit, the generator building does not quite look like it is finished. Will there be an outside concrete apron up to the large fixed louver at the south end of building, or just remain as dirt & grass backfill?

The area shall remain dirt and grass. (Clarification)

12. Will there be any grounding details provided for this drawing? There are usually ground rods and ground counterpoise required for these installations.

A ground ring was installed in Phase I. Refer to Phase I drawings provided as a reference. (Clarification)

13. Sheet P2-E301 Notes By Symbol Legend Box – Note 2 makes reference to 48 poles currently fed from utility eastern feeder. Refer to P1-E100 Plan (Existing).

There is no sheet P1-E100 Plan included with the documents. Is this in the scope of work, or will you issue the missing drawing?

The referenced feeder and pull-box was installed in Phase I. There is no further work related to the 48 existing perimeter lights required for Phase II. (Clarification)

14. The existing unit substation MDP Diagram is Square D switchgear. Is the Fault Current Study that is required in the specifications being performed by Square D, under the PHASE I contract, or do we have to have it performed again under this PHASE II contract? This will directly impact the breaker settings that are necessary, and the Arc Fault compliance under NFPA 70 -E. The generator supplier will also need the settings by Square D.

The Overcurrent Protective Device Coordination and Arc Flash Studies are being completed as part of Phase I. The Coordination study will require review and update in Phase II. (Clarification)

15. Sheet P2-E302 Detail 01 15kV LOOP ONE-LINE shows a new 600 kvar stepped 15 KV capacitor bank Nema 3R and a new 15 KV S&C PME-5 Pad Mounted Switch.

There are no details for this installation. No conduit & wire size are given. Will you clarify this?

Conduit and wire size shall match identical capacitor bank on P2-E301. (Clarification)

The capacitor bank enclosure shall be grounded to earth via ground rods in accordance with electrical code. (Clarification)

17. The whole sheet is the schematic of the existing switches. The text is the scope of work for reprogramming the existing switches. The specifications state that the S&C programming team will perform this work. Is this correct?

That is correct. S&C has largely completed this task in Phase I. Phase II includes final massaging of design sequences and graphics, incorporation of the generator and fuel system related controls and monitoring provisions, and commissioning. The

Phase II work specifications have been modified to clarify S&C’s scope. Refer to

18. Is this work to be performed by S&C under our contract pricing? Or is it separate from our contract?

S&C front end controls and switchgear radio controls are being installed in Phase I.

Phase II requires completion of programming and graphics to conform with the contract sequence of operation, along with field verification testing and training.

(Clarification)

19. Do you have the contact information for this supplier/contractor?

Heat tape on outside fuel lines will not be required. (Clarification)

21. General specifications This is a IFB solicitation, with 100% design and drawings approved.

Will there be any design requirements on the prime contractor?

The S&C scope of work, and generator and fuel system control integration, will require some level of effort to design and finalize, however it is not the government’s intent to require the contractor to submit original design work outside of this.

22. The specifications require a commissioning agency. This will be independent verification only, with no engineering required. Is this correct?

That is correct. It is not the intent to require engineering outside of what is needed for the S&C automatic restoration system, as mentioned above. (Clarification)

The referenced specification is for a primary tank and was left in error. It has been removed. Refer to Amendment #2.

64. Specification 26-32-00 2.6 C …day tank… Provide dual pumping system being remoted by radio signal to maintenance office, I’ll see if such exists…..No hardwired into a B.A.S.

of some sort? LON, Modbus etc.

The requirement that fuel system alarm notification be accomplished by radio has been removed and replaced with the requirement that the fuel system transmit a general alarm status to the S&C HMI in the generator building for the purpose of initiating an alarm within the S&C HMI and energizing a light/horn in both the generator building and powerhouse. Refer to Amendment #2.

65. Also this sounds like the dual pump system is mounted on day tank. Plan sheet P2 P101 shows the dual system mounted to the floor and separate dual system (3/4HP) mounted on the day tank for return.

The plan sheet and diagrams are consistent, in that they show a duplex return pump system mounted on the day tank and a duplex supply pump system mounted on the floor next to the day tank. (Clarification)

66. Spec 26-32-13 2.1 3-5 seems to be a better specification than 26-32-00 2.6. In 4 mentions duplex system installed upon day tank. Then 4.K it mentions adding overflow return pump and controller. There is a return on the plan sheet P2 P101 so please clarify?

The plan sheet and diagrams are consistent, in that they show a duplex return pump system mounted on the day tank and a duplex supply pump system mounted on the floor next to the day tank. Fuel supply and return piping is shown from the day tank to the main storage tank. (Clarification)
