METROPOLITAN DETENTION CENTER
REPAIR HURRICANE DAMAGE FENCE AND
REPLACE ROLL-UP DOOR
Guaynabo, Puerto Rico
August 17, 2018
A. SUMMARY OF WORK & PLACE OF PERFORMANCE
Several fence areas in the interior security fence and exterior perimeter fence were damaged during Hurricane Maria; some areas are currently held with temporary tensors and are in bad conditions. A roll-up door in the warehouse area was also damaged.
The Federal Bureau of Prisons (FBOP), Metropolitan Detention Center (MDC) located at the intersection of Road 28 and Highway 165, Guaynabo, PR 00965, is soliciting a contract for the following works:
1. Contractor shall provide all labor, materials and equipment necessary to repair MDC
Guaynabo Interior Security Fencing, Exterior Perimeter Fence and Gates as described in the attached drawings.
2. Contractor shall replace a 12’ by 12’ roll up door located in the warehouse area.
B. SCHEDULE
The working hours for these services will be regularly scheduled for five (5) days a week, Monday through Friday, with the exception of Federal holidays. Each work day will be between the hours of 6:30 AM. and 3:00 PM.
Work hours and work days may be altered only with a forty-eight (48) hour advance approval of the Contracting Officer.
C. SPECIFICATIONS & DESCRIPTION OF DUTIES
Below there is a list were the fence is damage and how many posts might require to have a new foundation to be able to held the fence in place. Horizontal posts between these affected areas must be adjusted and connections fix. Fence between this poles must be straighten and fix as well. A roll-up door located in the warehouse area will be replace by a new one.
1. Interior Fence:
a. Remove and dispose interior security fence shown in Drawing No. 2. (Approx.
420 LF)
b. Install new 420 LF of fencing including two gates (one pedestrian gate 4 feet wide and one 10 feet wide swing gate in accordance with Drawing No. 2 (see pictures 1, 2 and 3 for reference). Fence shall have V type top arms; exterior will have 3 barbed wires, interior 2 razor wire (razor wire will be provided by the government). This fence is 8’ height.
c. Replace/repair 24 damaged fence posts in interior fence area (12’ height fence), posts foundation must be fix or relocated so the repaired fence stands firm. Adjust horizontal posts, connections and fence fabric between the vertical posts as needed. See picture 4 and 5.
d. Remove and dispose of interior fence razor wire and reinstall new razor wire provided by the government, the fence section is approximately 832 LF including 2-20’ gates, 1-10’ gate and one 4’ gate. (See Drawing No. 2), fence is 12’ height
2. Exterior perimeter fence (12’ height):
a. Repair two perimeter fence sections in Visitors Parking area, adjust or replace top arms and adjust the razor wire. No posts repairs required in this area.
See pictures 6 and 7.
b. Replace/repair damaged posts in areas specified in list below, foundation must be fix or relocated so the repaired fence stands firm. Adjust horizontal posts, connections and fence fabric between the vertical posts as needed.
A. 9 posts in fence corner (intersection roads 28 and 165 area) (see pictures 8 and 9)
B. 5 posts in electrical tower area (see picture 10 and 11).
C. 36 posts in chiller area (see picture 12 and 13)
D. 5 posts in utilities area (see picture 14)
E. 14 posts in welding area (see pictures 15, 16 and 17)
F. Fix approximately 4 unions along fence and one lose top arm. (See pictures 18 @ 19) This areas are not included in previous areas repairs, they are located in areas were the rest of the fence is in good conditions.
Fence material specs: The fence fabric shall be pulled taught and secured with 9 Gauge, steel core wire ties with aluminum coating.
a. All posts shall be schedule 40, made in USA, conforming to ASTM F1043, ASTM F1083 and ASTM A491
b. Height: 8’ (interior fence) & 12’ (exterior fence).
c. End and corner posts: 3”
d. Line (intermediate) posts: 2-½”
e. Posts spaced: 10’
f. Top cross rail for new 8’ fence (no bottom rail required, tensor wire required): 3/8”
g. Fabric: Galvanized, no. 9 gauge
h. Tie wires: no. 9 gauge steel core wire with aluminum coating
3. Roll-up Door (12’ x 12’):
a. The contractor shall remove and properly dispose the existing 12’ by 12’ roll-up door located in the warehouse.
b. A new electrical roll-up door will be supplied and installed by the contractor.
The new door shall be equivalent to the existing one.
c. The contractor will also be responsible to provide a new electrical connection if needed. (See picture 20 for the existing door).
D. SITE PREPARATION
For the Fence:
a. All distances given in the attached drawings are approximates, the Contractor shall visit the area and verify all measurements prior starting the work.
b. Inspect surface conditions prior fence and barriers installation; verify if any utility or underground utility is suspected to affect the fence line and coordinate with the Facility Manager any required adjustment or change.
E. GOVERNMENT (OWNER) RESPONSIBILITIES
MDC Guaynabo will provide (1) one escort for this work. With notice 48 hours in advance of need, the Contractor may request additional escorts as may be required. Government will endeavor to meet needs of request should additional staff be available to serve as escorts.
F. EQUIPMENT / SUPPLIES
The Contractor shall join with the government in providing all labor, materials, drawings, services, supervision, tools, apparatus, conveyance, equipment, transportation and incidental expenses to complete the work. The Contractor will be responsible for any incidental materials and/or supplies necessary to provide the completion of the above mentioned work. The
Contractor will be responsible for delivery of the materials, components and accessories to the site, acceptance of the deliveries and for placing them where directed by the Contracting
Officer’s Representative (COR).
G. OTHER REQUIREMENTS
1. TOOLS & EQUIPMENT: All tools, equipment and material shall be removed from the site after the day of work.
2. CLEAN UP: All debris, spillage, or other waste material resulting from this service contract shall be cleaned up and disposed of by the Contractor off site. Site cleanup shall be completed each time services are rendered and before the Contractor leaves the site. Disposal shall be in accordance with all federal, state, and local regulations and shall depend on the waste’s characteristics.
3. INSPECTION: All work will be inspected by the Government and a punch list developed for all identified deficiencies. The Contractor shall make all corrections prior to submitting a pay application.
H. TIME FRAME
1. The Contractor shall complete the entirety of the work within thirty (90) calendar days.
