USP CANAAN – REPLACE BOILER #2 AND BOILER #3
PROJECT 2D2Y QUESTIONS & ANSWERS
SOLICITATION 15B21519B00000001
JF O’Hora and Sons:
1. The specifications requirements listed in Replace Boilers Powerhouse Section D. Specific Requirements list “Install two (2) new combination gas/oil Cleaver Brooks CBEX Elite Flagship Hot Water 300 HP dual fuel fire-tube or equal. Input: 10,350 MBTU, Output: 10043 MBTU.”
Would an alternate dual fuel high efficiency fire tube condensing boiler (94% AHRI Certified) with an input:
10,000 MBTU be acceptable equal? We are suggesting a natural gas/#2 fuel oil. The reference of “alternate” is the consideration of a high efficiency stainless steel fire tube condensing boiler in lieu of a traditional fire tube non-condensing boiler.
Clarification: An alternate dual fuel high efficiency fire tube condensing boiler would be considered. As long as the engineers say that it will work. This boiler is 643 MBH less.
In submitting an “equal” please pay particular attention to 52.211-6 Brand Name or Equal and 52.225-9 Buy American – Construction Materials.
NBT Construction & Supply, LLC
1. It was noted at the pre-bid that the government is expecting new Gas Trains, please confirm.
Clarification: The Gas Train can be reused.
2. What type of controls are currently in place?
Clarification: Belimos Controls.
3. Are they stand alone boilers or tied into a BAS system?
Clarification: The boilers are tied into an Andover System.
4. If a BAS system, please provide the contact information for the contractor that performs the maintenance on the controls system?
Clarification: U and S Services.
5. If a BAS system, can you provide a list of points that you want to monitor and/or control remotely?
Clarification: We want to monitor and control complete boiler system. (Supply and return temps, Mixing valves, Bypass vales and Pressures ECT.)
6. Lead time on the boilers are typically 12 to 15 weeks, this will take us into winter heating system, does the government have temporary or supplemental heating for the facility?
Clarification: We will have one working boiler and one rental temp boiler on site.
7. Will the government or the contractor be responsible for said supplemental heating?
Clarification: Government has a temporary boiler in place.
8. Will the work be staged, I.e. take down one boiler at a time?
Clarification: It is up to the contractor as long as heat is maintained to the institution at all times.
9. How will the government categorize this contract: 52.219-14 Limitations on Subcontracting
Clarification: This requirement falls under (c)(4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.
