WATER TREATMENT SERVICE

STATEMENT OF WORK

Subject

The Federal Bureau of Prisons, Federal Medical Center (FMC) Devens, intends to award a firm-fixed price contract for the provision of water treatment services which meets the requirements outlined within this Statement of Work (SOW). General information regarding the Federal Bureau of Prisons (Bureau) facilities and referenced Program Statements can be located at www.bop.gov.

Place of Performance

FMC Devens is located at 42 Patton Road, Ayer, Massachusetts 01432. Contract services will be performed on-site at the FMC and including outlying buildings. The address identified on block 15 of the SF 1449 is the address for the delivery of any equipment, supplies, etc.

Scope of Services:

The contractor is to provide process water treatment products and services to FMC Devens. This contract will include all water treatment chemicals, water test kits, and testing reagents in quantities that are consistent with normal operation. Comprehensive laboratory and field services will be provided to ensure adequate supervision of the water treatment program. The contractor is expected to supply all water treatment feed/control equipment under this contract. The contractor will alert FMC Devens immediately in writing of any problems or issues when they develop to ensure there will be minimal interruption in service.

Systems requiring service include the following:

(3) Donlee Boilers, model # YSH-700-N/2 LNl 73606

(3) Trane Chillers, model # CVH650

(1) BAC Cooling Tower

(1) Hot Water Loop

(1) Chilled Water Loop

(1) Well/McClain boiler (Warehouse)

Required Service:

Specific Requirements

Routine Service: Scheduled service by a qualified representative must be conducted monthly. This equates to a minimum of 12 times per calendar year. The purpose of these service visits will be to prevent potential problems that will reduce equipment efficiency and/or result in equipment damage. All visits must be scheduled by the contractor in advance. Note: All routine visits shall be during normal working hours and must be coordinated with General Foreman at FMC Devens.

Emergency Service: Response time for all emergency services shall not exceed four hours after notification on the same day.

For in-plant testing and analysis relative to boiler/cooling chemical treatment, the primary service representative will spend a minimum of one hour per visit at the plant and will provide the following:

1. In plant sample collection of boiler feed water, boiler water, condensate, softener, and/or hot water loop system, and cooling water systems for field analysis. Perform all tests necessary to evaluate performance of treatments used in the program to ensure the protection of the systems.

2. Checking quality of plant's field testing reagents.

3. Review of plant's field test results/records. Calibration of tower inhibitor controllers.

4. Provide dissolved oxygen testing onsite.

Operator Training and Updating:

Training will be provided at a minimum of once per year. Training will not be counted as a routine visit but training could be done on the same day of the routine visit. The contractor will train FMC Devens staff on the usage of the chemical agents utilized in daily water testing.

The contractor is expected to perform boiler/chiller internal inspection a minimum of once per year on each boiler and each chiller.

The contractor is expected to provide deposit analysis and inspection reports for each unit. Plant personnel shall provide reasonable advance notice in order to schedule inspections with the designated service representative.

Along with the plant staff, the contractor is expected to collect (existing) corrosion coupon of boiler feed water & condensate, tower water and chilled water for laboratory analysis. Additionally, the contractor shall reinstall coupons for subsequent operating periods.

For on-site testing and analysis relative to tower chemical treatment, the primary service representative will spend a minimum of one hour per visit and will provide the following:

1. Micro-biotesting of water in open (tower) loop system.

2. pH and conductivity of tower water system.

3. Inhibitor levels in open and closed systems.

Results:

For each plant visit, written report results of that visit must be discussed with the on-duty Powerhouse Operator or with the General Foreman. A copy must be left with the Powerhouse Operator and an electronic copy sent to DEV/Facilities@bop.gov. These formal written reports must be received no later than 14 calendar days after the plant visit/inspection date. ·

Research, Laboratory, Backup, and Problem Solving:

The contractor shall have an in-house laboratory or access to a contract laboratory capable of assisting in solutions of problems that may arise in order to limit loss of efficiency or equipment damage. When samples are taken for resolution of problem issues and submitted for analysis, results must be reported to FMC Devens within three weeks.

Problem Solving:

To solve any specific problem, and at the request of the plant superintendent, the vendor must provide assessments for the following analyses. Analysis reports shall be submitted, within ten days from the date of collection, to the Powerhouse Operator, General Foreman and to DEV/Facilities@bop.gov

Heating System Complete elemental water analysis Boiler(s), raw water, and make-up & feed water as needed.

Deposit analysis Boiler waterside as needed.

Cooling System

Chemicals:

All chemicals will be provided by the contractor and MSDS/SDS sheets will be provided to the COR. Chemicals will be provided in amounts that are consistent with normal operations. The contractor will coordinate with the plant operator to determine the amount of chemicals required. The contractor will locally warehouse extra chemicals in order to re-supply FMC Devens if needed. If chemical use climbs above 30% from what is expected, the chemicals will be billed separately. To reduce the risk to inmates and staff, this contract will utilize chemical feed pumps to deliver chemicals into the process water. The chemical feed pumps are expected to be provided, installed, and maintained by the contractor. All chemical feed pumps will be the responsibility of the contractor for the duration of the contractor.

Chemical Storage:

All chemicals are to be stored per Bureau Safety Department policy. A copy of the Safety Department Policy is available at www.bop.gov. The Program Statement is P.S. 1600.09. All empty chemical containers and unused chemicals are to be disposed of by the contractor. No empty containers are to be left onsite.

Supplies:

All supplies and equipment will be provided by the contractor. This includes but is not limited to water treatment chemicals, water test kits, and testing reagents, etc. Water treatment feed/control equipment is not covered under this contract. Additional water chemicals shall be warehoused by the contractor locally to ensure that adequate supplies are readily available at all times.

Schedule:

Service for the Boiler Water treatment will be required on a monthly basis at a minimum.

Typical service calls should be completed within a day. Supplemental chemicals shall be warehoused locally to ensure that normal service and water quality will not be affected should the contractor's chemical supply at FMC Devens be depleted during normal or abnormal operating conditions. Should a longer period be needed, the contractor shall contact the Contracting Officer's Representative (COR) and the Contracting Officer as soon as possible.

Qualifications:

The contractor must be properly licensed to perform these services in the Commonwealth of Massachusetts, if required. The contractor agrees to follow all federal, state, and local laws. The contractor will be required to provide professional certifications prior to award.

Inmate Management:

Provisions of services under this contract will require infrequent and supervised contact with inmates. The contractor will not be responsible for management of inmates.

Institution Security:

The contractor agrees to adhere to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. FMC Devens will provide an escort for the contractor during the duration of the contract. Due to the sensitive nature of the correctional environment, the contractor is expected to be prompt in reporting to the workplace in order to support the inmate accountability policy.

Period of Performance:

The estimated period of performance shall be as follows:

Base Year March 1, 2022 through February 28, 2023 Option Year 1 March 1, 2023 through February 29, 2024 Option Year 2 March 1, 2024 through February 28, 2025 Option Year 3 March 1, 2025 through February 28, 2026 Option Year 4 March 1, 2026 through February 28, 2027

Contract Security/Investigative Requirements: The Contractor will not be subject to Government supervision, except for security related matters and monitoring of contract performance.

The following investigative procedures may be applied and appropriate forms completed before any Contractor employees are permitted inside an institution:

(1) National Crime Information Center (NCIC) check;

(2) Declaration of Federal Employment (OF-306);

(3) FD-258 (fingerprint check);

(4) Law Enforcement Agency checks;

(5) Vouchering of Employers;

(6) Employment Resume;

(7) Completed Contractor Pre-employment Questionnaire;

(8) Release of Information;

(9) Questionnaire for Sensitive Positions (SF-85 for Low Risk, SF-85P for above low risk);

(10) Credit Check, if applicable;

(11) Urinalysis, if applicable

Non-Personal Services Information: This service is a contractual arrangement and not a personnel appointment. Payment is based on the provision of an end product or the accomplishment of a specific task. The service does not constitute an employer/employee relationship. The contractor will not be subject to Government supervision, except for security related matters. However, contractor performance shall be monitored. The contractor shall attend all training required by the Bureau of Prisons for contract workers. The contractor will not be permitted to attend institution meetings, staff recalls or Government training sessions for institution staff.
