About this file
This document serves as a justification for limited competition on a federal contract opportunity. The Bureau of Prisons' Federal Correctional Institution in Gilmer awarded a sole source contract to Integrated Medical Solutions, Inc. on January 3, 2020 for $150,000 to perform functions required for medical trips in March 2020 to hospitals and healthcare providers within their network. The justification cites the need for continuity of medical care and avoiding disruption of services at the facility as the rationale for limiting competition to the incumbent contractor.

A JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Simplified Acquisitions
This document serves as the justification for obtaining limited competition, or no competition on the attached purchase which exceeded the micro-purchase threshold ($10,000.00). In accordance with FAR 6.001 (a), the traditional JOFOC format at FAR 6.303-2 is not applicable for purchases less than the simplified acquisition threshold.
The level ofcompetition to be sought was determined after considering the factors listed at FAR 13.106-l(a):
1) The nature of the article or service to be purchased, and whether it is highly competitive and readily available in several makes or brands, or is relatively non-competitive;
2) An electronic commerce method that employs widespread electronic public notice is not available; and
3) The urgency of the proposed purchase;
4) The dollar value of the proposed purchase; and
5) Past experience concerning specific dealers' prices.
In addition, the justification for this level of competition is made in accordance with FAR 13.106-1 (b) which states: "For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g.
urgency, exclusive licensing, industrial mobilization, etc.)." This acquisition is deemed:

X Single Source
Other: This purchase is exempt from public notice per FAR 5.202(a)(2)

Any disruption of medical services would be detrimental to the operation of FCI Gilmer. A new solicitation has been posted and proposals from prospective vendors have been received. Currently, those proposals are being evaluated.
