About this file
This justification for other than full and open competition document approves a sole source procurement from Hexagon US Federal for one copy of the Leica Cyclone 3DR Pro permanent software license. The Bureau of Alcohol, Tobacco, Firearms and Explosives fire research laboratory requires the Leica software to work with 3D scanner files from Leica scanners used by ATF special agents to document crime scenes. The estimated value of the sole source acquisition from Hexagon US Federal, the authorized source for Leica licenses, is $7,500. The justification cites that only Leica software will function with the ATF's current Leica scanners, and a new scanner would cost between $30,000 and $71,000, while the permanent Leica software license will pay for itself within three years of the traditional annual licensing model's yearly $2,500 fee.
