8. Question: According to SAM.gov posting, ATF awarded contract 15A00022PAQA00358 to “Place the new shredder” which is also included as work outlined in solicitation 15A00022R00000130 which requires “Installation” of the new shredder. The 15A00022PAQA00358 contract notice and contract specifications are attached. Since a contract has already been awarded to “place the new shredder” will an addendum be issued to solicitation 15A00022R00000130 removing this requirement and describing how this already contracted work will be coordinated with the requirements outlined in solicitation 15A00022R00000130?

Response: No

9. Question: Due to conflicts that need to be resolved in solicitation 15A00022R00000130 specifications, will the due date of this bid be postponed?

10. Question: Contract 15A00022PAQA00358 was awarded on August 9, 2022. This contract allows the contractor six months from the date of the contract to relocate and modify the existing shredder system to make room for the new shredding system outlined in solicitation 15A00022R00000130. However, solicitation 15A00022R00000130 requires delivery of the new shredder system in 120-days after award which contractually could put the new shredder equipment onsite prior to when is ATF ready for it. In light of this, will the solicitation’s 15A00022R00000130 Required Date of Delivery be extended to a longer period of time? (the longer lead time will also be allow for more competition).

Response: An Amendment will be made to the solicitation. This is changed to a year

11. Question: Section 5.2 of solicitation 15A00022R00000130 advises of conflict of interest when “a competing contractor has had unequal access to non-public information regarding this requirement and/or competition or has assisted the Government in defining the requirements or evaluation criteria”. Since contract 15A00022PAQA00358 has already been awarded to

“place the new shredder” prior to the new shredder being competitively purchased, there are appearances of conflict that meets this definition. Does a competing contractor for solicitation 15A00022R00000130 have unequal access to nonpublic information regarding solicitation’s 15A00022R00000130?
