STATEMENT OF WORK
FOR
ISO/IEC 17024 Accreditation for
Certified Fire Investigator Program
I. PURPOSE AND SCOPE
The purpose and scope of this work is to accredit the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Certified Fire Investigator (CFI) Personnel Certification Program, to the ISO/IEC 17024 (Conformity assessment – General requirements for bodies operating certification of persons) Standard. The CFI program provides a personnel certification to ATF Special Agent CFI’s who demonstrate a high-level of technical competency in fire investigation by successfully completing the requisites established by the personnel certification program.
Achieving accreditation from an independent, non-government conformity assessment provider to this ISO standard provides the CFI Program with external validation and recognition of its methods and processes to achieve personal technical competency.
II. OBJECTIVE
The objective of this work is for ATF’s National Center for Explosives Training and Research (NCETR), Huntsville, Alabama, which oversees the CFI program, to formally apply for accreditation to the ISO/IEC 17024 Standard, and be assessed by a third-party, non-government accrediting organization; be awarded accreditation specifically for a five-year cycle to the ISO/IEC 17024 Standard; conduct appropriate maintenance activities to sustain accreditation; and, be prepared to apply for re-accreditation by the end of the five-year accreditation period.
III. REQUIREMENTS
The contractor selected to perform this work shall be an independent, non-government, accrediting body accredited to the ISO/IEC 17011 (Conformity assessment – General requirements for accreditation bodies accrediting assessment bodies) Standard, and shall be authorized to accredit qualified applicants to the ISO/IEC 17024 Standard.
IV. GOVERNMENT FURNISHED EQUIPMENT
The ATF/NCETR will provide appropriate work space and facilities for on-site assessors to conduct their assessment work in the performance of their duties.
V. DELIVERABLES
5.1 Deliverables listed below shall be normally submitted to the ATF/NCETR
Branch Chief - Quality Manager (QM) of the Accreditation Center of Excellence (ACE) Branch, electronically or physically to the address in section 6.1.2 of this SOW and become the property of ATF/NCETR/ACE. The QM, or other persons designated by the QM, may choose to have specified deliverables submitted directly to the QM electronically or physically to the address in section 6.1.1 of this SOW, and become property of ATF.
5.2 The vendor shall process the accreditation application from ATF/NCETR/ACE for suitability, and provide guidance/direction regarding the assessment process, timelines, documents needed, and other instructions as necessary.
5.3 The vendor shall conduct appropriate on-site assessments as routinely conducted by the vendor during conformity assessments.
5.4 The vendor shall conduct appropriate off-site assessments as routinely conducted by the vendor during conformity assessments.
5.5 The vendor shall provide both written and verbal results of the assessment process, to include any non-conformities or recommendations for improvement, as routinely provided by the vendor during conformity assessments. These results should be provided in hard copy or electronic format.
5.6 If warranted, the vendor shall award accreditation with an award date, and date of expiry five years from the award date.
5.7 The vendor shall prepare timely and appropriate itemized invoices for work performed.
5.8 The QM, or other persons designated by the QM, will review all draft and final deliverables within 10 business days to ensure accuracy, functionality, completeness, professional quality, and overall compliance with contract or task order requirements.
5.9 The vendor shall ensure the accuracy and completeness of all deliverables. The government will consider errors, misleading statements, incomplete and/or irrelevant information, excessive rhetoric, or repetition as deficiencies and the contractor shall make corrections at no additional cost.
5.10 Marking and Delivery: The vendor shall and the QM will finalize the method in which report deliverables are to be submitted and marked for delivery. Report deliverables may be required to be submitted electronically and in hard copy.
5.11 The list of deliverables is indicated above. All deliverables shall be in the format listed unless otherwise approved by the QM.

VII. DATA RIGHTS, DISTRIBUTION LIMITATIONS, AND MARKINGS
7.1 Data Rights:
7.1.1 Except for those rights identified in the Contract, Section H-4, the contractor shall deliver all other products and documents from this effort with unlimited rights to the government. All data and reports shall contain the following:
“This material may be reproduced by or for the U.S. Government pursuant to the copyright license under clause at DFARS 252.227- 7013 (November 1995).”

7.1.2 The U.S. Government retains Unlimited Rights. Unlimited rights means to use, modify, perform, display, release, or disclose technical data in whole or in part, in any manner and for any purpose whatsoever, and to have or authorize others to do so.
7.2 Distribution/Release Limitation Statements:
7.2.1 The contractor shall mark all documents generated under this effort with the following markings. This does not preclude any special marking due to classification. The contractor shall mark all classified documents in accordance with the DOD 5200.22-M, Industrial Security Manual, Section 11-19 or DOD 5200.1-R, Information Security Program Regulation, Chapter IX and the applicable security classification guide. See contract section D for the distribution statement and document markings for this effort.
7.2.2 Distribution Statement:
7.2.2.1 Products and information developed under this effort are Distribution C.
7.2.3 Destruction Notice
7.2.4 The contractor shall include a destruction notice on all technical documents marked with distribution statements as follows.
DESTRUCTION NOTICE – For classified documents, follow the Procedures in DOD 5200.22-M, National Industrial Security Program Operational Manual (NISPOM), Section 7, paragraph 5-700 or DOD 5200.1-R, Information Security Program Regulation, Chapter IX. For Unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document.
7.2.5 Markings
7.2.5.1 All documents shall be marked Distribution Statement C
VIII. SECURITY
8.1 This project is UNCLASSIFIED BUT SENSITIVE.
IX. GOVERNMENT FURNISHED INFORMATION, EQUIPMENT, AND
FACILITIES
9.1 Government (ATF) furnished equipment is as described:
9.1.1 Work space to include tables, desk/chairs, power outlets/strips, phones
9.1.2 Other facilities equipment and materials and supplies as needed.
