Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C262-19-AP-0185
1. Contracting Activity: Department of Veterans Affairs, VISN 22, Greater Los Angeles Medical Center, Purchase Request # 691-19-1-2701-0007.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VA Greater Los Angeles has a requirement to process Immunohistochemistry (IHC) specimens until a new instrument is validated and fully implemented. The specimen testing must be completed within a 24 hour turn around period as it is essential to have samples (slides) produced and read for providers to continue treatment. The estimated cost for the required services is $150,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Although numerous SDVOSB, VOSB and small business vendors were identified during VIP and SBA dynamic small business queries, further research indicated that they did not provide the required lab services, or the 24 hour turn around which is a primary requirement for this service.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted through VIP, SAM, FPDS, SBA dynamic small business query, as well as queries of vendors with active contracts for similar services for VA GLA.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. (COs are required to make a determination of price reasonableness IAW FAR 13.106-3.)
