Acquisition Plan Action ID: VA258-18-AP-1266

1. Contracting Activity: Department of Veterans Affairs, VISN 22, Albuquerque VA Medical Center. Funding document (2237) 501-18-3-119-0135

2. Nature and/or Description of the Action Being Processed:

This is a new request for the purchase of a Wander Management System, via a firm fixed price contract.

3. Description of Supplies/Services Required to Meet the Agency’s Needs:

The estimated value of the proposed action is $257,770.66.

The overall scope of work is for the procurement of a new Wander management system that gives Alzheimer’s, dementia and other "at-risk" Veterans the ability to move freely about their unit while receiving the protection they need. Using advanced Radio-frequency identification (RFID) technology, this perimeter-based security system puts VA staff at ease while enabling them to direct their energies toward other critical tasks.

4. Statutory Authority Permitting Other than Full and Open Competition:

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

Only One Responsible Source (FAR 6.302-1) – A effort was made to contact the VA hospital in Leavenworth, KS and to speak with their Nurse Manager and Engineering technician about a similar request for the RF Technologies Wander management system. They like the functionality of this system for their Veteran patients, the RFID locking transmitter requiring

The Albuquerque hospital is currently utilizing nurses, and med surge units for direct Veteran observations to prevent elopement. Their primary concern is providing a safe environment for Veterans that are at risk of elopement and wandering. Currently, to provide this level of safety for Veterans, Nursing Service utilizes staffing resources that come at a high financial requirement for the hospital. The Wander Management System offered from RF Technologies will provide hospital staff with an efficient safety structure utilizing modern technological resources to provide alerts if Veterans come into risk of elopement. The system will allow the facility to reorganize Nursing Staff resources more efficiently and will reduce the cost of overtime.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

A RFI was posted to both FBO and GSA eBuy to gauge interest for this request as a brand name or equal sources sought. There were three vendors that responded; one SDOVB, and two small businesses.

Name of Offeror Vendor Information MGM Computer Systems, Inc.

SDVOSB - Did not offer an equal or equivalent item. They suggested the“Patien TRAK” system, which did not match the customer request. This item was found to be technically unacceptable.

Accutech Security Small – Vendor offered their ResidentGuard brand of wander management systems which did not match the customer’s request. This item was found to be technically unacceptable.

RT Technologies Small – Vendor provided the requested system, and was found to be technically acceptable.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

A search of FPDS under RF technologies, Inc. under the same NACIS code of this request found the following purchases made by the Department of Veteran Affairs:

VA25115C0239 (Definitive Contract) – September 24, 2015 at the Indianapolis VA Hospital.

VA25113F3274 (Delivery Order) – September 13, 2013 at the Ann Arbor VA Hospital.

V580A60956 (Delivery Order) – July 17, 2006 at Houston VA Hospital.

As such, it has been determined that the price for a Wander Management System to meet the customer request at a cost of $257,770.66 is fair and reasonable.
