RFQ #15-233-SOL-00536

Amendment #1 Amendment 1:

The purpose of this amendment is to transmit questions and answers (Q&A) and extend the due date for quotes.

Q.1 Is this a Pre-Solicitation or Solicitation?

A.1 This is a solicitation. Any interested offerors may submit a response in accordance with the RFQ document.

Q.2 Is this a new opportunity or is there an incumbent?

A.2 This is a new requirement.

Q.3 We are in receipt of our notice of search for an online learning management system via FedBizOpps procurement. Full information was given regarding the bid however I did not find due date for same. Would you mind sending me your proposed time frame for accepting and awarding bids?

A.3 The due date for quotes is August 21, 2015 at 6:00 PM EST.

Q.4 What are the proposed dates for post award meeting and implementation?

A.4 Per the RFQ instructions (Section 5.2), the post-award meeting dates are slated to be conducted five (5) days after receipt of the task order. In regards to the implementation date that will depend on the award date of the task order as well.

Q.5 Is there a set-aside for small business and if so, is it specified for any particular group

A.5 This requirement was set aside for total small businesses.

Q.6 Please clarify specific data you are looking for in the 5 ad hoc reports due after award.

A.6 The ad hoc reports were put into track issues and statistics regarding the management and operations of the host site. If the contractor has an issue, such as a Government shutdown, we can get a report of what caused the issue, so that we can report to upper management. We just want an ability to get a report of issues that may arise throughout the task order, so that we can provide resolutions.

Q.7 Can you share how you envision the system screening candidates during the recruitment process?

A.7 Recruitment has questions that the candidates answer. Then recruitment looks at the answers to decide who can apply. So, there really isn’t some sort of program we are looking for that can do the screening for us. Recruitment does it all themselves using the tools our current LMS provides.

RFQ #15-233-SOL-00536

Amendment #1

Q.8 Do you have criteria in place currently that grants them access to the LMS?

A.8 Recruitment creates the log in password for applicants. The Government is not looking for a screening mechanism that would only allow certain candidates to log on.

Q.9 How are you currently creating webinar presentations and syndicating? What product are you using e.g. adobe, big blue button, WebEx?

A.9 The Government is not currently creating webinars. However, in the future we would like to. Adobe would most likely be the format that we would use, as we have licensing for Adobe Connect.

Q.10 What data is required to report on for Federal & HHS IT & Performance (i just want to rule out if there is a need for custom reports)?

A.10 The Government wants to be able to look at the past classes and see what the average grade was for that class, or a question that most people get wrong on a certain test. We also have questionnaires, such as how the training was as we want to be able to look at all the data for a specific class at once. For example, for a class of 30 we should be able to see 30 responses on one “sheet”, not have to open up individual responses 30 times.

The due date for quotes is hereby extended –
