Statement of Need Digitally Encoded Multichannel MPEG-4 DVB-S2 Transmission Systems
1.0 Introduction
This Statement of Need (SON) outlines the government’s requirement for the design, engineering, furnishing, installation, test and commissioning of all hardware, software, ancillary equipment, training and documentation to provide four standalone multichannel DVB-S2 Broadcast Transmission Systems supporting the American Forces Network (AFN). Each system must be capable of compression, encryption and Conditional Access (CA) for all channels of operation.
Additionally, it is the Government’s intent to take advantage of simulcrypt technology in order to support existing MPEG-4 DVB-S2 compatible Cisco D-9865-H decoders, as well as provide CA methods which are supported by a greater assortment of consumer decoders and mobile devices.
2.0 Background
The Office of the Secretary of Defense – Public Affairs operates the American Forces Network (AFN). AFN is a worldwide radio and television broadcast network serving over one million American service men and women, Department of Defense civilians and their families overseas, stationed in 175 countries as well as U.S. Navy ships deployed at sea and overseas. AFN-Broadcast Center (AFN-BC), Riverside, California transmits via satellite, popular American radio and television programs via two satellite streams to the Pacific and Atlantic regions. AFN is a service of the American Forces Radio and Television Service (AFRTS), a component of the Defense Media Activity (DMA).
AFN-BC transmits 12 full-time television channels, 24 digital radio channels, and five serial data services within each satellite stream to the AFN-Pacific and AFN Atlantic regions. Content differs within each satellite stream. The 12 television channels comprise of 11 standard definition (SD) television channels and of one High definition (HD) television channel; each with discrete stereo audio. AFN replaces all commercials within radio and television programs with AFN produced command information spots (CI), Public Service Announcements (PSAs) and interstitial materials (here forward known as assets). Sub-audible Cues are transmitted within individual radio and television broadcast programs to trigger local affiliate break-away, local spot insertion, and remote operation of equipment.
Based upon a desire to better serve and improve the quality of life of Sailor and Marines serving the United States on board U.S. Navy ships, American Forces Radio and Television Service (AFRTS) and the Naval Media Center (NMC) initiated studies in 1995 to determine the feasibility of providing full-time, satellite delivered television services directly to Navy ships worldwide.
Full operational capability for the Direct to Sailor (DTS) satellite system was reached on 23 December 1997 with the activation of three global transponder platforms for the Indian, Atlantic and Pacific Ocean Regions. Using global, premium transponders, these three satellites provide DTS with almost complete coverage of all oceans and seas where U.S. Navy ships operate.
Currently each of the two standalone DTS services (DTS Pacific/DTS Atlantic) consists of three analog video channels of television each with discrete mono audio, three radio services, and a data channel. AFRTS-BC operates a DTS control room and inserts unique Navy Department information programming in the DTS programming services.
3.0 Scope
The multichannel Transmission Systems shall securely transmit and encrypt High Definition (HD) video, Standard Definition (SD) video, multiple channels of AES-EBU audio and provide for IP Multi-Protocol Data Encapsulated program streams delivered to a world-wide decoder population, expandable to 300,000 Set-Top-Boxes (STBs) and mobile devices. This includes the full suite of DVB-S2/MPEG-4 compliant decoders and 65,000 existing Cisco decoders consisting of D9824, D9854, D9858 and D9865H decoders. There is no intent to continue operation in DVB-S/MPEG-2 following final acceptance. The Contractor furnished systems shall provide a DVB Simulcrypt standard and shall support readily available off-the-shelf consumer STBs that support V-chip, and provide closed captioning information through the HDMI cable port which connects to standard off-the-shelf wide-screen HD monitor displays.
The Contractor shall furnish all of the necessary personnel, materials, services, facilities, (except as otherwise specified herein), and otherwise do all the things necessary for or incident to the requirements as set forth below:
The Contractor shall furnish four systems. Two systems will replace the existing AFN Atlantic and AFN Pacific SATNET PowerVu transmission systems. Two additional systems will replace the existing Direct-To-Sailors (DTS) Atlantic and Pacific PowerVu transmission systems. Testing, commissioning and on-site training shall be performed for each system installed. Factory training is included as an optional CLIN for each configuration.
The AFN Atlantic/Pacific Satellite Network (SATNET) systems are individually required to securely encrypt and transmit twelve (12) channels of Video, selectable between HD or SD. Additionally each system must carry thirty six (36) stereo radio channels and pass six (6) discrete IP Multi-Protocol Data Encapsulated streams per each encoding system that air live or time delayed program sources from satellite, fiber, cable and in house Broadcast Automation System. The satellite transmission bandwidth allocated for this delivery is currently 36 MHz. Systems delivered shall operate within this bandwidth. Specifically, the Contractor shall plan to support the following inputs to each system:
• 12 input channels, consisting as a combination of SD-SDI, HD-SDI, AVC, 1080i and/or 720p format video with embedded audio @44.1 or 48 KHz AES/EBU Audio
• 36 each stereo radio services 44.1/48 KHz (selectable) AES/EBU selectable Audio
• 6 discrete IP Multi-Protocol Data Encapsulated streams
The DTS Atlantic/Pacific systems are individually required to securely encrypt and transmit four (4) channels of Video, switchable between HD or SD, eight (8) stereo radio channels and pass one (1) IP Multi-Protocol Data Encapsulated stream per each encoding system that air live or time delayed program sources from satellite, fiber, cable and in house Broadcast Automation System. The bandwidth allocated for this transmission delivery is currently 6 MHz. Systems offered under this SON shall operate within this bandwidth.
• 4 input channels, consisting as a combination of SD-SDI, HD-SDI AVC, 1080i and/or 720p format video with embedded audio @44.1 or 48 KHz AES/EBU Audio
• 8 each stereo radio services 44.1/48 KHz (selectable) AES/EBU selectable Audio
• 1 discrete IP Multi-Protocol Data Encapsulated streams
A DVB Simulcrypt solution is required to provide authorized users access to a wide variety of consumer STBs that are powerful, feature rich and simple to use. This approach will allow AFN customers to purchase STB technology as it becomes available and allow the government to more quickly take advantage of developing technology. Proposed CA systems should be in use within the North American Broadcast satellite and/or cable industry.
The Contractor shall produce, subject to government acceptance, a transition and commissioning test plan that supports minimum interruption to current operations while the Contractor provided Transmission Systems are being installed and tested.
The Contractor shall provide on-site training on all portions of the provisioned DVB-S2 AFN Network Broadcast Transmission Systems to the AFN Broadcast operations and engineering personnel.
4.0 Requirements
4.0.1 Support for remaining Cisco DVB-S2 compliant STBs: The Contractor shall provide four stand-alone Digitally Encoded DVB-S2 AFN Network Broadcast Transmission Systems using readily available Commercial-Off-The-Shelf (COTS) systems. The Contractor shall utilize DVB compliant Simulcrypt solution with
Contractor provided CA (primary CA) and the CISCO PowerVu PNC as the secondary CA solution. This approach will be less intrusive on the legacy Cisco DVB-S2 compliant decoders already fielded, as no Media Access Card or CAM module will be required to continue their operational status.
4.0.2 The Contractor shall deliver and install four Digitally Encoded MPEG-4 DVB-S2 Transmission Systems. All equipment delivery, installation, testing and service shall be at the AFN-Broadcast Center (AFRTS-BC) in Riverside California.
4.0.3 The Contractor provided Transmission Systems shall perform the latest levels of MPEG-4 encoding, multiplexing, network and decoder management to ASI (Asynchronous Serial Interface) transport streams feeding DVB-S2 selectable modulators.
4.1 Satellite MPEG-4/ DVB-S2 Encoding System:
4.1.1 All encoding systems shall utilize the digital compression and encoding standards developed and maintained jointly by ITU-T Video Coding Experts Group (VCEG) and ISO/IEC Moving Picture Experts Group (MPEG) and widely used by the broadcasting and satellite industry for direct-to-the home (DTH) distribution:
• MPEG-4 Part 10 High Profile @ L4, 3 to 25 Mbps
• MPEG-4 Part 10 Main Profile @ L3, 0.5 to 10 Mbps
• MPEG-4 Part 10 High Profile @ L3 0.5 to 12.5 Mbps
• 1080i: 1920, 1440, 1280, 960 @ 25/29.97 Hz
• 720p: 1280, 960, 640 @ 50/59.94 Hz
• V resolutions: 1080i, 720p
• MPEG-1 Layer II and Dolby Digital (AC-3) audio
4.1.2 SATNET Systems: Given 12 input channels, consisting as a combination of SD and HD channels as described above, the two standalone AFN Atlantic/Pacific Encoding Systems shall each be capable of providing:
• Selectable Statistical Multiplexing
• A suite of 12 channels, consisting as a combination of 1080i and/or 720p format MPEG-4 selectable formats, video with embedded audio @44.1 or 48 KHz AES/EBU Audio
• 36 each stereo radio services 44.1/48 KHz (selectable) AES/EBU selectable Audio with user selection of joint or discrete stereo operation
• Closed Captioning (analog and digital)
• Dolby Digital, Dolby Digital Plus, AAC/HE-AAC, and Dolby-E audio pass-through support
• V-Chip compatible (analog and digital)
• HD AVC, SD AVC, MPEG-2 HD video encoding
• DVB Simulcrypt
• Serial and IP Data transmission
• Multi-service streaming IP outputs
• Switchable and simplified functions on common hardware with license control and encoding format changes utilizing computer keyboard and mouse
• Automatically control all HD/SD encoders and statistical multiplexers to securely transmit video, audio, and data to a large STB population

4.1.3 DTS Systems: Given 4 input channels, consisting as a combination of SD and HD channels as described above, the two DTS standalone Atlantic/Pacific Encoding Systems shall be capable of providing the following performance requirements:
• 4 each SD-SDI services MPEG 4 selectable format (video with embedded audio) 44.1 and 48 KHz AES/EBU Audio
• 8 each stereo radio services 44.1/48 KHz (selectable) AES/EBU selectable Audio
• Redundant, hot-swappable power supplies
• Closed Captioning compatible supporting SMPTE-334M and EIA-608
• DVB Simulcrypt
• Switchable and simplified functions on common hardware with license control and encoding format changes utilizing computer keyboard and mouse
• Automatically control all SD encoders and statistical multiplexers to securely transmit video, audio, and data to a large STB population
• Serial and IP Data transmission
• Dolby Digital, Dolby Digital Plus, AAC/HE-AAC, and Dolby-E audio pass-through support

L-Band and 70 MHz capable
4.1.4 The Contractor shall deliver and install a turn-key DVB-S2 digitally encoded distribution capability to serve the standalone AFN Atlantic, AFN Pacific and DTS Atlantic and DTS Pacific networks with complete built-in redundancy and management network control to/from a centrally managed STB database. A certified DVB-S2 satellite broadcast industry recognized encryption standard shall be implemented to securely transmit the multiple channels of government provided AFN HD/SD video, AES-EBU radio station audio and IP data streams to a world-wide managed STB population.
4.1.5 The Contractor shall assure the technical reliability of the service from the demarcation point (government provided HD, SD and data) to the output of the modulators. This includes the encoders, multiplexers, modulators, content network management devices, associated hardware, software and ancillary equipment required to provide complete AFN Network transmission outputs delivered as ASI to feed DVB-S2 modulators.
4.1.6 The four end-to-end standalone transmission systems shall have built-in redundancy of all major equipment and systems. The systems shall successfully failover within five (5) seconds of major end item failure so that the original service remains on air with minimal interruption. If the five (5) second failover time can’t be met, Contractor shall include failover times for each end item in their response.
4.2 Network Encryption and CA (Conditional Access) System:
4.2.1 The Contractor provided Transmission Systems shall provide a central Network Security and Conditional Access Manager to control the encryption/decryption of up to 300,000 individual STB’s and shall support DVB Simulcrypt. Contractor provided CA systems shall also be Simulcrypt compatible with Cisco/Scientific Atlanta PowerVu Plus CA. PowerVu is considered as the secondary CA.
4.2.2 Contractor provided CA system shall be a proven, robust system that is currently in use in the commercial media distribution industry.
4.2.3 The proposed CA System shall contain the necessary hardware and software to provide AFN the opportunity to take advantage of Push VOD, OTT services, addressable ads and cloud DVR capabilities. These technologies shall be currently available within the CA suite of products and shall not be based upon future development or beta versions. CA security policies shall be applied to all proposed OTT services so only authorized AFN users are permissioned to receive AFN content across these mediums.
CA Features shall include:
• Control of channel information being received by all supported decoders in the field.
• Integration with the existing AFN Connect central decoder database. (See
4.2.4 & 4.2.5)
• User friendly GUI for system control, configuration and interface
• Full control over all decoder management operations
• Decoder database Application Programming Interface (API)
• Disaster Recovery and/or Data Replication software

4.2.4 The Contractor shall provide systems integration with AFN Connect. AFN Connect is an internally developed customer portal and decoder authorization system to provide customers the ability to request decoder authorizations via the Internet and allow our Technologist staff the ability to receive, review and approve the requests. In addition, the AFN Connect database maintains all authorization requests, customer information, decoder information and activation status as well as providing a number of reporting features. Additional capabilities include bulk importing of decoder data, activation of multiple decoders and a Trusted User portal for approved account holders to manage the activation and accountability of assigned decoders. AFN Connect also manages the expiration data on each decoder, automatically notifying the customer of the pending expiration and executes specific force tuning and deactivation actions on the decoder should the expiration date be exceeded.
4.2.5 AFN Connect uses an existing command line API accessed via secure shell (SSH) to communicate with the PowerVu Plus PNC System. The current API allows for the activation, deactivation, Channel tiering, force tuning, locking of decoder functions, and updating of decoder owner information. There is a separate command line utility for adding decoders to the PNC from text files provided from the STB manufacturer.
Functionality to remove STBs from the PNC database via the API is desired. To integrate with AFN Connect, the Contractor shall provide an API for STB administration accessible via command line/secure shell or via secure web services. Code libraries compatible with .NET 4.0 that can communicate directly with the Digitally Encoded DVB-S2 AFN Network Broadcast Transmission Systems without the need for a web server or command line access would also be acceptable. The preferred method is implementation via command line API.
4.3 Consumer Decoder/s Set-Top Boxes (STBs):
The government may buy commercial STBs as outlined above, but does not intend to bulk-purchase new consumer decoders. AFN requires STBs that support V-chip and closed captioning displays which are made available through both digital (HDMI) and analog ports.
The Contractor shall recommend a variety of compatible STB makes/models available to customers with varying options (e.g. multiple tuners, favorites, DVR, etc.). The Contractor shall describe the features available in compatible STB’s. The Contractor shall list consumer electronics STB’s with proven compatibility with Contractor’s encoding and encryption methods offered under this SON. It is Government’s intent to identify a selection of the Contractor identified STBs available as commercial off-the-shelf decoders that customers can purchase directly or through retail outlets to work on the AFN-BC network.
The following section details the salient characteristics of the desired STB:
4.3.1 STBs shall have the look and feel of STBs in use within the US domestic satellite and cable market including options such as multiple tuners, Digital Video Recorder, and an interactive program guide.
4.3.2 STB(s) and any associated distribution equipment shall be capable of receiving an encrypted MPEG-4, DVB-S2 signal and be SD and HD capable.
4.3.3 STBs shall support addressable ads to insert targeted assets stored locally within the STB to seamlessly cover the incoming bit stream content upon receiving a digital cue message and seamlessly return to the bit stream following the local insertion.
4.3.4 STBs shall have CE certification and universal AC power for operation between
100-240VAC and 50/60 hertz.
4.3.5 STB shall have sufficient internal storage that can be partitioned for both user and System operator functions supporting Push VOD, DVR and addressable ads. Minimum requirement for system operator storage of addressable ads is eight (8) GB. The Contractor shall provide STBs both with and without user storage options.
4.3.6 STB shall have an active network port with the following capabilities:
- standard RJ-45 connection and/or 802.11 AGN with assigned Media Access Control (MAC)
- terrestrial based delivery of program streams and on-demand material
- Version V4 and V6 TCP IP addresses
- remote administration and reporting
- built-in browser for decoder setup/configuration
Remote administration features shall at a minimum, allow AFN to push decoder configurations for modifying or restoring satellite reception settings and firmware updates to a specific UA or multiple UA’s at once.
Remote reporting features shall at a minimum, be the STB sending a periodic response back to the Network for accountability purposes.
4.3.7 Apps. The Proposed CA and accompanying compatible suite of STBs shall be capable of allowing remote installation of a variety of Apps. The STBs shall utilize open source code to allow for custom App creation, delivery and implementation.
4.3.8 The system shall include an interactive AFN program guide compatible with the Divitech program guide currently used by AFN or provide an alternative solution.
Programming data for the guide will originate from the GFE Broadview software traffic system. The guide shall contain data and functionality normally available to customers in the US domestic market including but not limited to channel name and number, program titles, air time, program synopsis and program duration.
4.3.9 AFN Broadcasts radio services to the customer on dedicated channels, much like those provided by major US satellite and cable providers. It is the government’s desire to enhance the quality of those channels by providing a video display containing the AFN logo, the specific AFN Radio service logo, and the appropriate Artist, Song Title and Album art, if that data is available for the song currently playing.
5.0 Design Reviews and Installation of Equipment
5.1 Design Reviews
At the Preliminary Design Review, the Contractor shall provide AFN Engineering a draft installation plan no later than (NLT) 30 days after the effective date of award document (ADAD). The draft plan shall describe the Contractor’s intent for delivering the transmission systems and outline a commissioning test plan. The plan shall include a detailed schedule and identify any critical milestones that exist during the actual performance period of the installation. At the Preliminary Design Review, the Contractor shall present a draft drawing package, to include rack elevations, wiring diagrams, projected heat loads and power requirements. An Intermediate Design Review shall be conducted at the AFN-BC NLT 60 days ADAD. The final installation plan, commissioning test plan and drawing package shall be provided for AFN Engineering approval NLT 90 days ADAD and presented at the Final Design Review.
All design reviews shall take place at the AFN-BC using government furnished conference/meeting room(s). Travel costs and expenses related to Contractor travel to the government facilities for design reviews shall be at the Contractor’s expense.
5.2 Installation Services and Equipment
5.2.1 The AFN-BC shall provide all the HD-SDI/SD-SDI Video with embedded audio television sources, AES/EBU Radio Sources and IP/Serial Data Services to a Demarcation Point. It shall be the Contractor’s responsibility to provide connectivity from the Demarcation Point to the transmission systems. In addition, AFN-BC shall provide a Demark location for the transmission systems Intermediate Frequency outputs as those signals travel along copper and fiber cabling to an onsite uplink shelter. It shall be the responsibility of the Contractor to connect the systems output signals to this Point.
5.2.2 The Contractor shall provide and include all the necessary I/O adapters and special cables as required for the purpose of connecting from the transmission systems to the government demarcation point.
5.2.3 The Contractor shall provide an installation plan to phase each system into existing operations in a staggered manner. Sequence of installation will be AFN Atlantic, AFN Pacific, DTS Pacific then DTS Atlantic. Each system is required to pass full acceptance prior to scheduling of the next system installation phase. The government shall exercise final approval of installation schedules provided by the Contractor.
5.3 Acceptance Testing
With government concurrence the Contractor shall conduct complete end-to-end testing of the transmission system and commissioning of all equipment, software and networks per this SON. This also includes testing DVB Simulcrypt of the Contractor’s primary CA and PowerVu CA capabilities to sets of STBs to include the Cisco 9865H decoder and other STBs declared to be compatible with the Contractor’s CA, in addition to testing of the Contractor provided interface to the AFN Connect system.
5.3.1 Acceptance Test Criteria
The equipment provided in response to this SON shall be required to meet all manufacturer technical specifications. Acceptance testing by Government personnel will emphasize the operational, functional and reliability factors of the transmission system under load or while being fully utilized. Prior to complete cut over the systems shall operate in a simulated On-Air operation for a period of 15 consecutive days, without failure, while AFN remains on the Legacy system. Final acceptance testing begins with an On Air cut over to the complete transmission system and ends when the complete system has met the standards of performance by operating for a period of 30 consecutive calendar days without system failure downtime. Should a failure occur, once corrected the 30 day testing period shall begin again at day one (1).
This cycle shall continue until a successful 30 consecutive days have been met. Systems failing to meet full acceptance within 120 days of transition to final acceptance test phase will be deemed unsatisfactory and not qualified to fulfill the requirement of this SON.
The Contractor shall remove all unsatisfactory systems and provisioned material at no cost to the government. The systems, for purposes of the final acceptance test, is defined as all functional subsystems as defined in this SON, associated hardware, software, terminal equipment and demarcation connectivity that constitute the complete transmission system.
System downtime is a period of time in which the transmission system is not reliably operable due to intermittent or consistent failure so that any component or portion of the systems cannot be used. Or that those components or portions of the systems will not operate in accordance with the manufacturer specifications or to the requirements of this
SON.
5.3.2 System Failure during the Acceptance Test Period
It shall be the Contractor’s responsibility to demonstrate that any period of downtime was not caused by transmission system failure. System failure downtime shall not include:
• Failures caused by the government (its employees, agents, and invitees) misuse, abuse or accident.
• Acts of God, electrical outages not caused or contributed to by the transmission systems.
5.3.3 Intermediate Acceptance
The Contractor shall submit the required acceptance criteria for intermediate phases of the installation based on their transition and commissioning test plan as a part of their proposal submission. These tests shall be conducted to ascertain the performance of major critical components prior to the installation of a complete operational transmission system. Intermediate acceptance of components and/or subsystems does not modify the requirement for the entire system to function without failure for 30 consecutive days as previously stated.
5.4 Electromagnetic Environment
The Contractor shall verify the adequacy of the electromagnetic environment of the space provided for all equipment to ensure acceptable performance of the proposed transmission systems. The Contractor shall take precautions necessary to guard against electromagnetic and electrostatic interference.
5.5 HVAC and Electrical Power Requirements
The government shall provide standard uninterruptible power (UPS) source and the A/C cooling for the transmission systems. The Contractor shall provide details of all power requirements and cooling requirements of the equipment being required in this SON.
6.0 Manuals, Documentation, and Training
The Contractor shall provide, at a minimum, the following documentation for all equipment supplied:
• Equipment installation manuals
• Operations and maintenance manuals
• As-Built System Drawings in AutoCAD 2011 or later
• Configuration listings (e.g.: ini. files, I/O nomenclature, etc.)
• Software listings to include Proof of Purchase and License Keys
• Protocol listings/descriptions
• Interface requirements/descriptions
• Documentation of API provided to interface with the AFN-Connect system
• Periodic/preventive maintenance procedures/schedules
• Troubleshooting procedures
• Warranty and customer support information/instructions
• Video, photo and supporting training documentation
The Contractor shall provide a complete set of operations and maintenance manuals for each model of equipment provided. CD-ROM or DVD versions are acceptable versus traditional paper copies of manuals. The manuals shall contain detailed data, parts layout diagrams, parts lists, connector pin outs and information pertaining to the design, repair, operation and maintenance of the equipment. All documentation provided (electronic/printed) shall be in the English language. Printed material shall be letter quality.
7.0 Training and Warranty Requirements
7.1 Training
7.1.1 The Contractor shall provide transmission system training on site with manufacturer's certified trainers present to conduct the necessary training during both standard and non-standard duty hours. Training is expected to provide operations and engineering personnel the ability to confidently perform all functions of the system and ensure operational discrepancies are largely not due to a deficiency of system knowledge.
Training shall ensure these individuals gain the necessary knowledge to operate, troubleshoot and maintain the transmission systems at a high level of competence.
Separately, a system overview training session shall be conducted to educate Management personnel as to the transmission system architecture and capabilities.
7.1.2 A training agenda shall be provided, at the approval of the government, that covers both technical support skills/knowledge, and operator level skills/knowledge to successfully maintain and operate the systems.
7.1.3 Training shall be planned in line with the AFN-BC 24-hours-a-day, 7-days-a-week shift environment; meaning training may need to occur outside the Contractor’s normal duty day.
7.1.4 All standard training shall be conducted on site.
7.1.5 The Contractor shall specify the On-site training requirements (i.e.:
classroom space, audio-visual support, etc.) that is required to complete the training.
7.1.6 The Contractor shall be responsible for providing all training materials, special equipment and supporting documentation for the trainings.
7.1.7 The Contractor shall provide training using manufacturer’s trainers or manufacturer certified trainers.
7.2 Warranty / Service and Support
The Contractor shall include a one (1) year standard commercial, parts, labor and replacement warranty that shall commence on the transmission systems final acceptance date. In addition, the Contractor shall provide four (4) additional years of warranty service and support for the government to exercise on a per year optional basis.
7.2.1 Travel costs for warranty repair done at the AFN-BC facility shall be provided at no cost to the government before system acceptance and for the full term of the warranty after the date of commissioning.
7.2.2 The warranty shall cover the repair or replacement of software, equipment or subassemblies, which are defective or do not meet the manufacturer’s technical specifications or the requirements of this PS.
7.2.3 The warranty shall provide any replacement board required to be delivered to the AFN-BC facility within 48-hours of notification of the requirement.
7.2.4 The transmission system manufacturer/Contractor shall provide direct manufacturer’s support via phone, e-mail, or IP contact for all system components, functional subsystems, and capabilities. “Direct support” means AFN shall have immediate access to the respective component’s/subsystem’s manufacturer for service and support without the Contractor/Contractor as a “go-between” entity.
7.2.5 Technical support shall be available 24 hours per day, 7 days per week, year round. The minimum support level shall be access to the Contractor provided tech support engineering services. Response time if a support engineer is not available or has to call / email back shall not exceed a period of thirty (30) minutes.
7.2.6 If the component/subsystem has provision for remote access via modem or IP, the transmission system manufacturer/Contractor shall state how they access the system to perform diagnostics, software upgrades, and other assistance as necessary. Approval by the AFN-BC is required before any remote access session will be permitted.
7.2.7 The system manufacturer/Contractor of the transmission systems shall provide all firmware upgrades and/or updates and support for the initial warranty term, and any extensions if so optioned by the government. The Contractor is responsible for alerting the government when firmware updates are available and describe the details of the update, i.e. release notes.
7.2.8 The system manufacturer/Contractor of the transmission systems shall provide software upgrades and support for the initial warranty term, and any extensions if so optioned by the government. The Contractor is responsible for alerting the government when software updates are available. The minimum acceptable level of software support shall include:
• Major and Minor System software version and in-version updates to ensure the system software features and capabilities are the same as the transmission systems currently being sold by the system manufacturer/Contractor.
The update versions provided shall be the same software versions as the transmission systems delivered by the system manufacturer/Contractor during the warranty period.
• Software updates as necessary to correct software defects that affect the transmission systems performance or reliability.
• On-line or telephone support identifying problems and assisting with the resolution of problems. Access shall be made available to the AFN-BC personnel at no cost.
• The system manufacturer/Contractor shall state the capabilities, if any, of system software to be updated, maintained or being troubleshot remotely via modem or IP access.
• Upgrading or replacing the transmission systems operating system software, if the application software update version requires a different operating system.
• Software release notes, or similar, must be provided so AFN-BC Engineering personnel are made aware of what features or alterations can be expected, prior to upgrade.
• Any/all software upgrades that require additional training and/or system manufacturer/Contractor on-site presence shall be at the expense of the system manufacturer/Contractor for the duration of the initial warranty period and any extensions if so optioned by the government.
7.3 Spares
7.3.1 The Contractor shall include one (1) spare frame unit of each end item used in the transmission system.
7.3.2 The Contractor shall include a two (2) spare cards or sub-assemblies of each type used in the transmission system.
7.3.3 The Contractor shall include a one (1) spare network LAN switch of each type used in the transmission system.
The Contractor shall make available a recommended spares list which the AFN-BC may purchase with the system or any time up to two (2) years following commissioning of the complete transmission system.
Section 3: Packaging and Marking
PACKAGING AND MARKING
All information and deliverables shall be delivered to the address shown in Section *** entitled - Place of Delivery - and shall be marked as follows:
1. Name and address of the Contractor;
2. Contract Number;
3. Description of item contained therein; and
4. Consignee's name and address.
Section 4: Inspection and Acceptance
INSPECTION AND ACCEPTANCE
Pursuant to 52.212-4, all work described in the SON to be delivered under this contract is subject to final inspection and acceptance by an authorized representative of the Government. The authorized representative of the Government is the Government's COR, who is responsible for inspection and acceptance of all services, materials, or supplies to be provided by the Contractor.

CONTRACTING OFFICER'S REPRESENTATIVE (COR) AUTHORITY
(a) Performance of work under this contract must be subject to the technical direction of the Contracting Officer's Representative identified above, or a representative designated in writing. The term "technical direction" includes, without limitation, direction to the contractor that directs or redirects the labor effort, shifts the work between work areas or locations, fills in details and otherwise serves to ensure that tasks outlined in the work statement are accomplished satisfactorily.
(b) Technical direction must be within the scope of the specification(s)/work statement.
The Contracting Officer's Representative does not have authority to issue technical direction that:
(1) Constitutes a change of assignment or additional work outside the specification(s)/statement of work;
(2) Constitutes a change as defined in the clause entitled "Changes";
(3) In any manner causes an increase or decrease in the contract price, or the time required for contract performance;

(c) Technical direction may be oral or in writing. The Contracting Officer's Representative shall confirm oral direction in writing within five work days, with a copy to the Contracting Officer.
(d) The contractor shall proceed promptly with performance resulting from the technical direction issued by the Contracting Officers, Representative. If, in the opinion of the contractor, any direction of the Contracting Officers, Representative, or his/her designee, falls within the limitations in (b), above, the contractor shall immediately notify the Contracting Officer no later than the beginning of the next Government work day.
(e) Failure of the contractor and the Contracting Officer to agree that technical direction is within the scope of the contract shall be subject to the terms of the clause entitled "Disputes."
INVOICE SUBMISSION - COMMERCIAL
The Contractor shall submit invoices once per month. A complete invoice with all required back-up documentation shall be sent electronically, via email, to:

No Excel formats will be accepted. The electronic file cannot contain multiple invoices; example, 10 invoices requires 10 separate files (PDF or TIFF or Word).

Invoices shall be submitted in accordance with the contract terms, i.e. payment schedule, progress payments, partial payments, deliverables, etc.
All calls concerning contract payment shall be directed to the COR.
In accordance with FAR 52.212-4, Contract Terms and Conditions-Commercial Items, a proper invoice must include the following items:
FAR 52.212-4(g) Invoice.
(1) The Contractor shall submit an original invoice and three copies (or electronic invoice, if authorized) to the address designated in the contract to receive invoices. An invoice must include:
i. Name and address of the Contractor;
ii. Invoice date and number;
iii. Contract number, contract line item number and, if applicable, the order number;
iv. Description, quantity, unit of measure, unit price and extended price of the items delivered;
v. Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading;
vi. Terms of any discount for prompt payment offered;
vii. Name and address of official to whom payment is to be sent;
viii. Name, title, and phone number of person to notify in event of defective invoice;
and
ix. Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract.
x. Electronic funds transfer (EFT) banking information.
A. The Contractor shall include EFT banking information on the invoice only if required elsewhere in this contract.
B. If EFT banking information is not required to be on the invoice, in order for the invoice to be a proper invoice, the Contractor shall have submitted correct EFT banking information in accordance with the applicable solicitation provision, contract clause (e.g., 52.232-33, Payment by Electronic Funds Transfer, System for Award Management, or 52.232-34, Payment by Electronic Funds Transfer,Other Than System for Award Management), or applicable agency procedures.
C. EFT banking information is not required if the Government waived the requirement to pay by EFT.
(2) Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C.
3903) and Office of Management and Budget (OMB) prompt payment regulations at 5 CFR Part 1315.
Additionally, the FMS requires the contractor to include its Dun & Bradstreet Number (DUNS) on each invoice.
In accordance with OMB Memorandum, M-11-32, Agencies shall make payments to small businesses as soon as practicable, with the goal of making payments within 15 days of receipt of a proper invoice. If a small business contractor is not paid within this (15 day) accelerated period, the contractor will not be given a late-payment interest penalty.
Interest penalties, as prescribed by the Prompt Payment Act, remain unchanged by means of this memorandum. All small businesses shall label all invoices as "Small Business."
