Please confirm that if offerors are responding to both Technical Area #1 and Technical Area #2, that they should submit only one business proposal.

Answer 1: Offerors shall submit one combined business proposal inclusive of both Technical areas, if applicable. The business proposal shall include two Sections B's, two pricing scenarios and two small business goals if applying to both

Technical areas.

Question 2: In addition, the response to Question

No. 6 states offerors shall submit, "(6) business

CDs per technical area in hard copy" whereas the

RFP states "3 CD/DVDs with the business proposal" shall be submitted. Could the Government please confirm only (3) CD/DVDs of the business proposal are required for submission?

Answer 2: 6 copies (3 with the technical proposal and past performance references + 3 with the business proposal) of the proposal are only required. If submitting to both technical areas the offeror shall submit 3 additional technical proposal and past performance references CDs.

Question 3: There appears to be a discrepancy in the responses to the question of how many business proposals are required for Offerors who are bidding on both Technical Areas (see questions 7, 12, 24, and 31.) Can you please clarify how many business proposals are required

Answer 3: Please see question 1 above pertaining to questions 7, 12, and 31 of Amendment 000005.

In response to the above mentioned question 24 from Amendment 000005, Offerors only need to submit one copy of documents specified in Section

K and J (excluding J.2 Past Performance and J.3

Pricing Scenario).

Question 4: Past Performance: The response to question 41 indicates that past performances references are only for the prime. This appears to contradict the instruction in the RFP (page

112Performance references can be for the offeror, predecessor companies, key personnel who have relevant experience and/or subcontractors that will perform major or critical aspects of the requirements when such information is relevant to the acquisition.") Per the RFP instruction we had requested past performance references from subcontractors and we would like to clarify whether the instruction in the RFP or the instruction in the question response should be followed prior to making additional requests.

Answer 4: Offeror's shall submit a maximum of five (5) performance references shall be submitted for contracts within the past three years. Past performance references can be for the offeror, predecessor companies, key personnel who have relevant experience and/or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition.

Question 5: Q/A No. 39. For Technical Area 1

(page 112 of the RFP), it is noted that "a maximum of five past performance references shall be submitted for contracts within the past three years." Is this for projects completed within the past three years? Or does it include projects awarded in the past three years which are ongoing? Please clarify.

Response: This is for projects completed within the past three years (past performance).

performance information is limited to five (5) references. Is this for the prime contractor only? Are subcontractors allowed to provide past performance references, and if so, how many?

Please advise.

Response: Past performance references are for the prime contractor only.

(a) We respectfully request that the Government reconsider limiting Past Performance

Questionnaires to the prime bidder given that the

RFP appears to encourage teaming:

"ASPE/DALTCP anticipates that no single organization will employ staff with sufficient breadth of analytical expertise and experience pertinent to all of the areas of interest to

DALTCP. Therefore, Offerors are encouraged to engage other organizations as partners or subcontractors in this work, as well as to propose the use of consultants in highly specialized areas (e.g., personnel with experience working with specific data or who have unique analytical capabilities, personnel or organizations with expertise in mental health or substance abuse programs, financing, treatment, and policy issues)." (RFP page 109-110)

(b) We also respectfully request that the

Government reconsider limiting Past Performance

Questionnaires to completed projects (within the past three years). Most of our Firm's most relevant work deals with current issues (changing

ACA regulations or the Balancing Incentive

Program, for example) and is being conducted under active contracts. As such, Navigant respectfully requests that the Government reconsider this limitation and open Past

Performance References to more current, relevant, ongoing project work.

(d) If the Government does not grant the request to permit Past Performance Questionnaires from subcontractors and for current/ongoing work, then, for the purposes of Past Performance examples: in cases where a bidder has multi-year engagements for which the contract encompasses a base year plus option years, will you consider the base year to be "completed" if option years are exercised and where the bidder has an ongoing operational role or where a bidder supports the agency in a series of projects under a single contract?
