Statement of Work (SOW)
Background/Objective
The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Division of Neurotoxicology has a requirement for Stainless Steel Cages to house Squirrel Monkeys (Saimiri Sciureus).
NCTR has developed animal laboratories for the study of biological processes associated with the behavioral pharmacology squirrel monkeys following the administration of compounds of interest to the FDA.
The unique characteristics of the Squirrel Monkey species Saimiri Sciureus will influence the caging choice, wherein the species locomotes on all four limbs (use both vertical and horizontal space). They use their tail for balance and perch rather than sit like other primate species. Their perches shall be round in shape instead of flat shelves or twin bar to avoid the development of pressure sores on the tail. Additional considerations are that perches shall be positioned at multiple levels to maximize three-dimensional use of space within the caging environment. The use of thermos-neutral materials for perches is desirable. Finally, cages shall provide the ability to: 1) attach and/or introduce enrichment devices (e.g., forage board or puzzle board) to cage as desirable; 2) include swings, moving perches, or objects hanging within the cage, such as plastic chain or looped PVC tube.
The animal caging shall meet the guidelines outlined in the Guide for the Care and Use of Laboratory Animals, or its’ associated caging equipment to support Squirrel Monkeys (Saimiri Sciureus; non-human primate Group 1 (up to 1.5 kg) species individuals. This cage-unit requires at least 3.2 square feet (floor area) and at least 30 inches (76 cm) height (from cage floor to cage ceiling) per monkey.
The Government will employ “2 over 2” minimum cage specifications with modular interlocking capabilities between units (e.g., each cage unit will be capable of containing 4 singly housed monkeys with the option of allowing access to multiple cages for pair/social housing). The preferred total width for the “2 over 2” units is between 40-44 inches (101.6 - 111.8 cm), such that five connected units would require between 200- 220 inches (508-559 cm) of wall space.
In order to use cages for both singly or pair housed animals, and to allow singly housed animals to have some access to each other, self-storing and/or integrated horizontal panels with three options are needed:
•Solid (no contact with animal in adjoining cage) •Partly mesh and/or barred (allow for grooming contact with animal in adjoining cage) •Partly open (complete access to either side by an animal)
Additionally, the enclosure caging shall comply with and provide ability for addition of enrichment means of expressing noninjurious species-typical activities. Enrichment devices may include perches, swings, mirrors, or other increased cage complexities at our discretion to stimulate forging or task-oriented feeding behavior and all the while providing interaction with the care giver or other familiar and knowledgeable person.
Salient Characteristics:
•Cage units shall be new and be compatible with the existing cage units already in use.
•Cages shall be durable with professional grade welding such that all parts stand up to transport via heavy machinery and routine cage washing, and be manufactured to last upwards of 10 years.
•Cage units shall be user friendly and designed to prevent primate escape.
•Openings for clips/locks securing horizontal and vertical panels and attaching multiple cages together shall be easily accessible for personnel to place standard size clips/locks without monkeys having access to remove the clips/locks.
•Cage units shall be made of heavy gauge stainless steel with at least 3.2 square feet of floor area for each single cage (respondents shall specify gauge and type of stainless steel).
•At least 30 inches (76 cm) height from cage floor to cage ceiling in each single cage.
•A “2 over 2” design (other configurations that meet the specific requirements may be considered) that can become one cage unit with the following specifications:
a) Modular interlocking capabilities between the new cages as well as with the existing cages such that squirrel monkeys can be safely transferred between all new and existing cage units.
Transfer from unit to unit occurs via a side panel that slides open (measuring approximately 14 inches wide). Cages shall be able to securely attach to each other and to the existing cages for primate transfers. In order to ensure the cages can securely attach to the existing cages, respondents may propose slight modifications to the existing cages.
b) Self-storing and/or integrated horizontal panels or other mechanism with at least three options:
i) Solid (no contact with animal in adjoining cage)
ii) Partly mesh and/or barred (allow for grooming contact with animal in adjoining cage)
iii) Partly open (complete access to either side by an animal)
c) Panels dividing upper and lower cages shall be partly removable and/or adjustable to allow vertical access between cage compartments for exercise or pair housing. Using adjustable panels (instead of completely removing a panel between upper and lower cages) allows NCTR to maintain floor space when calculating the amount of floor space per animal.
d) All panels and mechanisms shall be user friendly and designed to prevent primate escapes.
e) All moveable panels and connections shall be durable with professional grade welding such that all parts stand up to transport via heavy machinery and routine cage washing, and be manufactured to last upwards of 10 years.
•Exterior measurements that do not exceed 44 inches (112 cm) for one unit.
•Heavy duty stainless steel casters that are 1 piece (no parts glued in) and have at least 5 inch (height) by 2 inch (width) polyurethane wheels (two with brakes and two without brakes) with zerk fittings.
•Squeeze back mechanism using heavy gauge steel to avoid deforming of the mechanism over time. The squeeze back mechanism shall slide easily, function smoothly after routine use (and cage transport/washing), and be durable and manufactured to last upwards of 10 years.
•Two perches (located at different heights of at least 6 inches) on two different cage walls
a) Pull bar mechanism for a squeeze back may serve as one perch
b) Perches shall be rounded and not be flat shelves. Differing diameters of the perches is also desirable (e.g., one at least 1.5 inches in diameter and a second one with a diameter of 2.5 inches).
c) The use of thermo-neutral materials for perches is desirable, though this may not be possible for the pull bar mechanism that may serve as one perch. In addition, some texturing of the perches is desirable.
•A cage design that allows as much light and visual access as possible (e.g., bars) is most desirable, though cage stability is a primary concern.
•Bar at top of cage for hanging enrichment items (e.g., hanging plastic chains, swing) that includes at least 2 inches of space to allow for hanging enrichment items.
•Front panel shall include access for a pole and leash system, feeders, card holder, and space for water bottles [note that we will use 32 oz water bottles (3 inch square; 9 inch overall) and not an automatic watering system].
a) Ability to attach and/or introduce enrichment devices (e.g., forage board or puzzle board, etc.) to cage front is desirable.
•Guillotine style door with complete swing out capability. The guillotine door shall include a safety mechanism to stop the door from slamming shut when opened. In addition, the guillotine door shall conform to the following measurements to allow for use of custom made transport boxes: 10” W by 16” H.
•Shall include rear drainage pans potential for adaption to a dry system that allow for movement between the upper and lower single cages, and designed such that hosing the upper floors does not result in water/waste leaking/draining into the lower cages.
•Respondents shall include a complete description of the interior (single cages) and exterior measurements (entire unit) along with drawings/renderings of their design that includes all specified features. Pictures of previously fabricated cages shall be included; examples of previous cages made specifically for squirrel monkeys are highly desirable.
•All cage components shall be uniform such that accessories (e.g., enrichment items, water bottles, etc.) are easily interchangeable between units.
•Proper clearances and ergonomics on fasteners and devices to avoid injury to operator.
•The units shall include attachable/removable feeders to allow approximately 1 cup of feed.
The feeders shall attach to the cage front and allow removal with ease while being durable and maintaining their integrity with routine removal.
•All welds and corners on the stainless steel shall have finishes that eliminate sharp edges or burrs.
•Respondents shall include a description of any warranties that are included.
•Respondents shall include information for two current users of similar primate cage models, and at least one current user of the same/similar model currently being used to house squirrel monkeys specifically.
