Section C - Descriptions and Specifications

STATEMENT OF WORK

The contractor is hereby advised that the United States Government and Agencies thereof are exempt from State and Local Government tax by virtue of Article 6 of the United States Constitution. No exemption certificate is required.

A. INTRODUCTION

This is a one-time purchase of material and services for a Multi-Frequency Doppler Current Profiler (MDCP) to be installed aboard a new construction vessel T-AGS 67. The T-AGS 67 is the next vessel in the T-AGS 60 Class. A vendor is needed to provide a MDCP along with the accompanying system drawings, installation procedures, technical/logistical documentation, and services needed for installing, configuring, troubleshooting, testing, and maintaining of the system. The MDCP shall meet the specific requirements listed in this Statement of Work (SOW).

The systems shall interface with the existing ISS-60 (Integrated Survey Software) Control and Database Suite and not cause any hardware or software changes to the System. The entire system must meet ElectroMagnetic Compatibility (EMC) requirements, as well as meeting Navy, Coast Guard, and ABS requirements for installation and use aboard a military survey ship.

B. BACKGROUND

A modified repeat of the T-AGS 66 MDCP shall be provided.

The Consolidated Appropriations Act 2018, P.L. 115-141 appropriated $180M in FY 18 Shipbuilding and Conversion New (SCN) funding for a T-AGS Oceanographic Survey Ship. The T-AGS 67 Oceanographic Survey Ship Acquisition Decision Memorandum (ADM) authorized the procurement as a modified repeat of T-AGS 66.

The T-AGS 67 MDCP shall be compatible with the NAVOCEANO Integrated Survey System (ISS)-60 software and provide all functionality as the T-AGS 66 MDCP as a minimum.

C. SCOPE

This SOW establishes the requirements for the procurement and installation of a MDCP to be installed aboard the T-AGS 67. The offeror shall be responsible for the design, manufacture, test, integration, installation, and overall product support, as specified in the performance-based requirements in this SOW.

D. APPLICABLE DOCUMENTS

The following documents are part of the SOW and are to be used as guidance. Unless otherwise specified, the document’s effective date of issue is the date when the individual Delivery Order (DO) is issued. E. REQUIREMENTS

a. General Requirement The contractor shall provide personnel, material, services, and facilities to design, fabricate, test, deliver, install, and certify the MDCP as described in this SOW. The contractor shall use off-shelf components to provide an integrated system that meets the specifications stated below. The contractor shall perform installation and testing, operationally demonstrate each system during dockside and at-sea tests, and provide the documentation needed to operate each system throughout its life cycle. The contractor shall furnish system drawings, alignment procedures, installation procedures, documentation, system hardware, system software, spares, installation and testing support, and integration support for each system. The contractor shall deliver systems that meet the specific requirements listed in this SOW. The MDCP shall consists of non-developmental items, hardware and software to the furthest extent possible.

b. General Design Requirements

i. Mechanical Construction The MDCP shall be constructed for operation in a marine environment. All rack-mounted equipment, except as noted herein, shall be mounted in contractor furnished standard 19-inch wide racks. All rack-mounted equipment shall be on slides and employ cable retractors. Freestanding equipment shall have provisions for attaching to a work surfaces, deck or bulkhead. Chassis shall be constructed for shipboard use. Metal chassis and other parts shall have no sharp edges or burrs. All surfaces shall be coated or painted.

ii. Interchangeability All assemblies shall be physically and electrically interchangeable with corresponding parts of identical components covered by this specification. Replacement assemblies, when installed, shall not cause a departure from normal performance.

iii. Controls Control and status indicators of system components and subsystems shall be displayed on the operator interface console. All control and status indicators shall be accessible from the front of the units mounted in normal operating position.

iv. Junction Boxes and Cables If the proposed system utilizes junction boxes to interface wet and dry cables, they shall be rated NEMA 12 (IEC 60529 IP Code 44) with sufficient terminal strips (including 10% spare terminals). The contractor shall provide any requirements or restrictions on the location of the

Junction Boxes. The contractor shall provide all interconnecting cables and connectors between junction boxes and rack-mounted assemblies. The contractor shall be responsible for connector termination.

v. Input Power The system shall operate from 120 or 208 VAC 10 %, 60 Hz 5%, single or three–phase wye power. The Government will provide shipboard UPS power.

vi. Environmental Conditions The system shall operate within the operational conditions listed below:

vii. Ship Motion and Load Factors The MDCP shall provide active roll and pitch stabilization to operate and meet all required performance requirements when subjected to simultaneous ship motion of ±10 degree roll with a full roll period of 11 to 15 seconds, ±10 degree pitch with a full pitch period of 5 to18 seconds, and vertical acceleration of up to 0.5g, at speeds up to 12 knots. It is desired to be able to survey at speeds exceeding 12 knots (i.e., 15 knots). Equipment and fittings shall withstand dynamic forces produced by the motion of the vessel in a seaway. Such equipment shall be designed using the following load factors, which are expressed in g’s, acceleration due to gravity, 32.2 feet per second squared. These factors are based primarily on harmonic motions, with rolling of ±40 degrees with a full roll period of 12 seconds and with pitching of ±10 degrees with a full pitch period of 5 seconds.

viii. Ship’s Self-Noise The MDCP shall meet the performance requirements in a combined noise environment of ship’s self-noise of 49 dB ref to 1Pa. Under hull components and fairings shall not cause an increase in the ship’s self-noise.

ix. Inter-system Interference The MDCP shall be designed such that interference between subsystems shall not degrade the performance of the overall or any subsystem as verified by design analysis.

c. Installation and Alignment

i. Transducer Placement All transducers shall be mounted in accordance with the Government provided Hull Mounted Transducer drawing; see Attachment 4. The Government will provide the drawing at award of the contract.

ii. Installation Data The contractor shall provide Engineering drawings (CDRL A001) required for installation including but not limited to:

a. detailed outline and mounting drawings for all proposed transducers

b. Transducers/Transceivers

c. J-Boxes (if applicable), and

d. Racks and stand-alone equipment as well as the proposed routing of cables within the transducer fairings

iii. Transducer Hull Penetrations and Wet Cables If, any cables penetrate the hull, they shall be watertight, non-hosing and individually shielded to minimize electronic and electromagnetic noise effects. Each transducer shall be provided with equal length cables sufficient to reach the first point of termination. The contractor shall provide the watertight hull penetration housing(s) for the wet cables. All transducer connections shall be accessible from inside the ship.

iv. Transducer Mounting The transducers shall be adjustable for alignment during installation. The MDCP contractor shall provide the mounting frames and all critical alignment procedures.

v. Transducer Installation Transducers shall be individually accessible for dry dock maintenance. Transducers shall be manufactured to tolerances that result in a face that is flush and without voids or edges that cause flow noise or other degradation of the MDCP performance. The installation shall not increase the ship’s self-noise.

All under-hull components provided under this procurement that are exposed to seawater, either directly or inside of free-flooding fairings, shall be compatible with the ship’s standard anti-fouling coating system described below. The vendor shall provide detailed surface preparation recommendations for application of the paint system described below for all vendor-supplied components. For any component not directly compatible with the specified coating system, the vendor shall provide detailed procedures and material lists for any additional primer or barrier coats required.

d. Multi-frequency Doppler Current Profiler (MDCP) Requirements

i. General Requirements The MDCP shall be a dual frequency system with nominal operating frequencies of 38KHz and 300KHz. The MDCP shall provide as least 128-depth cells.

1. The MDCP’s transducers are mounted such that they require a recessed polycarbonate flat sheet transducer fairing cover in accordance with Attachment 4 Details 34-D and 42-A, Sheets 5 and 6.

ii. Operator Interface The MDCP shall display the collected data, and log the data to disk and the Mission Equipment System (MES) LAN.

1. 38 kHz Parameters The MDCP shall provide a long-range mode with at least 30 cm/s precision for a vertical resolution 16 meters in depths up to 1000 meters. The MDCP shall also provide a high-precision mode with at least 12 cm/s precision for a vertical resolution of 16 meters in depths up to 700 meters.

The MDCP shall include bottom-tracking capability to measure the MDCP speed and direction over ground to a depth of 1700 meters. The velocity accuracy shall be at least +/- 1.0% of the water velocity relative to the MDCP +/- 0.5 cm/s. The velocity range shall be a minimum of - 5 m/s to 9 m/s. The MDCP should be capable of providing at least 0.4 Hz maximum ping rate.

2. 300 kHz Parameters The MDCP shall have a maximum standard deviation of 0.2 m/s for a vertical resolution of 1.0 meter at depths up to 100 meters.

The MDCP shall include bottom-tracking capability to measure the MDCP speed and direction over ground to a depth of 260 meters. The velocity accuracy shall be at least +/- 0.5% of the water velocity relative to the MDCP +/- 5 mm/s. The velocity resolution shall be at least 1 mm/s with a minimum range of +/- 5 m/s to +/- 20 m/s. The MDCP shall be capable of providing a minimum 2 Hz ping rate in shallow water.

iii. Hardware and Interface Requirements Each transducer shall include a temperature sensor with a range of -5 degree to 45 degree C and accuracy of at least +/- 0.4 degree C.

The MDCP shall interface ISS-60 for motion and position input via an Ethernet connection. It is desirable that the MDCP accept real-time input from an external Sound Velocity Sensor. All output data shall be capable of being logged via an Ethernet connection to a network attached storage device.

The MDCP shall consist of transducers, and deck unit(s). Software shall be provided with the MDCP for data acquisition, display and export.

e. GENERAL INTERFACE REQUIREMENTS

i. Shipboard LAN Interfaces The MDCP is to be integrated into existing T-AGS 60 class ships (Attachments 1,2, and 3). All of the shipboard existing systems are integrated via a distributed Ethernet network system consisting of a primary Mission Equipment System (MES) LAN made up of a combination of 10/100/1000 MB/s switches over fiber and CAT-5/6 LAN cables. The MES LAN is connected to NAVOCEANO Survey Operations Center (SOC) at NAVOCEANO, Stennis Space Center via Inmarsat B or C-Band High Speed Datalink. There are several private LANs, including the Bathy LAN, POS/MV LAN, ISS-60 LAN, and Single-Beam LAN. ISS-60 ties all of these LANs together and provides a broad-based data acquisition, display and logging system to collect and monitor navigation, hydrographic, oceanographic, bathymetric and other specialized data.

ii. Network Attached Storage (NAS) There are 2 network attached storage devices on the MES LAN to provide a central logging repository for all of the survey data. Most of the data is distributed to the NAS from ISS-60, though some interface directly over the 1000MB/s LAN Switch and log directly to the NAS.

NAS units support NFS for Linux and SAMBA for Windows.

iii. Bathymetry LAN The Bathymetry LAN is connected through a 10/100 Switch and its primary function is to pass all of the sonar datagrams to/from ISS-60. This LAN is isolated from the others to prevent data loss due to network collisions. The current sonar systems have multiple interfaces to their internal LANs, as well as the Bathymetry and MES LANs on the T-AGS 60 class ships. All of these interfaces are over CAT 5/6 LAN cables.

iv. POS/MV LAN The POS/MV LAN is another isolated LAN connected through a 10/100 switch. The primary function of this LAN is to provide high-speed navigation data via the network to ISS-60. This data is available to other systems, but in most cases the navigation data to other systems is provided by ISS-60 (as described in SOW paragraph i). All of these interfaces are over CAT-5/6 LAN cables.

v. ISS-60 LAN The ISS-60 LAN is a private LAN connected via a 10/100 switch that provides network communication between the main ISS-60 workstations. No other systems are connected to this LAN. All of these interfaces are over CAT 5/6 LAN cables.

f. Inputs to Sonar Systems

i. ISS-60

1. Best Present Position (BPP) The MDCP shall be capable of receiving navigation (position) data from ISS-60 via the Bathymetry LANs. The format of the BPP navigation record is provided in Attachment 1.

2. Remote Commands It is required that the MDCP be capable of receiving remote commands from ISS-60 via the Bathymetry LAN to provide remote logging, directory/file-naming, parameter requests and other capabilities that more closely integrates the sonar data collection into ISS-60.

ii. Navigation, Motion, Heading Sensors and Other Inputs

1. POS/MV

The MDCP system shall be capable of interfacing to ISS-60 for navigation, attitude, and heading input via both serial port and the Ethernet LAN connection (preferred configuration). RPH is transmitted at a maximum rate of 1 Hz. The MDCP may request RPH data from ISS-60 at a slower rate provided the operational requirements for the MDCP in Section b are met. The format for the RPH data record is provided in Attachment 1.

2. External Trigger The MDCP shall be capable of simultaneous operation with no interference between the systems.

The MDCP shall provide a trigger input and is desired to provide trigger output signal to allow synchronization of the shipboard sonars.

g. Outputs from Sonar Systems

i. MDCP Outputs

1. Output Datagrams The MDCP output data formats shall include raw, time-averaged and all ancillary data. Data logging of MDCP data shall be selectable to log on local or remote disk. A description of the data formats is included as Attachment 1.

h. TESTING AND TECHNICAL SUPPORT

i. General (Option) The contractor shall provide for Government review and approval, comprehensive test plans, covering Factory Acceptance Test (FAT), Harbor Acceptance Test (HAT), and Sea Acceptance Test (SAT) using CDRL A002. The HAT and SAT shall be conducted on the ship by the contractor’s engineers and will be witnessed by the Government. The Government will notify the contractor of the location where acceptance testing will take place. For bidding purposes, assume the testing will take place on the U.S. East coast. The contractor shall provide basic familiarization (on-the-job) training for Government representatives as part of acceptance testing. All testing results will be fully documented according to CDRL A003.

A timeline illustrating an estimated installation and testing schedule is provided in Attachment

5. The following table describes the Government estimate for the minimum number of days the contractor shall be required to support the tests described below:

ii. Factory Acceptance Test (FAT) The Contractor shall prepare and submit a FAT plan that shall include all inspections and tests necessary to verify proper system operation and conformance to this specification. It shall address all requirements that do not require the system to be installed to verify. The FAT plan shall be written and reviewed in accordance with CDRL A002.

The FAT plan shall include a chronological listing of the tests and inspections to be performed, location of the test facility, and a traceability matrix of tests and inspections performed to respective requirements. The contractor shall maximize the incorporation of relevant testing normally performed as part of any standard internal quality management procedures. Testing shall include, a burn-in of not less than 72 hours and an operational test of all capabilities. The Contractor shall conduct the FAT in accordance with the FAT plan, and fully document the results in a FAT report. The FAT report shall be written and reviewed in accordance with CDRL A003.

The FAT shall demonstrate to the Government that the system operates and meets the general requirements of this specification. The Government reserves the right to have one or more representatives witness all or part of the testing outlined in the FAT plan. Successful completion of the FAT shall not be sufficient grounds alone for acceptance of the system.

iii. Harbor Acceptance Test (HAT) The Contractor shall prepare and submit a HAT plan that shall include all inspections and tests necessary to verify proper system operation and conformance to this specification after installation on a T-AGS 60 class ship. This test shall address all requirements that can be verified dockside, but do not require the system to be at sea. The HAT shall verify proper interconnection and wet operation of the transducers, sensors, and all interfaced equipment. The HAT shall duplicate aspects of the FAT where appropriate and shall demonstrate all of the hardware and software operations provided. This test shall include any procedures that were revised or added during the execution of the FAT. The HAT plan shall be written and reviewed in accordance with CDRL A002.

The contractor shall perform the HAT in accordance with the HAT plan and fully document the results in a HAT report. The HAT report shall be written and reviewed in accordance with

CDRL A003.

Contractor engineering personnel intimately familiar with all hardware and software design features of the system shall conduct the HAT. The HAT shall be conducted with a fully installed system. The Government shall have one or more representatives witness all of the testing outlined in the HAT plan. Successful completion of the HAT shall not be sufficient grounds alone for acceptance of the system.

iv. Sea Acceptance Test (SAT) The contractor shall prepare and submit a Sea Acceptance Test (SAT) plan that shall include all inspections and tests necessary to verify proper system operation and conformance to this specification during an at sea trial on the ship. The SAT shall demonstrate the ability of the MDCP to meet all requirements and operational characteristics of the system essential to performance of the mission at sea. The SAT shall duplicate aspects of the HAT where appropriate and shall demonstrate all of the hardware and software operations provided. This test shall include any procedures that were revised or added during the execution of the HAT.

The SAT plan shall be written and reviewed in accordance with CDRL A002. The contractor shall conduct the SAT in accordance with the SAT plan, and fully document the results in a SAT report. Contractor engineering personnel intimately familiar with all hardware and software design features of the system shall conduct the SAT. The SAT shall be conducted with a fully installed system. All cost of vessel operation will be borne by the Government. The Government will have one or more representatives witness all of the testing outlined in the SAT plan.

The SAT report shall be written and reviewed in accordance with CDRL A003.

v. Installation and Field Support (Option) The contractor shall provide support personnel to the Government on a daily-cost basis to supervise the installation and alignment of the transducers by the shipyard and thereafter for any technical assistance and/or maintenance purposes. The personnel shall be completely knowledgeable of the MDCP operational and design characteristics and shall be capable of addressing unique or unusual problems.

The Government will make the ship available and pay for the dry-docking and shipyard costs.

Government furnished shipyard support will include installing the cabling to the initial junction boxes. Thereafter, the shipyard support will provide the inter-compartment cabling.

The shipyard support work to be accomplished shall include:

a. Installation of transducers and mounting rings

b. Alignment

c. Installation of transducer windows

d. Cleaning and painting underwater portions of the ship

e. Installation of the rack foundations, industrial support for moving equipment into spaces.

All other installation and field support shall be furnished by the contractor including, but not limited to, installing equipment in the racks, running and terminating cables within mission spaces, and installing cable connectors.

The contractor shall inspect the installation of all components and certify compliance with the installation manual provided by the contractor. The Government will notify the contractor within thirty days prior to the installation where the ship will be dry-docked.

Upon completion of any installation or field support, the contractor shall provide a status service report (CDRL A007) that documents the effort, any problems found, and the resolution. If the system/equipment problem is covered under the basic warranty, no additional repair cost (labor or travel) shall be charged to the Government

vi. LOGISTICS SUPPORT The following paragraphs shall address the required elements of logistics support for this system:

1. Maintenance Planning The MDCP maintenance program will include both Government and contractor responsibilities.

The contractor’s maintenance plan for the system shall be included in the maintenance manual.

2. Supply Support

a. Spares (Option) The contractor shall provide spare parts for all equipment offered; otherwise, a notice to the Government is required if the equipment does not have any user-replaceable or organizational level repairable components. Spares shall be offered individually and grouped as spare kits for shipboard systems. For each system configuration, an initial spares kit shall be provided.

The kit shall contain all spares necessary to support the system for a one-year period. The kits shall be structured to allow the Government to procure the full kit and/or any individual item within the kit as parts are depleted.

The spare kits shall include, but not be limited to, all sensors, transducers, sub-system units and all field replaceable units, electrical, electronic, or mechanical parts which are available only from the bidder or from limited sources. Whole sub-systems need not be included, except where repair is not possible or recommended. The contractor shall provide the list of spares with their proposal and the Government reserves the right to review and approve the list prior to contract award.

b. Shipboard Spares The contractor shall identify spare parts that are recommended to be carried onboard the ship..

This list shall include replacement fuses and lights.

c. Provisional Technical Documentation (Option) The contractor shall provide provisioning technical documentation for all recommended spares (CDRL A006). The following data are required for each item recommended: Item Name, Description, Model, Type and/or Part Number, Manufacturer of Item, Manufacturer's Commercial Activity Government Entity (CAGE) Code, Manufacturer's Drawing number, Technical Manual Number for Reference, Quantity per Assembly, Quantity per System, Unit Price, National Stock Number (if applicable), Recommended Source, Maintenance and Recoverability, and Item Weight.

vii. Technical Data A complete set of electronic documentation shall be provided with MDCP. An additional set will be provided prior to equipment delivery for the building shipyard to use for precursor installation activities in preparation for the system arrival. These complete sets shall consist of one electronic and one hard copy commercial off-the-shelf manuals, supplemented with additional documentation, to meet the total documentation requirements of the MDCP and this

SOW.

The documentation shall include an operator's manual, maintenance and technical manual, Original Equipment Manufacturer (OEM) manuals, all installation drawings, and all test procedures. Data submitted shall be totally applicable to the MDCP and not to similar or generic systems. All manuals shall be delivered, reviewed, and accepted in accordance with CDRL A004. Digital copies of all computer-generated documentation shall be provided to the Government. The Government will review technical manuals and provide final comments after

MDCP acceptance. Following acceptance, manual discrepancies will be returned to the contractor for correction and resubmission.

1. Operator’s Manuals The operator's manual shall contain all information necessary to operate and calibrate the MDCP. This electronic manual shall serve as the user's guide and shall describe the complete system power up, initialization, operation, performance verification, and shutdown procedures.

Operation of the system in all modes and under all options, including switch settings, procedures, and commands shall be addressed.

All operational conditions, which must be met in order to achieve specified accuracies, shall be described. Illustration material shall be provided to identify and locate controls and indicators.

Procedures shall be written in a step-by-step format with a description of all feedback responses such as indicator lights, displays, and computer queries or prompts.

This manual shall include basic specifications and theory of operation as well as performance evaluation and optimization techniques where appropriate. Information not required for successful operation shall be relegated to the maintenance and technical manual.

2. Maintenance and Technical Manual An electronic maintenance and technical manual shall be provided with sections covering the description, theory of operation, equipment operation, specifications, system maintenance and troubleshooting, circuit schematics, complete functional block diagram, sub-system block diagrams, interconnection wiring diagram, electrical schematic drawings, circuit and mechanical layouts, installation, calibration, and replaceable parts of all equipment provided with the MDCP.

This manual shall be supplemented with electronic versions of the subcontractor or OEM manuals to the maximum extent possible to provide all required information for sub-assemblies or peripheral equipment. The maintenance and technical manual shall also provide the following:

a. Hardware: The functional description shall include the theory of operation of each major circuit or PC board in the MDCP and shall be related to the electrical schematics provided. The description shall include a discussion of the signal flow within the system using block diagram, timing illustrations, and printed circuit card configuration diagrams. Specific data acquisition, filtering, digitization, down sampling, or other techniques relevant to system performance shall be provided.

b. Preventive Maintenance: This section shall include complete preventive maintenance procedures with specified performance intervals. These procedures shall contain all periodic maintenance actions required to keep the system functioning at full potential.

c. Corrective Maintenance: This section shall include comprehensive corrective maintenance procedures and associated diagnostics capable of locating marginally performing or defective units in each sub-system.

d. Diagnostics: This section shall include the documentation for all diagnostic programs provided to demonstrate proper operation of all MDCP peripherals, controllers, interface boards and sensor sub-systems.

e. Calibration: This section shall include a comprehensive description of all calibration procedures as well as the dockside and at-sea readiness tests necessary to ensure that the MDCP and its sub-systems are operating at full and specified performance levels.

f. Spare Parts: This section shall contain a comprehensive listing of all spare parts including manufacturer’s part numbers available for the MDCP and its associated sub-systems. This shall include a listing for each sub-system indicating part numbers, OEM manufacturer, approximate cost, and anticipated component life or reliability, if available.

g. Schematics: There shall be a complete set of electrical schematics showing the interconnection of major subassemblies, signal lines in and out of subassemblies, and all interconnecting cables. Illustrations shall be provided for every drawer assembly, with a reference designator indicating the location of sub-assemblies. All interconnections between printed circuit boards or subassemblies shall be clearly labeled to identify the circuit destination. Maintenance procedures, parts lists, schematic diagrams and other service information as available from the manufacturers of the peripheral equipment shall be incorporated as an addendum and augmented as necessary to meet the requirements.

h. Support Plan: A support plan shall be provided that, as a minimum, shall specifically address and describe maintenance planning, computer resources, and the testing and support equipment that may be needed to support the MDCP. The Support Plan shall be delivered as a supplement to the Maintenance and Technical Manual or as a stand-alone document.

3. Wire Running Sheets: Wire running sheets shall be provided for all connections between electronic equipment, racks, transducers and J-Boxes. The wire running sheets shall be prepared per the format provided in CDRL A005.

4. Data Formats: The documentation shall include a list of all data input, output, and file storage formats with a description of each data element. The data formats shall be prepared per the format provided in CDRL A005

5. Interfaces: The documentation shall include a diagram and description of all system input and output interfaces. The interfaces shall be documented per the format provided in CDRL A005

6. Installation Manuals The installation manuals shall contain all information necessary to align and/or install the applicable MDCP system and subsystems.

a. Alignment The Installation Manual shall provide detailed step-by-step instructions on the alignment of the relevant MDCP components necessary to meet accuracy requirements. The contractor shall provide all alignment tolerances.

b. Installation The contractor shall provide the following information for all subsystems of the MDCP in the installation manuals:

(a) Transducer module installation procedures and drawings

(b) Installation procedures and drawings including any mounting rings provided

(c) Transducer mounting rings procedures and drawings

(f) Procedures and drawings for any alignment requirements

i. Software Support The contractor shall identify and inventory all delivered or installed software in a Software Version Description (SVD) document (CDRL A007). The first article is required 30 days before first delivery and the remainder with each delivery. Version changes require 90 days notification.

Upon completion of any support the contractor shall provide a report defining what he did to resolve the problem (CDRL A007). The contractor shall provide maintenance services on all contractor developed software programs and documentation used to operate their system. The services shall include all programs used to control of the system as well as data collection. The services shall include providing the latest version of software and firmware updates, resolution of problem reports and incorporation of software corrections into existing software versions used by the Government.

This maintenance does not cover new releases or upgrades of third-party software or operating systems. Hardware changes required for proper functioning of updates or new releases are also not covered. The contractor shall specify the necessary requirements for upgrades to third party operating system software and hardware. Changes to external system interface specification shall be implemented such that external systems are not adversely affected whenever possible.

Product obsolescence issues shall be identified and recommended solutions shall be developed.

Prior to the release of supported software on a newer operating system, the contractor must notify the Government six (6) months in advance.

i. Problem Reports and Correction of Errors The contractor shall make all reasonable efforts to correct defects or errors identified in problem reports submitted by the Government. When errors are corrected, updates to the current release of the program, in use by the Government, shall be delivered to tape, disk or other suitable means with instructions for installing the updates as well as any other supporting technical documentation describing the update.

If errors cannot be corrected in the current release, the contractor shall provide a written report suggesting a work-around and undertake reasonable efforts to correct the error in the next release of the program (CDRL A007).

ii. New Releases When new releases of software are created, they shall be delivered on suitable media with instructions for installation and supporting technical documentation describing the new release.

Software updates shall be submitted on suitable media for supported systems. 2 copies of reloadable software will be provided for each ship system. 1 copy of reloadable software shall be provided for shore-based storage. Firmware updates shall be provided for all system spares. 2 complete sets of the latest documentation shall be submitted (electronically) for each system delivery with 1 copy for shore storage (CDRL A008).

iii. Configuration Change Documentation For each change to the system, the contractor shall provide a configuration/design change notice, CDRL A009. A history of the software and hardware maintenance including implementation of all updates and new releases shall be maintained and supplied to the Government. The history shall detail as a minimum, the current software version, delivery dates, changes made, impact of changes, and a cross-reference to documentation changes (CDRL A008). Any modifications that have been incorporated due to production upgrades shall be disclosed and approved by the procuring activity prior to procurement.

j. Cyber Security Requirements and Activities The Government will apply cybersecurity measures to all Contractor-furnished information technology provided with the MDCP. For purposes of this contract, information technology is defined as any equipment or interconnected system or subsystem of equipment that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information. Work stations and network switches/routers include all hardware and software included in MDCP.

The contractor shall include at least 100 labor hours and no more than 500 labor hours to complete or assist the government in completing the cyber security activities and deliverables listed below in sections 5.18.1 through 5.18.8.

The contractor shall provide physical and electronic access to all electronic systems provided so the government can perform a vulnerability assessment of all operating systems. Including security scans of all operating systems software using Assured Compliance Assessment Solution (ACAS) software or other tools to assess vulnerabilities.

The Contractor shall advise and adjudicate with the Government any cybersecurity measure that causes or could cause timing, performance, or availability failures of control system requirements stated elsewhere in this specification.

i. REMOVAL OF UNNECESSARY SERVICES AND PROGRAMS The contractor shall install or enable, as applicable, only those applications, ports, protocols, services, and functions necessary for designed capabilities of a given control system. Control systems shall use enforcement mechanisms wherever possible (such as, application whitelisting or equivalent technology) to prevent unauthorized software from executing on the systems. The Contractor shall configure the system to allow the system administrators the ability to re-enable devices if the devices are disabled by software and provide documentation of the configuration

(CDRL A010).

ii. SYSTEM AND INFORMATION INTEGRITY Where ever possible, the control systems and software shall be configured to monitor inbound and outbound communications traffic for unauthorized activities or conditions. Monitoring shall be done at the entry/exit points and selected points at the intra-system network taps. If the capability exists, control systems shall employ integrity verification tools to detect unauthorized changes to the software, firmware and run-time behavior and provide alerts when compromise or potential compromise occurs that changes the certified/qualified baseline configuration, to include software, hardware, firmware and run-time behavior. When compromise or potential compromise is detected, if possible, the control systems will be configured to disable network access by the component and notify the Administrator. The Contractor shall use password protections in all areas of the MDCP where such capabilities exist and document using CDRL A011).

iii. CONTROL SYSTEM PERMISSIONS The Contractor shall configure control systems with “least privilege” settings and account access and provide documentation of the configuration. The Contractor shall configure the necessary system services to execute at the least user privilege level possible for that service and provide documentation of the configuration (CDRL 012).

iv. INSTALLING OPERATING SYSTEMS, APPLICATIONS, AND THIRD-PARTY

SOFTWARE UPDATES

The Contractor shall have a patch management and update process. The Contractor shall remove previous versions of software and firmware as part of the update process. The Contractor shall provide notification of known vulnerabilities affecting Contractor-supplied or required Operating System, application, and third-party software within a pre-negotiated period after public disclosure (CDRL A013).

For any hardware or software items that are required to be serviced or repaired remotely, the Contractor shall isolate the item prior to non-local maintenance and diagnostic services, and shall sanitize the item with regard to potentially malicious software before removal and after the service is performed before reconnecting the item to the control system.

All information assurance (IA) and IA-enabled information technology products (e.g. servers, operating systems, routers, firewalls) shall be those that are on the approved National Information Assurance Partnership (NIAP) list.

v. FIREWALLS For any control system provided that has firewall capabilities, the Contractor shall configure firewalls and firewall rule sets to “deny all”, between network zones and provide documentation

(CDRL A014).

The Contractor shall change default passwords during implementation. Likewise, unnecessary default accounts shall be deleted or deactivated during implementation. No password shall be hardcoded into system files. The Contractor and its subcontractors shall assist the Government in changing delivered passwords upon completion of the installation.

vi. IDENTIFICATION AND AUTHENTICATION Any control systems provided with the identification and authentication capabilities shall uniquely identify and authenticate organizational users and shall implement multifactor authentication for access to administrator accounts.

Where ever the capability exists, control systems and network switches/routers shall implement replay-resistant authentication mechanisms for network access to administrator accounts. If the system has role-based privileges, the system shall be configured with a minimum of a User role and an Administrator role. Security functions, such as account creation and configuring permissions, shall be limited to the Administrator role.

Whenever possible, control systems and network switches/routers shall uniquely identify and authenticate all devices before establishing local and network connections authenticate any devices not a part of the configuration before establishing local or network connections using bidirectional authentication.

For password-based authentication, the control systems and network switches/routers shall:

1. Enforce minimum password complexity of mixed case sensitivity, minimum 15 characters, mix of upper-case letters, lower-case letters, numbers, and special characters;

2. Enforce at least 8 changed characters when new passwords are created;

3. Store and transmits only cryptographically-protected passwords;

4. Prohibit password reuse for 5 generations;

5. Require password reset every 60 days; and

6. Allow the use of a temporary password for system logons with an immediate change to a permanent password.

User accounts shall be locked out after 5 failed logon attempts; locked-out accounts shall be disabled until it is reset by an administrator or until the lockout duration for the account has expired.

The Contractor shall ensure that unencrypted static authenticators are not embedded in work stations and network switches/routers applications or access scripts or stored on function keys.

Documentation of the above Identification and Authentication where applicable shall be submitted using CDRL A015.

vii. PRODUCT AUTHENTICITY MEASURES The Contractor's shall describe its efforts to minimize or prevent Government procurement of counterfeit devices and software products in the system configuration.

For electronic devices and software products in the system configuration, the Contractor shall either:

1. Be the OEM or software developer; or

2. Purchase the items directly from the OEM or software developer; or

3. Purchase items directly from an authorized distributor of the OEM or software developer; or

4. Purchase the items directly from an authorized reseller of the OEM or software developer.

The Contractor shall create and maintain a matrix documenting the chain-of-custody for its supply of each electronic device or computer software product in the system configuration. The matrix shall state whether the Contractor is the OEM or software developer of the item (category

(1) above), purchased the item directly from the OEM or software developer (category (2) above), purchased the item directly from an authorized distributor of the OEM or software developer (category (3) above), or purchased the items directly from an authorized reseller of the OEM or software developer (category (4) above).

The matrix shall document the chain of custody for each item on which the Contractor is NOT the OEM or software developer. The matrix shall include the following elements:

a) names and addresses of all OEMs and, where applicable, authorized distributors or resellers in the chain-of-custody of supply for the item;

b) OEM part or product name and number of the item;

c) batch identification, if applicable, such as date codes, serializations, or other bath identifiers associated with the product;

d) signature or stamp with the title of the OEM's or distributor's/reseller's authorized personnel signing the certificate.

The Contractor shall include the chain-of-custody matrix in the Supply Chain Risk Management Quarterly Report (CDRL A016).

viii. Documentation For all that apply below, the Contractor shall document MDCP systems as follows whenever such information exists (CDRL A017):

1. Provide a mapping of

a. software to

b. hostname to

c. Internet Protocol address(es)(with subnet mask)(or non-IP address) to

d. functional area/enclave to

e. Virtual Local Area Network (VLAN) to

f. hardware to

g. location aboard the ship.
