Final Questions and Answers
Question: Could you please confirm if that is a net new or renewal licenses?
Answer: This is for new licenses.
Question: Requesting confirmation that for the deadline on December 4th the only submission requirements are the cover letter, written answers and technical capabilities of the software. All other addendum i.e. 52.212-3 require responses after phase 1 is completed.
Answer: The phase 1, December 4, deadline submission should include the written answers, any technical capabilities only. 52.212-3 should be included on your final submission of your proposal, which is phase III – Price Schedule.
Question: When do you expect the contracts to be signed to begin the implementation process?
Your contract states delivery within 45 days and on page 2 under item number 00010 you reference 1/15/24 as a delivery, does this start our 45 days to deliver or is this the expected delivery date of 45 days?
Answer: The expectation for the estimated award date of this requirement is 1/15/24. It may be awarded before or after that date. It is an approximate timeframe. The award date will start the clock on the 45 days to have everything installed, trained and fully working.
Question: With your language around delivery within 45 days. Can you clarify what the expectation is at the end of that 45 days? Will there be a time frame gap between Notice of Award and Start date, or are those at the same time?
Answer: The expectation is for installation, training and having fully functioning, ready to use software within 45 days of the award date. But we would like it all completed as soon as possible after award. If it does not take the entire 45 days, that would be better.
Question: Page 32, bullet 6. , quote content references written answers in tab A and technical capability of software in tab B. Do Tab A and Tab B need to be separate documents or can it be a single document?
Answer: Both, it can be separate documents or a single document.
Question: Please provide more detailed guidance on what is meant by “technical capability of software” . Is this intended to provide more information on features, beyond the specific features enumerated in the Questions? Or this meant to better define the development/underlying technology? Any guidance on expectations will help us to provide a detailed, but succinct response.
Answer: Yes, it is intended to provide more information on features, beyond the specific features enumerated in the Questions.
Question: Do we need to complete the section: 52.212-3 “Representations and Certifications” as part of our initial response, or only if awarded the contract?
Answer: 52.212-3 should be included on your final submission of your proposal, phase III – Price Schedule.
Question: This provision appear to be in there twice, is there any difference we do not see/understand regarding the provision on page 40 (52.212-3 OFFEROR REPRESENTATIONS
AND CERTIFICATIONS-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(SEP 2023), and what appears to be the same provision listed on page 59?
Answer: There is no difference. It is the same provision that was entered twice by mistake.
Question: Page 6 - It states under System Capabilities to "see attachments" I don't see those attachments Answer: The “see attachment” is in reference to question DD on page 6 of 97. You can find the attachment on page 8 of 97.
Question: Questions embedded in the RFP need to be answered on or before 12/4/23, what form should those be presented in?
Answer: See page 31 of 97 for instructions for how to submit written answers.
