PERFORMANCE WORK STATEMENT (PWS)

ANALYTICAL LABORATORY SAMPLE ANALYSIS OF CONCRETE

VIA CARB 435

FOR DELTA MENDOTA CANAL

1 INTRODUCTION

Bureau of Reclamation (Reclamation): Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Delta Mendota Canal (DMC). Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western U.S.

2 SCOPE

The Bureau of Reclamation’s Technical Service Center (TSC) performs hazardous materials investigations on a variety of features located in California.

2.1 Analytical laboratory analyses are needed to determine the presence of asbestos in concrete, as defined in 11 DELIVERABLES.

2.1.1 Up to 170 samples will be collected by Bureau of Reclamation personnel as show in Table 1. The quantity of samples assumes one analysis per sample;

this may change depending upon the capabilities of the laboratory where multiple analyses may be performed on a single sample. The specimens will include concrete, coatings, and oil. These samples will be collected from various locations along the DMC. Each sample will be given an identification number and collection metadata by Reclamation. The Contractor shall prepare and analyze the samples using the analytical method noted as noted in 2.2.

The Contractor shall provide the analytical data and QA/QC files in numerical, electronic data and in pdf. Original data files shall be retained by the contractor for 6-months past the duration of the Period of Performance (Section 13).

2.2 TEST METHODS

3 CONTRACTOR QUALIFICATIONS

3.1 Method certifications: Asbestos by California Air Resources Board Method 435, 400-point count, California ARB, National Voluntary Lab Accreditation Program certification.

4 SUBCONTRACTING

4.1 No more than one subcontract shall be allowed. Should the Contractor require more than one, each additional laboratory shall be approved prior to the samples being sent from the Contractor to the Subcontractor.

5 GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS

5.1 GFE: None.

5.2 Government Furnished Materials: Samples are as described in 2 SCOPE. Government will deliver the samples to the contractor. Samples shall be held for 6 months after the analysis and disposed of.

5.3 Contractor-Furnished Equipment and Materials: The Contactor shall be responsible for providing necessary equipment, materials, and supplies to accomplish the tasks in this PWS.

6 REGULATIONS/POLICIES

6.1 Not applicable.

7 TRAVEL

7.1 Not required to fulfill the requirements of this PWS.

8 GOVERNMENT VEHICLES

8.1 Contractor will not use any Government vehicle either as a driver or passenger.

9 SECURITY

9.1 There will be no site visits.

9.2 A signed non-disclosure agreement may be required.

10 TRAINING

The Contractor is responsible for training for its employees.

11 DELIVERABLES

The table below provides a list of deliverables, the media with the number of copies, and the recipients. Deliverables shall be identified by government sample number provided with the Chain of Custody (not the sample container), electronic numerical data in either text, comma delimited file or Microsoft Excel 365 version in .xlsx format with each data point in a separate column (see 11.1.3), and in electronic format as a searchable PDF. Data from the subcontractor shall also be in the same format.

11.1 An analytical laboratory analysis report is required that details the findings from examinations performed on that sample. The report shall include:

11.1.1 List the test procedure(s) employed and identify the technique(s) of that procedure used to analyze the sample.

11.1.2 Listing of laboratory’s certification(s) for the test method.

11.1.3 Electronic data, include the following columns: Client Project, Sample identification, Lab identification, Sample Collection Date, Test Method, Matrix Type, Analytical Parameter, Results, Units, detection and reporting limits.

11.1.4 Quality control data, see Confirm finding by a second analyst. See CARB 435, Chapter 8.3.6. See Table 3. Quality Control.

11.1.5 Fully signed chain-of-custody.

11.1.6 Signature of laboratory representative and analyst, if they are not the same, on each laboratory report.

13 IDENTIFICATION OF CONTRACTOR EMPLOYEES

Contract personnel are required to identify themselves as contractors. Whether attending meetings, answering Government telephones, or working in other situations where their contractor status is not obvious to third parties, they shall make their status known to avoid creating an impression that they are Government employees.

14 PERFORMANCE PERIOD

This PWS is for a laboratory analytical analysis of up to 170 samples over the period of 6-months. Please quote price per sample and if there is a price break for a block of samples. The performance period will be eighteen months from the date of award. The samples will be delivered to the contractor in up to three shipments during the performance period.
