Special Notice Enterprise Training Pac Licensing
This is not a solicitation. This is a notification of an intent to award a single source procurement under NAICS code 541511. The Bureau of Reclamation Acquisition and Operation Branch in Denver, Colorado will solicit and award a purchase order to MediaPRo for their Enterprise Training Pack. MediaPRO provides software for privacy and cybersecurity training. The Enterprise Traijning Pack from MediaPRO provides 89 courses that can be tailored to Reclamation’s requirements for privacy and cybersecurity training. Course reinforcement resources also includes 65 videos, 41 articles, and 114 posters. All new and updated content is released quarterly and made available to Reclamation at no additional cost. MediaPro training aligns with the training requirements of the National Institute of Standards and Technology (NIST), the Federal Information Security Modernization Act (FISMA), and Office of Management and Budget (OMB) A-130. The enterprise licensing pack provides cybersecurity courses that align with privacy requirements. MediaPRO provides gamification, interaction within the courseware, and role-based courses to better address relevant training for Reclamation employees. The training program provides a proprietary tool, Course Builder Tool, that allows Reclamation to modify, build, brand, and deploy content, at no additional cost instantaneously. The Government believes that only one responsible source can provide this requirement.
The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Brittney Herrera at bherrera@usbr.gov by 8/29/2019. Any information received will be treated as market research information towards future similar or same requirements. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.
A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to bherrera@usbr.gov. No faxed documents will be accepted. If no responsive statements are received by 8/29/2019 at 2:00 PM MST, an award will be made to Media PRo.
