ATTACHMENT A – PERFORMANCE WORK STATEMENT
1.0 INTRODUCTION
1.1 The Bureau of Reclamation (Reclamation) is a water management agency with 600 dams in the 17 western states. We are best known for construction of dams, power plants, and canals;
including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and the second largest producer of hydroelectric power in the western United States.
Reclamation is organized into five regions (Mid-Pacific [MP], Great Plains [GP], Lower Colorado [LC], Upper Colorado [UC], and Pacific Northwest [PN]).
2.0 SCOPE
2.1 Background:
2.1.1 The Baseline Assessments are an ongoing activity under the WaterSMART Basin Study Program. This Baseline Assessment will be included in the 2021 SECURE Report to Congress. The team will work with Reclamation’s Technical Service Center (TSC) and other project partners to assist in the development of tools and information based on hydroclimate reconstructions that can be used to understand the natural variability in climate, water supply, and water demand for the Baseline Assessments.
The full project encompasses four primary tasks: (1) evaluate risk to water deliveries and other resources using streamflow reconstructions; (2) evaluate dry (wet) period characteristics using available reconstructions of streamflow and Palmer Drought Severity Index (PDSI); (3) analyze risk of drought using a calculation of storage deficit index by watershed (river basin); and (4) analyze probability of shifting between a wet state or dry state using reconstructions of streamflow and PDSI.
The following four specific task areas have been identified for completion by the team:
Task 1. West-wide risk assessment using paleohydrology
Task 2. Dry and wet spell analysis
Task 3. Storage/deficit ratio analysis
Task 4. Regime shift analysis and decadal predictability
Each of the tasks listed above including sub-tasks are further described in detail below. All agreements will be established between the selected vendor and the Reclamation Policy and Administration Office (PAO) in collaboration with the TSC.
2.2 Scope:
2.2.1 Task 1. West-wide Risk Assessment Using Paleohydrology
Description: The team will assist the TSC and study partners in using paleohydrology information to evaluate risks to water deliveries and to other water uses listed under 9503(b)(3), including
140R8119Q0476_Baseline Assessments Page 15 of 38 hydropower, recreation, fish and wildlife habitat and species, ecological resiliency, flood control management. The sub-task undertaken by the vendor are listed below:
Sub-Task 1.1. the team will assist the TSC in the identification of basins for which Reclamation has either developed or has access to river systems models that can compute risk assessment metrics in the identified resource areas. Basin selection is also dependent on the availability of streamflow reconstructions based on tree-ring chronologies and are to be finalized in discussions with the study partners.
Sub-Task 1.2. The team will assist in the evaluation and analysis of results from the water resources models run with the streamflow reconstruction models implemented by TSC and area Reclamation offices in collaboration with other study partners.
Deliverables: Contribution to a Chapter in the Baseline Assessment report of data development, modeling results, and risk metric development and evaluation.
2.2.2 Task 2. Dry and Wet Spell Analysis
Description
The team will assist the TSC and other study partners in the evaluation of several possible definitions of dry and wet periods and estimation of drought (wet period) intensity, duration and frequency. Also, using identified dry and wet periods from the analysis of reconstructed streamflow data, the vendor will assist the TSC and study partners in discussions for applying these methods to develop composite maps of PDSI based on reconstructed gridded PDSI data for all Reclamation basins to demonstrate spatial distribution of droughts (or wet periods).
Deliverables: Contribution to the chapter in the Baseline Assessment report of data analysis and findings of west-wide dry and wet spell characteristics.
2.2.3 Task 3. Storage Deficit Ratio Analysis
Description: The team will utilize approaches developed by Devineni et al. (2015) to analyze drought-induced water stress by considering both water supply and demand. This analysis will be extended to consider reservoir and river basin analyses. The storage deficit ratio can be viewed as a composite risk metric. For each supply-demand scenario and operating rule combination used in the water resources models under Task 1, the vendor will evaluate drought induced water stress at the reservoir and at the river basin scale. If groundwater use information is available, then groundwater storage in addition to the reservoir storage will be considered to estimate water stress.
Devineni et al. (2015) developed water stress indices that are based on the computation of the water storage capacity needed to meet the demand for a given sequence of supply (Lall and Miller, 1988; Thomas et al., 1963), accounting for temporal variation in supply and demand. The water stress indices, such as the stress index intra-annual (SII) and stress index cumulative (SIC), are estimated for the jth geographical unit and defined the following quantities with a daily time series:
(1)𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗 ,𝑡 = 𝐷𝑗 ,𝑡 ‒ 𝑆𝑗 ,𝑡
140R8119Q0476_Baseline Assessments Page 16 of 38
(2)𝑐𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗 ,𝑡 = 𝑚𝑎𝑥 (c𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗 ,𝑡 ‒ 1 + 𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗 ,𝑡 ,0)
(3)𝑆𝐼𝐼𝑗 = 𝑚𝑎𝑥𝑦(𝑚𝑎𝑥𝑡(𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗 ,𝑡(𝑦) ; 𝑡 = 1 : 365); 𝑦 = 1 : 𝑛)
(4)𝑆𝐼𝐶𝑗 = 𝑚𝑎𝑥𝑡(𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗 ,𝑡 ; 𝑡 = 1 : 𝑛 × 365)
where refers to the accumulated deficit, is total water demand, and is the 𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗 ,𝑡 𝐷𝑗 ,𝑡 𝑆𝑗 ,𝑡 total water supply volume for geographical location j and days t and y to a calendar or cropping year (n). The corresponding normalized indices, such as the normalized deficit index (NDI) and the normalized deficit cumulated (NDC), are:
(5)𝑁𝐷𝐼𝑗 =
𝑆𝐼𝐼𝑗
𝐴𝑃𝑗
, 𝑁𝐷𝐶𝑗 =
𝑆𝐼𝐶𝑗
𝐴𝑃𝑗
where is the average annual rainfall volume (district area average depth of 𝐴𝑃𝑗 × precipitation) for district j.
The team will modify the storage deficit measure as developed in Devineni et al (2015) to consider, (a) reservoir operations and reservoir level supply and demand analyses (including any additional demands for water quality and ecosystem services); (b) network structure and cumulative deficit as a function of reservoir location or other nodes on the river network; (c) active storage available in each reservoir and the cumulative active storage available above a node on the river network for storage deficit ratio computations.
The key modification will be to address how reservoir storage can be incorporated. An example of how this will be done is sketched here. Consider that a reservoir with capacity RCj is available at location j. Let RSjt be defined as the storage in month t for this reservoir. Then the reservoir mass balances can be tracked as follows:
(2a)𝑅𝑆𝑗𝑡 = 𝑚𝑖𝑛(𝑅𝑆𝑗𝑡 ‒ 1 ‒ 𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗𝑡,𝑅𝐶𝑗)
(2b)𝑆𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗𝑡 = max (0, ‒ 𝑅𝑆𝑗𝑡)
) (2c)𝑅𝑆𝑗𝑡 = max (0,𝑅𝑆𝑗𝑡
(2e)𝑆𝑢𝑟𝑝𝑙𝑢𝑠𝑗𝑡 = min (0,𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗𝑡)
(2f)𝑐𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗 ,𝑡 = 𝑚𝑎𝑥 (c𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗 ,𝑡 ‒ 1 + 𝑆𝑑𝑒𝑓𝑖𝑐𝑖𝑡𝑗𝑡 ‒ 𝑆𝑢𝑟𝑝𝑙𝑢𝑠𝑗𝑡,0)
(2g)𝑁𝐷𝐼𝑗 =
𝑆𝐼𝐼𝑗
𝑅𝐶𝑗
, 𝑁𝐷𝐶𝑗 =
𝑆𝐼𝐶𝑗
𝑅𝐶𝑗
Reservoir operating rules for the network can be incorporated into the logic expressed above. A strategy for adjusting reservoir operation and computing reservoir and network level stress will be developed through discussion based on existing rule structures and possible modifications of the rules. Water rights allocations are assumed to specify a precedence order for reservoir and network level demands. In addition, total water demand in the basin may be currently allocated to groundwater vs surface water use and direct access to precipitation or snowmelt. Depending on future/paleo climate scenarios these allocations may need to change. Estimates or strategies for such allocations will be considered primarily in a simulation framework, or where detailed
140R8119Q0476_Baseline Assessments Page 17 of 38 water rights data is available, in a prioritized way that allows the separate computation of deficits from reservoirs and direct sources to be made. Comparisons with typical drought indices will be developed to illustrate how the storage based cumulative deficit indices provide a more useful measure of water stress.
For basins where stochastic flow scenarios are developed and used in Tasks 1 and 4, then the analysis may use all such scenarios to develop a probability distribution of the storage deficit risk measure. The quantities in the above equations would be computed for each scenario and the probability distribution developed over time across all the scenarios.
Deliverables: Contribution to the chapter in the Baseline Assessment report of data analysis and findings of the storage deficit risk analysis.
2.2.4 Task 4. Regime Shift Analysis and Decadal Predictability
Description: The team will assist the TSC and study partners in analyzing probabilities of shifting from a dry climate regime to a wet climate regime, and vice versa, in each of the major Reclamation basins. In addition, the analysis will focus on determining skill in decadal predictability in Reclamation basins using reconstructions of streamflow and PDSI. The sub-task undertaken by the vendor are listed below:
Sub-Task 4.1. The team will collaborate with partners to apply the regime shift methodology published in Gangopadhyay and McCabe (2010) to streamflow reconstructions identified in Task 1 and to the gridded PDSI data, also used in Task 2.
Sub-Task 4.2. The team will collaborate with partners to apply methodology published in Erkyihun et al. (2016) to streamflow reconstructions (Task 1) to evaluate predictability across Reclamation basins. The objective of the analysis is to demonstrate that different time periods (e.g., decades) may be predictable for some basins, and may provide insights into the reliability in projecting future conditions. This analysis also supports quantification of uncertainty in hydroclimate systems.
Deliverables: Contribution to the chapter in the Baseline Assessment report of data analysis and findings of the regime shift and decadal predictability analysis.
