About this file
This notice solicits capability statements for a firm fixed price contract to provide a flowmeter system. The Bureau of Reclamation seeks to determine if there are qualified small businesses that can meet requirements for a flowmeter to monitor water flow at a power plant site. Interested parties, including large businesses, should respond with capability statements by February 29th indicating if they qualify as a small business and whether the product is available on a GSA schedule. The flowmeter must meet technical requirements detailed in an attached document for measuring flow in a 72-inch welded steel pipe carrying untreated fresh water between 34-60 degrees Fahrenheit at pressures up to 1,100 feet and flow velocities from 0.1 to 20.2 feet per second. The successful bidder must provide a one-year warranty and deliver the system during business hours on weekdays to a location in Loveland, Colorado.

Bureau of Reclamation, Eastern Colorado Area Office EC-FI Flowmeter
1. Flowmeter Characteristics
a. Standard Equipment
i. Three (3) AccuSonic 8510+ Flow Meters or equivalent
2. Required Specifications for Flowmeter Portable Console
a. Capably to measure discrete acoustic travel times to arrive at an average velocity for each of the acoustic paths. These velocity data points shall be integrated over the cross-sectional area of flow to determine the average flowrate through the pipe. The method of measuring and computing water velocity shall be independent of the speed of sound in water.
b. Console housed in NEMA 4X wall-mount weatherproof enclosure.
i. Must not exceed 18” H x 16” W x 10” D
c. 90-250 VAC, 47-63 Hz or 100-300 VDC External Power
d. Fully compatible with Accusonic internal mount and feedthrough transducers
e. Six (6) Contact Relay Outputs for Alarming
f. Evaluate each acoustic signal received and shall reject those which are distorted by reflections or reverberations or whose amplitude is below a minimum value. Velocity and rate-of-change-of-velocity limits shall be user-selectable and adjustable on- site.
g. The flowmeter console shall include a Modbus interface via RS-232, RS-485, or TCP/IP, capable of providing flowrate, total flow, and flowmeter alarming.
h. The flowmeter console shall have at a minimum auxiliary relays with contacts rated for 125 Vdc, to annunciate a flowmeter watchdog alarm, a flowmeter under voltage alarm, and a general flowmeter system alarm.
i. Minimum 2 Gigabyte internal data logging storage
j. LCD Touchscreen Display for user interface, with a minimum of 4 lines of vertical output display. The touchscreen display shall be mounted inside the door of the enclosure.
k. Capable of communication via a PC through a Microsoft Windows 10 user interface.
l. Display pipe flowrate and totalized flow.
m. Minimum of two (2) isolated analog 4-20 mA outputs of flowrate in two different pipe sections.
n. Designed to return to full operation following a short-term power interruption, with all stored values retained.
3. FlatIron Power Plant Flow Meter Salient Characteristics
a. Penstock (at location of flow meter): 72” welded steel pipe, epoxy coated.
b. Fluid: Untreated fresh water.
c. Fluid Temp: Operation temps between 34F and 60F.
d. Fluid Velocity: Min. Flow 0.1 ft/sec; Max. expected flow 20.2 ft/sec.
e. Expected pressure: 1,100 ft of h2O.
f. Fluid viscosity and density: Fresh Water.
g. Outside Temperature: -20F to 100F.
4. Delivery Location and Time
a. The delivery location is: 11056 W CR 18 E - Loveland, CO 80537
i. The point of contact will be Anthony Nguyen (anguyen@usbr.gov) or Tyler Myers (tmyers@usbr.gov).
b. Delivery will be conducted during business hours Monday through Thursday 8:00 AM to 4:00 PM. Contact Anthony Nguyen or Tyler Myers with the time of the delivery at minimum three days before arrival. No deliveries on federal holidays.
5. Warranty
a. The flowmeter manufacturer shall provide a factory warranty for a period of one (1) year following shipment of the flowmeter system. During the one (1) year warranty period, the manufacturer shall, at the manufacturer's option, repair or replace any part which fails due to defects in materials.
