Helena, Montana
140R6021Q0035
PERFORMANCE WORK STATEMENT
1. BACKGROUND
The Bureau of Reclamation anticipates award of a contract for trash removal and disposal services at the Canyon Ferry Power Plant and Recreation Area, located approximately 20 miles east of Helena, in Lewis and Clark and Broadwater Counties, Montana. Work includes providing dumpsters, trash and refuse collection, transportation to, and disposal at appropriate landfills.
Trash collection points are located at various sites around the reservoir including six campgrounds, one office, one maintenance area, and one power plant.
Placement sites of the dumpsters will be around the Canyon Ferry Reservoir. Each area is accessible by gravel or paved road. A map of the Canyon Ferry Recreation Area is located in Appendix A. Additional information can also be found at the following web site:
http://www.usbr.gov/gp/recreation/cfrrec.htm.
The Contractor shall furnish all necessary labor, materials, equipment, and supervision to collect and dispose of trash and refuse. The objective of this contract is to provide the Canyon Ferry Division with highly professional, timely, responsive, and environmentally responsible trash and refuse collection and disposal services. The stated quantities are estimated and will be used for evaluation purposes only. No claim shall be made against the Government for any excess or deficiency therein.
2. SCOPE
Work to be performed includes providing dumpsters, trash and refuse collection, transportation to, and disposal at appropriate landfills. Trash collection points are located at various sites around the reservoir including six campgrounds, one office, one maintenance area, and one power plant. Eight collection points are located in Lewis and Clark County, and one in Broadwater County. The timely and accurate performance of these services must be recognized as a mandatory requirement of this contract.
It is anticipated that the term of the contract shall be from July 1, 2021 through June 30, 2022 plus four 1-year option periods. The exercising of such option periods will be made at Reclamation’s discretion.
Trash removal services shall be performed between the hours of 7:00 a.m. and 5:00 p.m. All work shall be performed in accordance with the instructions listed in Part 4 below.
http://www.usbr.gov/gp/recreation/cfrrec.htm
P a g e | 2
The size requirements of the trash containers at each collection point are provided in the table below. The estimated maximum possible number of dumpsters to collect in a year is contained in Appendix B. These numbers are based on records of past waste disposal. Containers shall be emptied at appropriate intervals so that trash does not overflow from the container. Containers shall be located at specific locations identified by the Quality Assurance Evaluator (QAE).
These sites were chosen for their convenience, accessibility, and security.
Collection of refuse and debris outside the scope of this contract will be handled as a separate requirement.
Inclement Weather Schedule. The contractor shall collect refuse during inclement weather except in cases of unduly severe weather and as authorized by the contracting officer. Make-up collections shall be performed 24 hours after the severe weather has terminated. If all make-up collections cannot be made in 24 hours, the contractor shall submit a revised schedule to the contracting officer for approval.
The amount of work requested is the maximum estimated amount. Visitor use will determine the contract requirements and locations; therefore, it is possible that only a portion of the contract could be required during the contract period. There is also a possibility that the number of required dumpsters to be emptied may extend beyond the maximum estimated amount.
Throughout the life of this contract, the contractor is encouraged to continuously seek ways to incorporate innovative and emerging technologies that in the most economic and efficient manner improves mission performance.
3. PERIOD OF PERFORMANCE
The term of the contract will be from July 1, 2021 through June 30, 2022 plus four 1-year option periods. The exercising of such option periods will be made at Reclamation’s discretion.

Trash removal will be accomplished on an “as required” basis, with the number and location of trash containers to be emptied at one time being at the discretion of the QAE. The one exception will be the trash container located at the Canyon Ferry Power Plant which shall be emptied weekly during the summer and bi-weekly during the winter, with the schedule being adjusted only at the discretion of the QAE. Most other dumpsters will be emptied weekly during the summer months only, and at a frequency at the discretion of the QAE the remainder of the year.
