Questions and Answers
· Is there an incumbent, or is this a new requirement?
· There is an incumbent
· If this is an existing contract, what is its current value?
· Current value is between $5M to $6M
· How much of this work, including committee and other meetings, is expected to be virtual in 2022? Will the symposium be in-person in 2022?
· That is unknown at this point and will have to be determined based on the prevailing health mandates (we operate under state and federal mandates). I can only guess at this point and say that at least 70% of committee and other meetings would be virtual. There is a 50-50 chance that the symposium will be virtual as I don’t think we can require all participants to be vaccinated. One other thing to consider because we operate under federal mandates, all contract employees will have to provide proof of vaccination.
· Who do you consider key personnel for this contract?
· The Program Coordinator, Science and Adaptive Mgt Coordinator, Program Assistant, Science Support Assistant.
· Must the bidder submit resumes for key personnel only or all members of the Project Support Team?
· Section 2.5 states all of PST
· Factor 2 under the evaluation factors mentions a contractor Safety Plan that should include "safety around water and use of ATVs." Is this a requirement for this contract? If so, what fieldwork must be completed under this contract?
· This statement is erroneous verbiage and has been removed from the solicitation
· Factor 2 under the evaluation factors states that "Key Personnel will be evaluated by demonstration of technical ability based on education and prior experience with river monitoring..." Can you confirm if this is the criteria the Government will use to assess key personnel qualifications? How does this compare to other relevant experience like committee support, conference planning, or the protection of endangered species?
· This statement is not correct and has been removed from the solicitation. The evaluation standards for Factor 2 have been updated in Amendment 0001.
· The Price Schedule template identifies seven labor categories (i.e., Program Coordinator, Science & Adaptive Mgmt. Coordinator, Contract Manager, Program Assistant, Science Support Assistant, Database Support, and Senior Advisor). Are these illustrative, or does the Government expect the Program Support Team to include each of these roles?
· We expect the Program Support Team to include each of these.
· Are all roles full-time, or can bidders propose staffing levels based on their understanding of the requirements?
· The bidder can propose staffing levels as Section 2.1 states: “The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks.”
· Is there a specific estimate the Government would like bidders to use for symposium rental and mileage costs?

· Are there page limits or other formatting requirements (e.g., fonts, margins, etc.) for the proposal?
