About this file
This document is a determination to solicit from a single source for solicitation number 140R3023Q0060 by the Department of the Interior Bureau of Reclamation. The Bureau requires an acoustic Doppler current profiler with real-time kinematics capable global positioning system and floating platform from SonTek Incorporated for use in measuring water discharge in canals and rivers. Market research found the SonTek RiverSurveyor M9 is the only system available with these required features as a complete package. The estimated price is $150,000 with delivery within 30 days of award. A fair and reasonable price determination will be based on comparison to previous purchases and an independent cost estimate. The single source justification is SonTek is the sole manufacturer that can meet the needs for compatibility with the Bureau's current collection and telemetry systems and sub-centimeter positional accuracy required for measurements.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity. Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Boulder City, Nevada.
2. Name and Address of Brand Name.
YSI Incorporated 1725 Brannum Lane Yellow Springs, OH 45387-1107
3. Description of Supplies/Services and Estimated Cost. Reclamation requires the brand name SonTek RiverSurveyor M9 with real-time kinematics (RTK) as a global positioning system (GPS) and with a torrent board.
The requirement is for a floating or boat-mounted flow-measuring water flow meter device that uses the Doppler effect to calculate discharge, i.e., an acoustic Doppler current profiler (ADCP/ADP). This device will be used for discharge measurements at several gaging locations. To maintain the required precision and accuracy for a discharge measurement, a technician must be able to quality-check the data and make corrections in the field during the measurement. The device must alert the user to problems during the measurement.
Another necessity is having RTK as a GPS option due to the narrow width of the canals in which it will be used; sub-centimeter positional accuracy is required.
The device must be able to be mounted to a manned boat or mounted in a stand-alone floating tethered platform (i.e., a torrent board).
The estimated price is , and the delivery will be 30 days from date of award.
4. Description of Circumstances, including why only one source is reasonably available. Market research indicates that of the commercial off-the-shelf products for use in canals and rivers, only the SonTek RiverSurveyor M9 is available with an RTK-capable GPS and floating platform as a complete package. The requiring activity reviewed products available from Teledyne RD (i.e., the Riverray ADCP) instruments, but data sheets showed the Riverray is available only with differential global positioning system (DGPS) GPS solutions and thus do not meet the Government’s positional accuracy requirements.
The requiring activity also looked at devices from Nortek, but those do not appear to have any devices capable of being used in canals.

In accordance with FAR 13.106-1(b)(1)(ii), the specific characteristics of the SonTek RiverSurveyor M9, RTK-capable GPS, and compatible floating platform that limit the availability to a sole source are that SonTek is the only manufacturer of an acoustic Doppler current profiler with an RTK-capable GPS and floating platform as a complete package. Only this suggested source can furnish the requirements, to the exclusion of other sources, because SonTek is the sole manufacturer of the RiverSurveyor M9 acoustic Doppler current profiler. This device (or its previous versions) is currently in use at several gaging stations for discharge measurements. The previous versions of this device currently in use at Reclamation’s gaging stations are past the end of their support life and will need to be replaced. SonTek devices will provide the minimum amount of downtime during the switchover as SonTek devices are currently integrated into the collection and telemetry systems in place. Currently one person handles writing the drivers required to integrate the devices with Reclamation’s collection and telemetry platform, so any rewrite for a different brand/system will require hundreds of manhours to integrate the device and add thousands of dollars in labor. As such, compatibility with Reclamation’s current system is essential.
SonTek devices are already being used and as such are compatible with Reclamation’s current system.
5. Determination of Fair and Reasonable Price. Price fair and reasonable determination will be based on comparison of the proposed price with prices found reasonable on previous purchases, market research, and comparison to an independent Government estimate. Award will be made based on the Contracting Officer determining that the proposed rates are fair and reasonable based on adequate competition.
6. Description of Market Research. Reclamation’s subject matter experts will continue to monitor the market for any new or up and coming technologies that could be utilized. However, market research will be conducted prior to any future acquisition, and competition will be obtained to the maximum extent possible.
