About this file
This document is an amendment to a solicitation for the SCCAO Friant Dam Pump Controller Replacement project issued by the Department of the Interior's Bureau of Reclamation. The amendment extends the request for quote (RFQ) submission deadline to July 16, 2024 and provides answers to contractor questions. Key details include:
The agency requires the replacement of electronic components in the pump control system, but did not initially provide a list of components. The amendment clarifies that the contractor should provide the required parts since this is a scope of work, not a specification. The agency has provided photos of the existing equipment, including the PLC, VFD, and control panel. The contractor is responsible for identifying the required digital/analog inputs, outputs, serial ports, and relays for the new PLC. The agency does not have the existing PLC software and is seeking enhanced automation and control capabilities, but not integration with external SCADA systems. The amendment specifies that the new control panel must meet California Electrical Code standards and provides details on the existing cabinet dimensions and mounting. The agency requires one 12-inch HMI screen to be installed and has provided photos of the existing screens. A site visit attendance list is also attached.

1. Electronic components:
The agency requires the replacement of electronic components. However, it did not provide a list or description of any electronic components with their salient characteristics to allow potential offerors to develop a budget and a quote. This omission obscures the requirement to a point of unknown, which requires assumptions that can be interpreted in multiple ways, hence ambiguous. We ask the contracting office to list all and any electronic components requiring replacement with their detailed salient characteristics and quantities.
Answer: Contractor should provide the parts since this is a Scope of Work and not a Specifications where we required certain types of equipment.
2. Please provide photos of all the electronic components, including the control cabinet interior and exterior.
Answer: See attached photos
3. Please provide the salient characteristics of the feeding electricity to the control cabinet
(phases, voltage, current).
Answer: 240V Power Supply
4. Please list all sensors connected to the PLC that must be modernized and provide their manufacturer, model, and salient characteristics.
This may include pressure sensors or other sensors.
Answer: See attached photos
5. Please list all Variable Frequency drives connected to the PLC and provide their manufacturer, model, and salient characteristics.
Answer: Please see photo of the VFD installed. In addition, it is a Altivar ATV630 TYPE1 460V -

BOR require replacement with a PLC?
Answer: We required a local control with no access to outside networks (Cannot connect to the internet) and We believe a local PLC can be the solution unless contractor can provide a better solution.
16. Should the existing pressure sensors be replaced, or should the existing pressure sensors be reused?
