Endeavor Engine Maintenance Services Bay Delta Office (BDO) – Sacramento, California

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with FAR part 13.5 and additional information included in this notice. The Bureau of Reclamation intends to award a Firm Fixed Price type of procurement, in response to this solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being solicited as 100% Set Aside for Small Business and will be award on a Best Value basis in accordance with FAR 13.106-2(b)(3) Evaluation of quotations of offers, and in accordance with FAR 15.101-1 Tradeoff process.

Performance Work Statement Endeavor Engine Maintenance

Dated: March 29, 2019

1. Background

Reclamation conducts environmental monitoring throughout the San Francisco Bay and Delta utilizing the vessel “R/V Endeavor.” Endeavor is a 50-foot, 1973 Delta Marine Charter boat, powered by twin Cummins QSB 6.7 inboard diesels, Twin Disc MGX5075A transmissions and a Northern Lights M773LW3 generator. The engines, transmissions and generator were installed in the winter of 2018.

2. Scope

The contractor shall perform engine, transmission and generator maintenance required to sustain the equipment within manufacturer’s performance specifications. Maintenance shall include service to any systems integral to the operation of the engines, transmissions and generator including, drive shaft, propellers, electrical system, hydraulic system, fuel system, water intake system, air intake system, and hull structure at the location where the items are installed.

3. Type of Contract

The Government intends to award a Firm Fixed Price type of contract.

4. Period of Performance

The anticipated period of performance shall be for one Base Year of 12 months and four (4) 12-month Option Years. The Period of Performance shall read as follows:

Base Year April 1, 2019 through March 31, 2020 Option Year 1 April 1, 2020 through March 31, 2021 Option Year 2 April 1, 2021 through March 31, 2022 Option Year 3 April 1, 2022 through March 31, 2023 Option Year 4 April 1, 2023 through March 31, 2024

5. Administrative Information:

5.1 Recognized Holidays:

5.2 Hours of Operations:

The contractor is responsible for conducting business, between the hours of 8 a.m. and 5 p.m. Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce

PERFORMANCE WORK STATEMENT

for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

5.3. Place of Performance:

The work to be performed under this contract will be performed at a combination of the contractor’s facility and the vessel’s home port.

5.3.1 The following Task will be performed at the Contractor’s Facility:

• Task 1 – Initial Service

• Task 3 – Mains 500 Hour Service

• Task 4 – Mains Overhead Set (Add-On)

• Task 5 – Mains Cooling System Flush (Add-On)

• Task 6 – Transmission Service (Add-On)

• Task 7 – Generator 400 Hour Service

• Task 8 – Generator 2500 Hour Service (Add-On)

• Task 9 – Multi-Point Vessel Inspection

• Task 10 – Vessel Sea Trial

For tasks to be performed at the contractor’s facility, the vessel will be made available for contractor haul out and/or transportation, if necessary. The Government is unable to transport the vessel by land and is only to transport up to 60 miles per water from Mark’s New Bridge Marina in Antioch, under the vessel’s own power. No modifications will be made to the vessel to aid in transportation to the contractor’s facility. Once the vessel has arrived at the contractor’s facility, it is expected that the vessel will remain on site until the scheduled tasks have been completed.

5.3.2 The following Task will be performed at the vessel’s home Port:

• Task 2 – 200 Hours Quick Service (Mains and Generator)

5.4. Security:

The Contractor and the Contractors personnel performing work under this contract must be responsible for the safeguarding of all Government equipment, information, and property provided for contractor use and must maintain the level of security required for the life of the contract.

5.5. Delivery Schedule:

The following deliverables are checklists that shall serve as records of maintenance and inspections performed on the vessel.

Each time the vessel is serviced by the contractor, the contractor shall provide a copy of the completed applicable checklist to the Government. The contractor is responsible for providing a blank copy of the checklist to the contractor’s technician or inspector for completion during service or inspection. The Contractor may change the checklists, as long as it is approved by the Government. Electronic copies of the checklists can be provided to the contractor in PDF and MS Excel format when requested by the contractor. Please see exhibits.

6.0 Government-Furnished Property

The Government will provide the various checklist and the vessel for the contractor to use for the duration of the contract.

6.1 Services:

The Government will provide the name of the Contracting Officer (CO), and the Contracting Officers Representative (COR) for assistance with inspection and acceptance.

6.2 Facilities:

The Government will provide no facilities. Services shall be performed at the Contractors facility or at the dockside of the vessel located above under 5.3 of this performance work statement.

6.3 Utilities:

The Government will not provide any utilities. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

6.4 Equipment:

The Government will provide the vessel Endeavor.

6.5 Materials:

8.0 Objectives:

a) Maintain engines, transmissions and generator in proper working order

b) Perform routine maintenance at manufacturer’s recommended intervals

c) Perform routine operational and safety inspections

9.0 Tasks:

The following service tasks will be ordered by the Government when service intervals are reached. The COR will contact the contractor to schedule an appointment. These tasks shall be invoiced at the price/rate stated in the contract for the relevant period of performance. The pricing for each task shall include all costs required to complete the task and provide the deliverable, including but not limited to any labor, materials, freight, disposal, haul out, storage, cleaning, lay days and work performed by a sub-contractor. All tasks shall be performed according to the manufacturer’s specifications and industry best practices.

The contractor shall perform the following tasks:

Task #1 - Initial Service At the beginning of this contract, the contractor shall perform an initial service on the vessel to address battery replacement, post break-in service, and to become familiarized with the vessel. Initial Service is expected to include but not limited to the following tasks, in no particular order:

10.0 Performance Assessment and Disincentives

(a) Monitoring Performance. During the course of the evaluation period, the COR will track Contractor performance.

Interim (mid-term) evaluations may be provided to identify strengths and weaknesses in the Contractor's performance during the period being evaluated. At the end of the period, the COR will assess the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the Contracting Officer.

(b) Contractor Self-Assessment. Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COR to be considered in its report to the Contracting Officer. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period. The self-evaluation shall not exceed 1 page per PRS element. The self-assessment shall address both the strengths and weaknesses of the Contractor's performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence. The self-assessment itself will NOT be the basis for the Disincentives determination.

(c) COR Recommendation. The COR will consider all evaluations and any other pertinent information, including

Contractor self-assessment, and will prepare a report to the Contracting Officer with findings and recommendations. The Contractor will be provided a copy of the draft findings and recommendations of the COR and will be afforded the opportunity to identify factual errors. The COR's draft recommendation is not subject to negotiation and the COR will not engage in discussions with the Contractor. Any errors identified by the Contractor will be addressed by the COR in its final report. The Contractor will be provided a copy of the final COR report at the same time the report is submitted to the Contracting Officer.

(d) Payment Determination. The Contracting Officer may meet with the COR to discuss the COR's report. The Contracting

Officer will make a final determination in writing as to the percentage of work successfully completed, and the resulting payment to be made. A copy of the determination will be provided to the Contractor no later than 45 calendar days after the end of the period being evaluated. All Contracting Officer decisions regarding Disincentives are unilateral decisions made solely at the discretion of the Government.

(e) Deduction. Notwithstanding any other clause of this contract, deduction of the Disincentive will be made within the later of 60 days after the end of the evaluation period or 30 days after receipt of an approved invoice.

(f) The Quality Assurance Surveillance Plan is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the government under any other provision of the contract in determining the quality of the Contractor performance.
