Performance Work Statement

ENDEAVOR REPOWER

Dated: 06/04/2018

1.0 Background

Reclamation conducts environmental monitoring of the San Francisco Bay and Delta utilizing the vessel “R/V Endeavor.”

Endeavor is a 50-foot, 1973 Delta Marine charter boat powered by twin 2002 Caterpillar 3126B marine diesels and Twin Disc MG-5075 transmissions. AC electrical power is provided by a Northern Lights M773LK 9kW generator that was installed in 2003. The engines have over 8,000 service hours and 15 years in service and are due for replacement. A repower will also provide a good opportunity to address other maintenance items at the same time.

2.0 Scope

The contractor shall provide all facilities, labor and materials to complete comprehensive boat maintenance, including but not limited to haul out, cleaning, painting, boat repair, fiberglass work, metal work, wood work, engine replacement, plumbing, electrical, fuel, engineering, removal, installation, and disposal.

3.0 Type of Contract

The Government anticipates awarding a Hybrid type of contract, Time and Material (T&M) and Firm Fixed Price (FFP).

4.0 Period of Performance

The period of performance shall be from the date of award through January 31, 2019. Work shall begin no later than 60 days after award.

5.0 Administrative Information

5.1 Recognized Holidays:

New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day

5.2 Place of Performance

The work required under this contract will be performed at the contractor’s facility. The vessel will be made available for contractor haul out and/or transportation, if necessary. The Government is unable to transport the vessel by land and is only to transport up to 60 miles per water from New Bridge Marina in Antioch, under the vessel’s own power. No modifications will be made to the vessel to aid in transportation to the contractor’s facility. Once the vessel has arrived at the contractor’s facility, it is expected that the vessel will remain on site until the scheduled tasks have been completed.

5.3 Security

The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government vessels, equipment, and materials shall be secured.

5.4 Warranty

PERFORMANCE WORK STATEMENT

The contractor shall ensure that all manufacturers’ warranty rights and documentation for equipment purchased under this effort are passed to Reclamation. Additionally, the contractor shall warrant all installation and other work done to the vessel for a minimum period of one (1) year after completion, during which time defects will be repaired by the contractor at no additional cost to the Government.

5.5 Bottom Inspection

For the bottom’s final inspection, the vessel shall be presented for the COR, on stands, in the contractor’s yard where all items can be viewed up close. If the contractor launches the vessel without providing an opportunity for the COR to inspect any work that is not visible with the vessel in the water, the contractor shall, at the request of the COR, remove the vessel from the water and present it for inspection at no additional cost to the Government. The contractor may present the bottom work for final inspection prior to completion of other tasks, if the vessel will be returned to the water to finish those other tasks.

6.0 Delivery

All deliverables are due at the time of final inspection or January 31, 2019.

6.1 Topsides

6.1.1 (T&M) Loading Doors (Port and Starboard)

Context: When boarding from the sides of the vessel, passengers must step over the gunwale to get in or out of the boat. This generally requires the use of steps on both the dock and boat.

Goal: Provide boarding access points on each side of the vessel that don’t require stepping over the gunwale.

Deliverables: The contractor shall provide and install one port and one starboard loading door.

These are photos of the transom door, which the loading doors are expected to be modeled after.

These are photos of the locations that the loading doors are expected to be installed.

6.1.2 (T&M) Rub Rails

Context: The existing rub rails are made from wood, which is easily damaged and requires a significant amount of maintenance. The rub rails are original to the vessel and as a result of age, wear, and decay are due for replacement. Many of the fasteners for the lower rub rail can only be accessed by removing the fuel tanks. Since the Government is planning to replace the fuel tanks, it would be a good time to replace the rub rails when the fasteners behind the tanks will be accessible.

Goal: Replace the upper and lower rub rails with a low-maintenance, durable, rot resistant material, such as Ultra High Molecular Weight (UHMW) Polyethylene.

Deliverables: The contractor shall provide and install (1) “Continuous” Upper Rub Rail and (2) Separate Lower Rub Rails

These are photos of what the new rub rails are expected to be modeled after. Notice the standoff for the lower rub rail.

6.1.3 (FFP) Hawse Cleats

Context: There is a need for an additional cleat between the bow cleats and the mid-ship cleats. A cleat was added to the starboard gunwale shelf across from the pilothouse door; however the design and mounting limit its functionality. The vessel is normally tied up port side to the dock, necessitating an additional cleat at approximately the same location on the port side of the hull. It is understood that the existing cleats are probably no longer available. A close match would be acceptable, provided that the contractor include the proposed cleat in their proposal.

Goal: Install an additional cleat on each side of the hull with the same appearance and functionality as the existing cleats.

Deliverables: The contractor shall provide and install one Port and one Starboard Hawse Cleat Specifications:

• Close match to existing hawse cleats on the vessel

• Compatible with double braided lines up to a minimum of 3/4 inch diameter

6.3.3 (T&M) Shaft Logs

Context: Currently the shaft logs are made from fiberglass with an intermediate bearing and bonded to the hull. With the repower, we will be upsizing shafts from 1.75 inches to 2 inches minimum and converting from a gland style shaft seal to a dripless design. As a result of these changes, the shaft logs are expected to be replaced.

Goal: Update shaft logs to match up with new propeller shafts and shaft seals

Deliverables: The contractor shall provide and install two new shaft logs

Specifications:

• Fiberglass: Centek industries or equal

• Bronze: Buck Algonquin or equal

6.4 Steering System

6.4.1 (T&M) Rudder Assembly

Context: The rudder assembly is original to the vessel. It is old, worn and corroded. It is likely that parts will be damaged when removed for shaft replacement and replacement parts may no longer be available. The best option is to replace the entire assembly. The Government would prefer to have a dripless rudder shaft seals to match the prop shafts; however, we realize that hull space and design may not be suitable for that application. The helm pumps and piping are expected to be reused, with the exception of the short runs of hydraulic hose that connect to the cylinder, which may need to be replaced due to length requirements.

Goal: Replace the rudder assembly

Deliverables: The contractor shall provide and install two rudder assemblies

6.5 Fuel System

6.5.1 (T&M) Fuel Tanks

Context: The existing fuel tanks are approximately 300 gallons each. They are constructed of aluminum and original. They are starting to show signs of corrosion and algae buildup and this repower would be a good time to replace them with new.

Removing the tanks will allow access to perform maintenance to some items that cannot be easily accessed, such as rub rails and rudders. Currently, there isn’t enough room between the deck and the top of the tank to install spudded hose barbs. The capacity of the new tank may be minimally reduced to make such accommodations. Since the rudder system is to be replaced, the tank capacity may be minimally reduced to allow for additional clearance that may be required for the new steering system.

Goal: Replace fuel tanks with new equals
