About this file
This document is a Determination to Solicit from a Single Source for a Thermoelectric Propane Generator. The U.S. Department of the Interior, Bureau of Reclamation has a requirement for this generator to provide power to its remote Management Information System in the Yakima River Basin. The model from Global Power Technologies is the only one that meets the 50-watt power requirement and can operate during the winter months with limited solar exposure. Market research found no other suitable domestic manufacturers. The estimated cost for the generator and mounting is $XXXX, with an 8-week delivery schedule. The purchase will be a firm-fixed price contract, and although it is a brand name single source requirement, the Bureau will solicit competitive quotes to determine a fair and reasonable price.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity. U.S. Department of the Interior, Bureau of Reclamation, C-PN, Team 2 Supply-Service
2. Name and Address of Single Source.
Global Power Technologies 7875 57 St SE #16 Calgary, AB T2C 5K7, Canada
3. Description of Supplies/Services and Estimated Cost.
US Bureau of Reclamation, Yakima Field Office has a requirement for a Thermoelectric Propane Generator. This unit will be operating at a remote site and will assist in providing electricity for the Bureau of Reclamation’s Management Information System. This system will provide power to help assist with collecting and transmitting data to help the Bureau effectively manage water shed and water deliveries in the Yakima River Basin. The resultant purchase order will be firm fixed price with a delivery schedule of 8 weeks ARO and an estimated value of
Item: Global Power Technologies Model 5050L Thermoelectric Generator, Part No. 5050L- 12-RS; with Pole Mount Stand (Item No. 3229)
4. Description of Circumstances, including why only one source is reasonably available.
The Model 5050 generator from Global Power Technologies can produce 50 watts while only burning 1.9 gallons of propane per day. The generator will be used at a remote location and the load requirement is 50 watts. Other thermoelectric generators found can only produce just a few watts which will not be sufficient. The unit will allow the Bureau to collect and transmit data for the duration of the winter with an existing underground propane tank. The Model 5050 also has a remote option where fuel levels can be monitored and turned off or on from the field office, which is an essential feature because the generator will be in a remote location and accessibility is very limited during winter months due to the elevation and excessive snow accumulation. These sites do not have commercial power and cannot completely operate off solar power because of the limited solar exposure they receive during the winter months. These sites require a specialized thermoelectric propane generator to supply continuous power.

5. Determination of Fair and Reasonable Price.
In accordance with FAR part 13.106-3(a)(1), fair and reasonable cost will be determined through competitive quotes received in response to a solicitation issued for the brand name products specified.
6. Description of Market Research.
Market research was conducted and there were no other thermoelectric generators that were found that produce enough wattage and no manufacturers were found in USA. A sources sought was posted to SAM.gov from 3/28/2024 to 4/11/2024 an no responses were received.
Manufacturing Extension Partnership was contacted and conducted a national check and no domestic manufacturers were found. Although this will be a brand name single source requirement, domestic small business vendors are able to provide a competitive quote.
