Amendment 1, 2/7/2023 Lubrication Oil Purification System

Statement:

The United States Bureau of Reclamation, Grand Coulee Power Office has a requirement for a Lubrication Oil Vacuum Purification System.

Lube oil purification system shall:

1. be factory new.

2. be small enough to pass through a rectangular doorway measuring 82” high x 59” wide.

3. be on a skid with integrated fork pockets.

4. be capable of:

a. Flow Rate of 30 GPM.

b. purifying Mobile DTE Heavy Medium 68 weight oil from ISO 21/19/17 to ISO 13/10/8 without removal of anti-corrosion or anti-foaming additives within at most 5 complete purification cycles.

c. removing free, emulsified and dissolved water and gases down to 20 parts per million.

d. running automatically and unattended with a single push-button startup and shutdown.

e. operating on 460VAC/60HZ/3PH power with 200 amp maximum (startup) current draw.

f. performing self-diagnostic testing and displaying associated trouble notifications.

5. include:

a. only TEFC (Totally Enclosed Fan Cooled) motors.

b. a runtime hour meter.

c. a 6-micron absolute-rated (BETA 1000 per ISO 4406) inlet filter assembly.

d. a 3-micron absolute-rated (BETA 1000 per ISO 4406) outlet filter assembly.

e. both inlet and outlet filters assemblies with:

i. upstream oil sample ports with shutoff devices and tubing.

ii. direct-reading differential pressure gauges with electrical lighting outputs to illuminate dirty filter indication lights on the control panel at pre-determined set point(s).

iii. no less than 39"-long coreless style replaceable filter elements.

iv. Absolute-rated synthetic glass fiber media (cellulose, paper or wire mesh not acceptable).

v. include an internal bypass valve set at 45 psi ± 3 psi (to prevent over pressurizing a dirty filter element).

vi. two (one each inlet and outlet) constant volume positive displacement lubrication pumps which:

1. are each capable of producing a minimum 30 gallons per minute process flow while under a negative suction head of no less than 29 inches of mercury.

2. shall each have integrated pressure relief valves.

f. an electrically actuated inlet shut off valve designed to close:

i. under a loss of power condition.

ii. under an alarm-triggered shutdown event.

g. a laser particle counter which displays real time ISO Cleanliness Codes and moisture content in percentage of saturation. Counter shall include a self-diagnostic capability.

h. a vacuum dehydration/degassing system with:

i. automatic controls ensuring completely dry oil prior to normal system shutdown.

ii. an internally lubricated vane type vacuum pump:

1. capable of producing a vacuum of no less than 29 inches of mercury at a minimum of 25 cubic feet per minute.

2. with a vacuum relief valve.

iii. a vacuum chamber which:

1. is horizontally-configured

2. is constructed entirely of 304 stainless steel

3. includes a swing bolt style hinged closure

4. includes a sight window

5. shall incorporate at least 6 high-dirt-loading pleated dispersal elements measuring approximately 6 inches in diameter x 22 inches long with internal dispersal element support cradle rods (elements to be used to maximize oil exposure to vacuum for complete dehydration).

6. has a vertically-oriented oil sump which:

a. has a system to measure and control maximum foam level.

b. measures not less than 12 inches in diameter by 30 inches long.

c. includes an integrated sight glass.

d. includes a temperature probe.

e. automatically controls inlet and outlet pumps to maintain a full oil level during normal operation.

f. flows oil through the dispersal elements with an inside-to-outside flow direction.

iv. an air-cooled condenser.

v. a condensate reservoir:

1. constructed entirely of 304 stainless steel.

2. with high level shut off controls to prevent over filling during operation.

vi. all interconnecting piping and plumbing comprised entirely of 304 Stainless Steel with hydraulic style compression tube fittings.

i. NEMA 4 rated and UL approved controls and enclosure.

j. a control panel with:

i. functionality for manual, isolated control of all pumps.

ii. a touch screen programmable controller for status, alarms and master controls.

iii. only NEMA rated switches, buttons and lights.

k. circuit breaker protection for all electrical components. Fuses allowed only on control transformer and phase fail circuits.

l. programming to ensure (during a normal shutdown sequence) continued pump run-time for adequate oil temperature reduction/heat dissipation.

m. Inline oil heaters (96 kW total; minimum):

i. with a watt density of not more than 11.5 watts per square inch of heater surface area.

ii. with a programmable logic temperature controller with LED readouts for temperature and set point

iii. capable of maintaining a maximum temperature variance of 1° Fahrenheit.

iv. with over-temp protection.

n. audible and visual alarms for:

i. high oil level.

ii. high condensate level.

iii. high temperature.

iv. low oil flow.

v. dirty inlet filter.

vi. dirty outlet filter.

o. a safety interlock which will disable heater system in event of low/no oil flow.

p. a drain pan with an automatic leak detection shutdown system.

q. an industrial epoxy primer/paint or equivalent powder coated finish.

r. diagnostic software.

s. hard and electronic copies of the owner, operator, parts, service & shop manuals.

t. Standard Manufacturer’s Warranty Note: Include On-Site Training & Commissioning in Grand Coulee as part of your quote

Item: High Purity Northwest system model TVG2-30-460-96KW-DSA40-AC or equal
