QUESTIONS AND ANSWERS

Q1. Will the contractor have access to NPS Experts, and will there be any costs (wages, travel, etc.) for their time?

A1. Yes, the Government envisions that the vendor will convene via phone or video conferences with NPS staff (payroll expenses borne by NPS). NPS staff travel to the workshops mentioned in the RFQ would occur at NPS expense.

That said, staffing changes at NPS are currently quite unpredictable, and the ability for staff to travel is greatly restricted.

Q2. Does the NPS have stock video that they can share?

A2. The NPS has a limited amount of video stock of whales available to support the project as needed; however, would be glad to share what is owned by the Government. Full supply and incorporation of whale videos is fully upon the contractor, regardless of what the Government has and is willing to share.

Q3. The RFQ States: “This project includes a strong research component and therefore the contractor is expected to incorporate archived whale encounter data and the probabilities that the whale will approach within a prescribed distance (say 1000 m) within 30 degrees on either side of the path of the ship (the Cone of Concern) into the training modules” Will we have access to the archived data?

A3. Yes, the NPS plans to make this archived data available after the contract is awarded.
